REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR STEVEN C. LACY, PRESIDING
AUGUST 24, 2004

ROLL CALL
Councilmembers Present: Councilmember Bremmer, Councilmember Aiken, Councilmember
Hendricks, Councilmember McCourt, Councilmember Buckner, Councilmember Raab, and
Mayor Lacy. Councilmember DeWitt was excused.
Council Action: A motion was made by Councilmember Aiken, second by Councilmember
Bremmer to excuse Councilmember DeWitt from this meeting. The motion carried 6-0.
Staff Present: Linda Countryman, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen,
and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
CITIZEN COMMENTS
Frank Spaun, 1671 Cross Street, Wenatchee, thanked Council and Councilmember Raab for
following correct procedures. Councilmember Raab, a member of the RiverCom Board, polled
Council before voting on the proposed RiverCom domestic partner insurance coverage policy.
Councilmember Raab, representing the East Wenatchee Council, then voted against the proposed
policy. Mr. Spaun said other jurisdictions, despite the controversy surrounding the policy, did not
follow this procedure. After he approached the other jurisdictions, approval/disapproval of the
proposed policy was added to their agendas.
Mayor Lacy thanked Mr. Spaun for his positive comments.
MAYOR'S REPORT
Mayor Lacy asked Councilmember Buckner to report on the Sister City Delegation trip to
Misawa, Japan.
Councilmember Buckner said the trip was a fantastic experience and not even a typhoon slowed
the celebrations down. Mr. Buckner said all members of the Delegation were housed in private
homes in Misawa by very gracious hosts. Mr. Buckner said highlights of the trip included: a tour
of Misawa City and Misawa Beach where there was a monument and replica of Miss Veedol; two
parades; a tour of the Misawa Air Force Base; the "purification" or dedication of Misawa's new
international center; and a banquet hosted by Mayor Suzuki.
Councilmember Buckner explained the new international center was completed in the Spring,
however, the purification ceremony was delayed until the arrival of the Sister City Delegation.
This was a great honor extended the Delegation.

Councilmember Buckner added each of the Delegation representatives received "happy coats"
with the Misawa City logo on the back. Mr. Buckner, modeled his happy coat.
Mayor Lacy said the Wenatchee Valley Convention and Visitors Bureau (WVCVB) had
distributed brochures which included an advertisement for the "Wings & Wheels" Festival. He
said t-shirts with the Wings & Wheels logo would be sold during the festival for $12.00. He
added a delegation from Misawa would again be attending the festival this year.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Raab, second by Councilmember Hendricks. The motion carried, 7-0.

2. Consideration of Bills —
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, August 24, 2004, Council does approve warrant numbers 14857 through 14906,
in the total amount of $92,673.52. Warrant numbers 14822, 14858, and 14888 were voided.
ACTION ITEMS
04-08-02 An Interlocal Agreement for a loan by and between the City of East Wenatchee
and the Eastmont Metropolitan Park District.
Council Action: A motion was made to authorize the Mayor to execute the agreement for a loan
by and between the City of East Wenatchee and the Metropolitan Park District by
Councilmember Hendricks, second by Councilmember Buckner. The motion carried, 6-0.
COUNCIL REPORTS
Councilmember Raab said the RiverCom Executive Committee would hold a meeting, Thursday
August 261h at 9:00 a.m. He said he was unaware of the agenda items at this time.
Councilmember Buckner said he had left a packet of transportation information with the City
Clerk to have available to Councilmembers for their perusal.
Mayor Lacy said he had authorized the City Street Department to begin hanging the Wings and
Wheels banners. He added he would like to have the First Trans Pacific Flight banners hung on
Fifth Street between Highway 28 and Valley Mall Parkway for year round advertising.
Councilmember Bremmer said at the last Storm Water Utility meeting the implementation of a
disaster account for emergency situations was discussed. Previously, the decision had been made
to allocate fifty thousand dollars per year for ten years to an Emergency Fund. The disaster
account would allow the Storm Water Utility Management Team to use up to twenty percent of
the Emergency Fund. Mr. Bremmer said the proposal had gone before the Douglas County
Commissioners.

Douglas County Commissioner Stanton, present at the Council Meeting, said the proposal had
been tabled with the recommendation it be re -worded to say the Storm Water Management Team
could allocate up to twenty percent of the annual fifty thousand dollars in a given year towards
disasters rather than twenty percent of the entire fund.
