ROLL CALL
Councilmembers Present: Councilmember Raab, Councilmember Hendricks, Councilmember
Bremmer, Councilmember McCourt, Councilmember Buckner, and Mayor Lacy. Councilmember Aiken
absent. Councilmember DeWitt was excused.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Raab to
excuse Councilmember DeWitt from this Council meeting. The motion carried 5-0.
Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Bob Goodman, Lori Barnett, Teresa
Allen, Bruce Nash, and Chuck Zimmerman.

MAYOR'S REPORT
Mayor Lacy said the majority of the people who spoke at the last meeting were adamant against changing
the name of streets in the City of East Wenatchee, specifically Grant Road. He said he would like to
continue to enhance the identity of our community with the City Theme. He added he has modified the
ordinance eliminating Grant Road and Baker Street from street name changes. He said he would like to
change 9`h Street / 81h Street to Pangborn Way.

2. Consideration of Bills —
04-06-01 3. Set June 22, 2004, as the date for a public hearing regarding the Six Year
Transportation Program.
Vouchers audited and certified by the auditing officer as required by RCW 42,24,010, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.

Council Action: A motion was made to elevate the ordinance amending the EWMC, by adopting the
Washington State Statute for disorderly conduct to second reading by Councilmember Hendricks, second
by Councilmember Bremmer. The motion carried, 5-0.

ORDINANCE 2004-04
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING SECTION 9.34.010 OF THE EAST WENATCHEE MUNICIPAL
CODE, BY ADOPTING THE WASHINGTON STATE STATUTE FOR
DISORDERLY CONDUCT; CONTAINING A SEVERABILITY CLAUSE, AND
SETTING AN EFFECTIVE DATE.
04-06-03 First reading of an ordinance adding Chapter 8.22 to the East Wenatchee Municipal
Code (EWMC) establishing a civil infraction penalty to urinate or defecate in public.
Council Action: A motion was made to elevate the ordinance adding Chapter 8.22 to the EWMC
establishing a civil infraction penalty to urinate or defecate in public to second reading by
Councilmember Hendricks, second by Councilmember Bremmer. The motion carried, 5-0.

ORDINANCE NO. 2004-05
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADDING A
NEW CHAPTER 8.22 TO THE EAST WENATCHEE MUNICIPAL CODE,
ESTABLISHING A CIVIL INFRACTION PENALTY TO URINATE OR DEFECATE IN
PUBLIC; CONTAINING A SEVERABILITY CLAUSE; AND ESTABLISHING AN
EFFECTIVE DATE.
COUNCIL REPORTS
Councilmember Hendricks thanked City Treasurer Countryman for the annual report and current monthly
financial reports.
Councilmember Buckner said he participated in the Memorial Service at Evergreen Memorial Park &
Mausoleum. He read a proclamation declaring May 31, 2004 as Memorial Day in the City of East
Wenatchee. He also gave a brief speech giving thanks and remembrance to our past heroes.
Councilmember Bucker said he will be attending the RC& D (Resource Conservation and Development),
EDD (Economic Development District), and the RTPO (Regional Transportation Planning Organization)
