LACY, PRESIDING May 25, 2004 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Bremmer, Councilmember Raab, Councilmember McCourt, Councilmember Hendricks, Councilmember DeWitt, Councilmember Buckner, and Mayor Lacy. Councilmember Aiken was excused. Council Action: A motion was made to excuse Councilmember Aiken from this Council Meeting by Councilmember DeWitt, second by Councilmember Buckner. The motion carried, 6-0. Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen, Mike Martz, Marcia Martz, Bruce Nash and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation designating the Month of June, 2004 as "60`s Anniversary Local Veterans Employment Representative Program" in the City of East Wenatchee. DEPARTMENT REPORT Police Chief Harrison said the Interlocal Cooperative Agreement between the City of East Wenatchee, City of Wenatchee, Chelan County and Douglas County for the Columbia River Drug Task Force has been reviewed by the executive board of the task force and is being submitted to each jurisdiction for approval and authorization to obtain signatures. Council Action: A motion was made to authorize the Mayor to sign the Interlocal Cooperative Agreement for the Columbia River Drug Task Force by Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 6-0 CONSENT CALENDAR Council Action: A motion was made to approve the consent calendar as presented by Councilmember Bremmer, second by Councilmember DeWitt. He said after visiting Misawa, Japan he saw there, what he would like to see in East Wenatchee by using the historical significance of the first non-stop Trans -Pacific flight of the Miss Veedol made by Clyde Pangborn and his co-pilot, Hugh Herndon Jr., October, 1931. He would like to continue with this theme for the City of East Wenatchee and include streets names associated with this historical event. PUBLIC HEARING 04-05-09 A public hearing regarding the name change of certain streets in the City of East Wenatchee. He said revisions can be made prior to taking a vote on the ordinance. He asked Council to look at the ordinance and take time to modify it to build on the City Theme. Councilmember DeWitt said he would like to see revisions to the ordinance before eliminating the idea completely. 04-05-12 First reading of an ordinance amending Chapter 8.16 of the East Wenatchee Municipal Code relating to fireworks. Fire Chief Wayne Barnhart, Douglas County Fire District No. 2 said when he first came to Council he asked them to consider a total ban on fireworks. He said he is pleased with the decision to reduce the dates and times of sales and discharge in the ordinance. City Attorney Zimmerman said the ordinance also adds updates from the Washington Advisory Code and the Revised Code of Washington adding dates for the sale and discharge for December 31. Council Action: A motion was made to elevate the ordinance amending Chapter 8.16 of the East Wenatchee Municipal Code relating to fireworks to second reading by Councilmember Bremmer, second by Councilmember Hendricks. The motion carried, 6-0. Council Action: A motion was made to adopt the ordinance amending Chapter 8.16 of the East Wenatchee Municipal Code relating to fireworks by Councilmember Bremmer, second by Councilmember Raab. ORDINANCE NO. 2004-02 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON AMENDING CHAPTER 8.16 OF THE EAST WENATCHEE MUNICIPAL CODE RELATING TO FIREWORKS, ESTABLISHING PENALTIES; CONTAINING A SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE DATE. 04-05-10 Authorization to surplus items through Northwest Auction Services at an auction to be held at the Chelan County Shop on Saturday, June 26, 2004. Council Action: A motion was made to authorize the surplus of items through Northwest Auction Services by Councilmember DeWitt, second by Councilmember Buckner. The motion carried, 6-0. COUNCIL REPORTS Mayor Lacy said the Central Business District was moving forward with the acquisition process.
