REGULAR SESSION OF THE CITY COUNCIL CONVENED

May 11, 2004

ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember McCourt,
Councilmember DeWitt, Councilmember Bremmer, Councilmember Buckner, Councilmember
Raab, and Mayor Lacy. Councilmember Aiken was excused.
Council Action: A motion was made to excuse Councilmember Aiken from this Council Meeting
by Councilmember Raab, second by Councilmember Buckner. The motion carried, 6-0.
Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Lori Barnett, Teresa Allen,
and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Lacy read proclamations designating the Month of May as Buddy Poppy Sales Month; and
May 31, 2004 as Memorial Day in the City of East Wenatchee.
CITIZEN COMMENTS
Conrad Keil, 615 N. Jennifer Lane, expressed concerns to Council regarding school busses using
N. Jennifer Lane as a bypass since the new Junior High School on 81h Street NE opened last fall.
DEPARTMENT REPORT
City Clerk Barnard gave an update on the proposed Fireworks Ordinance. Officials in Chelan and
Douglas Counties would like a consistent ordinance throughout all the jurisdictions. She said the
main concerns for consistency are the "Dates and Times for Retail Sale of Common Fireworks",
the "Dates and Times of Discharge of Common Fireworks", and signage at the fireworks stands
with the allowable times of common fireworks discharge.
MAYOR'S REPORT
Mayor Lacy said he would like to schedule a public hearing to consider street name changes in
the City of East Wenatchee that will reflect the City Theme. He said he would also like to hold
first reading of an ordinance regarding the street name changes on the same date.
Council discussed alternative options to changing the street names. Mayor Lacy asked Council
not to take a position until they have had a chance to hear public comment on the issue.
Council Action: A motion was made to hold a public hearing at the May 25, 2004 Council
Meeting regarding street name changes in the City of East Wenatchee by Councilmember
Bremmer, second by Councilmember Raab. The motion carried, 6-0.

DISCUSSION
04-05-08 A discussion regarding potential annexation
Mayor Lacy said he would like the city to place an annexation measure before voters in the
November general election. He is proposing the area east of the current City limits to Nile
Avenue between 10`h Street NE and Grant Road and south of the current city limits to 3`d/4`h
Street SE. from the Columbia River to S. Mary Avenue. He added the city needs to expand to
serve more urban residents and these boundaries reflect the Urban Growth Area.
Community Development Director Barnett showed a map of the proposed annexation area which
includes Costco and the new Clovis Point Intermediate School under construction along 4`h Street
SE. She added the City would study the economic impact of the annexation.
COUNCIL REPORTS
Councilmember Buckner said he will be attending the Wenatchee Valley Transportation Council
meeting Thursday, May 13`h.
Councilmember Raab said there will be an Open House at the New Wenatchee Police Station and
Rivercom Wednesday, May 121h from 4:00 p.m. to 6:00 p.m.
Councilmember Hendricks thanked City employees for their participation in the Classy Chassis
event.
