Councdmembers Present. Councilmember Hendricks, Councilmember Buckner,
Councilmember Bremmer, Councilmember DeWitt, Councilmember Raab, and Mayor Steven C
Lacy Councilmember Strict and Councilmember Aiken were excused
Council Action- A motion was made to excuse Councilmember Smet from this Council meeting
by Councilmember Buckner, second by Councilmember Hendricks The motion carried, 5-0
Council Action: A motion was made to excuse Councilmember Aiken from this Council meeting
by Councilmember DeWitt, second by Councilmember Hendricks The motion carried, 5-0

' PROCLAMATION
Mayor Lacy proclaimed April 9, 2003 as Arbor Day in the City of East Wenatchee
MAYOR'S REPORT
Mayor Lacy said Mayor Suzuki of Misawa, Japan and the Misawa Delegation have chosen not to
travel during the ongoing war in Iraq He said all events and functions scheduled with the Misawa
Delegation have been canceled, including the Special Council Meeting scheduled for May 1,
2003 Mayor Lacy said he would be sending a letter to Mayor Suzuki expressing regret they will
not be attending the 2003 Apple Blossom Festival and ask if -they would consider attending the
Wings & Wheels Festival in October 2003 He added the ceremony for the Japanese Garden
should occur upon completion However he would like a dedication to also be held in October if
the Misawa Delegation is able to attend at that time
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Bremmer, second by Councilmember DeWitt The motion carried, 5-0

Vouchers audited and certified by the auditing officer as required by RCW 42 24 080, and those
expense reimbursement claims certified as required by RCW 42 24 090, have been recorded on a
listing that has been made available to Council

As of this date, Apn1 8, 2003, Council does approve warrant numbers 13199 through 13235, in
the total amount of $62,117 20 Warrant number 13191, dated March 25, 2003, was voided
AGREEMENTS
03-04-01 An Interlocal Cooperati%e Agreement with Douglas County Sewer District for
the 81" Street NE Project
Street Superintendent Goodman, said to recoup costs associated with the 8`s Street NE project it is
imperative to have an Interlocal Agreement with the Douglas County Sewer Distnct for
cooperation in the replacement and adjustment of utilities dunng the construction project
Council Action A motion was made to authorize the Mayor to execute the Interlocal Agreement
between the City of East Wenatchee and the Douglas County Sewer District for cooperation in
the replacement and adjustment of utilities during the construction project by Councilmember
Buckner, second by Councilmember Raab The motion carved, 5-0

03-03-04 Second reading of an ordinance removing Appendix Chapter 33 of the Uniform
Building Code
Council Action A motion was made to adopt the ordinance removing Appendix Chapter 33 of
the Uniform Building Code by Councilmember Hendricks, second by Councilmember DeWitt
The motion carried, 4-1 (Buckner)

CODE, CONTAINING A SEVERABILITY CLAUSE AND SETTING AN
EFFECTIVE DATE
03-04-03 First reading of an ordinance amending and adopting certain sections of the East
Wenatchee Municipal Code relating to fireworks

City Clerk Barnard said the Fireworks Ordinance revisions would amend certain sections of the
' East Wenatchee Municipal Code related to definitions and permitted times for the discharge and
use of fireworks and would be consistent with the State of Washington amendments to RCW
7077
Council Action: A motion was made to elevate the ordinance amending and adopting certain
sections of the EWMC relating fireworks to second reading by Councilmember Buckner, second
by Councilmember Hendricks The motion carved, 5-0
Council Action: A motion was made to adopt the ordinance amending and adopting certain
sections of the EWMC relating fireworks by Councilmember Buckner, second by
Councilmember Raab The motion carved, 5-0

03/04/04 A resolution recognizing National DARE Day in the City of East Wenatchee
Mayor Lacy said he had attended the DARE Graduation He added, East Wenatchee Police
Officer Diennger was doing a terrific job with the program
COUNCIL REPORTS
Councilmember Buckner said the next Council of Governments meeting will be held April 17,
2003, at East Wenatchee City Hall
