ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Buckner,
Councilmember Bremmer, Councilmember DeWitt, Councilmember Raab, Councilmember
Smet, Councilmember Aiken, and Mayor Steven C. Lacy.
Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Teresa Allen, and Chuck
Zimmerman.
PLEDGE OF ALLEGIANCE
MAYOR'S REPORT
Mayor Lacy said the East Wenatchee Events Management Board approved a logo for the "Wings
& Wheels" event. He added the Wenatchee Valley Convention and Visitors Bureau Board have
agreed to donate $5,000.01 to the "Wings & Wheels" event in the form of advertising.
Mayor Lacy said he had received word from Misawa that they are concerned about whether the
Apple Blossom events will continue despite the ongoing war in Irag. He said he would be writing
a letter to Mayor Suzuki informing him of the plans to continue all Apple Blossom events and to
thank Misawa City for the items sent for placement in the Japanese Garden.
Mayor Lacy said the completed City of East Wenatchee 2003 Budget Summary was very well
done and thanked City Treasurer Countryman for all her work in completing the document. He
added he especially liked the graphics and would like to see the document used as a source for
City information.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 7-0.

2. Consideration of Bills —
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, March 25, 2003, Council does approve warrant numbers 13133 through 13198, in
the total amount of $140,203.08.

CITY OF EAST WENATCHEE COUNCIL MINUTES MARCH 25, 2003
03-03-06 First reading of an ordinance removing Appendix Chapter 33 of the Uniform
Building Code.
Mayor Lacy read first reading of the ordinance.
Council Action: A motion was made to elevate the ordinance removing Appendix Chapter 33 of
the Uniform Building Code to second reading by Councilmember Hendricks, second by
Councilmember DeWitt. The motion failed, 6-1. (Smet)
City Attorney Zimmerman said the motion needed a unanimous vote for elevation. He added the
agenda item would proceed to second reading at the April 8, 2003 Council Meeting.
RECOMMENDATION
03-03-07 A recommendation from RH2 Engineering to award the bid for the Grant Road
Turn Lane / Valley Mall Parkway Widening Project.
Randy Asplund, RH2 Engineering, said the City received bid proposals for the project from
MRM Construction, Basin Asphalt, and Pipkin Construction. Mr. Asplund said RH2 Engineering
recommends awarding the project to MRM Construction, Inc. based on the bid submitted in the
amount of $528,149.16. He added the Engineers estimate for the project was $689,401.17.
Council Action: A motion was made to award the Grant Road Turn Lane / Valley Mall Parkway
Widening Project to MRM Construction, Inc. and to authorize the Mayor to execute the
agreement by Councilmember Buckner, second by Councilmember Bremmer. The motion
carried, 7-0.
COUNCIL REPORTS
Mayor Lacy thanked the High School students for attending the Council Meeting.
Councilmember Buckner thanked Councilmember Hendricks for attending the Wenatchee Valley
Transportation Council meeting in his absence.
Councilmember Buckner said the next Council of Governments meeting will be held April 17,
2003, at East Wenatchee City Hall.
