LACY, PRESIDING MARCH 11, 2003 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Bremmer, Councilmember Aiken, Councilmember Hendricks, Councilmember Smet, Councilmember DeWitt, Councilmember Raab, and Mayor Steven C. Lacy. Councilmember Buckner was excused. Council Action: A motion was made to excuse Councilmember Buckner from this Council meeting by Councilmember Bremmer, second by Councilmember Aiken. The motion carried, 6- 0. Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen, Jeff Morrison, Marcia Martz, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Eastmont High School FFA members Mark Belton, Julie Chase, Christina Snook, Amanda Detering, and Elyse Detering gave a presentation on fish bypass systems. The focused on whether Dams/Public Utility Districts should be allowed to design a fish bypass system that satisfies and complies with the Endangered Species Act, Federal Energy Regulatory Commission and The National Marine Fisheries Service or shall government mandate a plan for the Public Utility Districts. MAYOR'S REPORT Mayor Lacy said he would like to hold a Special Council Meeting May 1, 2003 at 5:00 p.m. to invite Mayor Suzuki, Misawa, Japan to accept a Resolution declaring May 1, 2003 as "Misawa, Japan Day" in the City of East Wenatchee and allow him the opportunity to speak to the East Wenatchee City Council. Mayor Lacy said there will be a dedication for the Japanese Garden on May 1, 2003 which will necessitate street closures. He said the Eastmont School District would be notified of the closure. CONSENT CALENDAR Council Action: A motion was made to approve the consent calendar as presented by Councilmember Hendricks, second by Councilmember DeWitt. The motion carried, 6-0. 1. Council Action: A motion was made to move forward with the process in removing Appendix Chapter 33 by Councilmember Hendricks, second by Councilmember Bremmer. The motion carried, 5-1. (Smet) Mayor Lacy asked Ms.Barnett to forward this information to the Planning Commission to be addressed in the zoning ordinance.
