ROLL CALL
Councilmembers Present: Councilmember Raab, Councilmember Buckner, Councilmember
Smet, Councilmember Hendricks, Councilmember Bremmer, and Mayor Lacy. Councilmember
DeWitt excused. Councilmember Aiken arrived at 6:33 p.m..
Council Action: A motion was made to excuse Councilmember DeWitt from this meeting by
Councilmember Bremmer, second by Councilmember Buckner. The motion carried, 5-0.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett,
Teresa Allen, Bruce Nash, and Chuck Zimmerman.

PRESENTATION
East Wenatchee Events Management — Susan Droz
Ms. Droz gave an update of the East Wenatchee Events Management Board. She said they are
working on the "Wings & Wheels" event being planned for the City of East Wenatchee on
October 3-5, 2003. Ms. Droz displayed two prints that depict the strong connection between
aviation and the Harley Davidson motorcycle. She said by combining vintage airplanes, the Miss
Veedol, other airplanes, Lear jets, ultra lights, radio controlled planes, hot air balloons, cold air
balloons, street rods, vintage cars, cruisers, and Harley Davidson motorcycles into one event the
City will convey the idea of the American "we -can -do -it -like -nobody -else" philosophy. She
added as a major part of this event we can educate school children on the history of the Miss
Veedol and it's landing in 1931. Ms. Droz said the Events Management Board is in need of funds
to purchase General Liability and Errors and Omissions Insurance. Ms. Droz said a request packet
for endorsement by Harley Davidson was being put together.
Waste Management — Ted Woodard
Mr. Woodard gave a presentation on the pro active service Waste Management is providing to
customers. He also reviewed the 2002 collection services, City clean-ups, recycling processed,
total number of residential and commercial customers and special programs.
Mitigation Planning — Douglas County Transportation & Land Services, Mark Kulaas
Mr. Kulaas explained the Local Mitigation Planning Requirements of the Disaster Mitigation Act
of 2000. He said the County has applied for a grant which requires a mitigation plan to be
developed and approved as a condition for receiving Hazard Mitigation Grant funding. He added

ACTION ITEMS
03-02-01 Funding request for Wings & Wheels Festival to be held in October 2003.
Mayor Lacy said the City will not be a permanent funding source for the East Wenatchee Events
Management. He said the East Wenatchee Events Management Board is in need of $5,000.00 for
General Liability and Errors and Omissions Insurance.
Council Action: A motion was made to allocate $5,000.00 to the East Wenatchee Events
Management Board for administrative costs by Councilmember Buckner, second by
Councilmember Buckner. The motion carried, 6-0
Mayor Lacy said he met with Len Pugsley, Spirit of Wenatchee, and discussed postponing the re-
enactment of the Miss Veedol flight until 2004 for additional funding and due to the possibility of
war in Iraq.
03-02-02 Funding request for a float/moving display for "Little Miss Veedol".
City Treasurer Countryman said the City received a request for hotel/motel tax funds from Bob
Heikell, for construction and operating expenses for the float/moving display which will transport
the "Little Miss Veedol" to several events including the Apple Blossom Parade and the Classis
Chassis Parade. She added the request is for $600.00 and the 2003 budget includes a $6,000.00
contingency line item for allocations during the year.
Council Action: A motion was made to approve the request for $600.00 for construction and
operating expenses for the float/moving display which will transport the "Little Miss Veedol" by
Councilmember Hendricks, second by Councilmember Bremmer. The motion carried, 6-0
COUNCIL REPORTS
Councilmember Buckner said the next Council of Governments meeting will be held in April and
asked Councilmembers if they had any items for the agenda.
Councilmember Aiken said he would be attending the Legislative Conference in Olympia,
February 19-20.
Councilmember Buckner said he would be donating one month Councilmember net pay toward
the Japanese Garden.
Councilmember Bremmer asked about the status of eliminating the appendix to Chapter 33 of the
Uniform Building Code.
Mayor Lacy asked Councilmember Bremmer to submit information for the Council agenda to be
considered by Council.
Councilmember Buckner said he has attended the Wenatchee Valley Transportation Council
meeting. He said they moved to support a major project which will improve the east and west
approaches to the Senator George Sellar Bridge (SR 285), improving access to both communities
for commercial vehicle travel, commuter traffic, and public transit.
