ROLL CALL
Councilmembers Present: Councilmember Smet, Councilmember Aiken, Councilmember
Hendricks, Councilmember Bremmer, Councilmember Buckner, Councilmember Raab,
Councilmember DeWitt, and Mayor Lacy.
Staff Present: Dana Barnard, Linda Countryman, Lori Barnett, Bob Goodman, Randy Harrison,
Teresa Allen, and Chuck Zimmerman.

MAYOR'S REPORT
Mayor Lacy said East Wenatchee's tree lighting event will be held Thursday, December 11`h at
6:30 p.m., with refreshments following. He thanked Teresa Allen and the City Street Department
crew for all their work on the event.
Mayor Lacy said the Eastmont Recreation Service Area (ERSA) Board Members passed a very
slim budget for 2004. The decision by ERSA Board Members was to keep staff on at a reduced
level until April 2004. At that time the only staff members employed will be one full time and
two part-time maintenance employees. By May of 2005 there will not be any money left to
continue services. He added a task force is being mobilized to work on ideas for funding sources.
Mayor Lacy said the recommendation of ERSA was to ask the City of East Wenatchee and
Douglas County to support a ballot proposition for the creation of a Metropolitan Parks District.
Mayor Lacy said, after his comments regarding a sports complex in East Wenatchee, he has
received feedback on the idea, including available property.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Bremmer, second by Councilmember Raab. The motion carried, 6-0.

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, December 9, 2003, Council does approve warrant numbers 14011 through 14053,
in the total amount of $294,398.72.

COUNCIL REPORTS
Councilmember Buckner said he would be attending the Resource Conservation & Development
(RC & D) Meeting on December 10`h from 9:00 a.m to 1:00 p.m. and an Economic Development
District (EDD) meeting from 1:30 p.m. to 4:00 p.m. He added he has concerns regarding the
EDD. Mayor Lacy asked Councilmember Buckner to submit a report of his concerns and a
recommendation regarding the EDD.
Mayor Lacy said with the change of a Council Position and the New Year he has asked City
Clerk Barnard to prepare a list of City representatives and board members in order to fill
vacancies and possibly alternate representatives.
Community Development Director Barnett said the City had received a petition for annexation
for the Fancher Heights area. She said this would include property from North of the City limits
to 23`d Street and East of Baker Avenue, taking in Canyon Hills and Fancher Heights. She added
the petition needs to have 10 percent of the voters that voted in the last election.
Mayor Lacy told Council he had received a refund from the Public Disclosure Commission.
Councilmember Hendricks said he would like to see the amount of street repairs the City would
be required to pay the County per the annexation agreement prior to making any decisions on an
annexation.
Councilmember Aiken asked about the letter received from the Wenatchee Valley Humane
Society regarding the City's intent to renew a contract for animal control services for 2004.
Mayor Lacy said the increase requested by the Wenatchee Valley Humane Society was not
included in the City's 2004 budget.
Council agreed by consensus to increase the pet licensing fees, pet redemption fees, and board
fees effective January 1, 2004. Mayor Lacy said he would send a letter to the Wenatchee Valley
Humane Society awarding the 2004 contract to them with the increase in fees.
Mayor Lacy thanked Councilmember Robert Smet for serving on the City Council and being an
asset to the City and the City Council. He asked Councilmember Smet to consider continuing his
association with the Misawa Sister City Delegation.
Councilmember Smet said serving on the City Council has been an interesting and rewarding 4
years.
