LACY, PRESIDING NOVEMBER 25, 2003 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Buckner, Councilmember Bremmer, Councilmember DeWitt, Councilmember Smet, and Mayor Lacy. Councilmember Raab arrived at 7:10 p.m. Council Action: A motion was made to excuse Councilmember Aiken from this Council meeting by Councilmember Buckner, second by Councilmember Bremmer. The motion carried, 5-0. Staff Present: Dana Barnard, Linda Countryman, Lori Barnett, Bob Goodman, Randy Harrison, Teresa Allen, Randy Asplund, Heather Ostenson and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Randy Asplund, RH2 Engineering gave a presentation regarding the National Pollutant Discharge Elimination System (NPDES) Phase II program. This is a Federal requirement and the permit will be administrated by the Department of Ecology (DOE) The Department of Ecology has developed maps that illustrate the census urbanized areas and jurisdictional boundaries. These maps were used to identify potential Phase II jurisdictions. According to these maps, 104 towns, cities and counties are located with urban areas, and these jurisdictions need to apply for Phase II stormwater permit coverage. Urban storm water is an increasing problem in Washington State. High concentrations of pollutants are found in urban stormwater discharges that can harm drinking water, human health and fish habitat. In 1987 Congress amended the federal Clean Water Act to address stormwater discharge. Federal regulations established two phases -for the stormwater permit program which require controls to reduce stormwater pollutant discharges to the maximum extent practicable. Douglas County, East Wenatchee, Chelan County and Wenatchee are required to comply since the area has been declared an urbanized area. Rock Island is tentatively excluded since their population is less than 1,000. The purpose of this application is for local governments or special districts to apply for a National Pollutant Discharge Elimination System (NPDES) permit to discharge stormwater runoff from a Phase II municipal separate storm sewer system (MS4s). Mr. Asplund explained that local area staff has been involved in the committees which are working with DOE on the program requirements. As of this date, November 25, 2003, Council does approve warrant numbers 13955 through 14010, in the total amount of $137,559.02. Council does approve payroll warrant numbers 20743 through 20824, and 230059, in the total amount of $165,806.43, paid November 5, 2003, for the month of October 2003. PUBLIC HEARING 03-11-01 A public hearing regarding property taxes in the proposed 2004 East Wenatchee Budget. Mayor Lacy opened the public hearing at 7:46 p.m. Hearing no public comment Mayor Lacy closed the public hearing at 7:47 p.m.. ORDINANCE 03-11-04 First reading of an ordinance on the proposed 2004 Budget for East Wenatchee Mayor Lacy read first reading of the ordinance. Mayor Lacy said the Wenatchee Valley Humane Society submitted a proposal for a 2004 animal control contract which includes a 14% increase. The proposal requests a fee increase for licenses, redemption fees, and board fees to keep costs down for the different cities and counties that contract with the Wenatchee Valley Humane Society. The proposed contract with an increase in fees would be $43,374.00. The proposed contract without the increased fees would be $47,495.00. The 2003 budgeted amount was $41,665.00. Mayor Lacy explained the increases in the salaries and benefits line items of the budget for 2004. Councilmember Bremmer questioned whether an in-house engineer would be more cost effective. RH2 Engineering, Randy Asplund said he would submit engineering costs for 2003 to the City Council. RESOLUTION 03-11-05 A resolution adopting portions of the Douglas County Local Hazard Mitigation Plan applicable to the City of East Wenatchee. Community Development Director Barnett said the Council heard a presentation on the Local Hazard Mitigation Plan at the September 23, 2003 Council Meeting.
