REGULAR SESSION OF THE CITY COUNCIL CONVENED

NOVEMBER 12, 2003

ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Hendricks, Councilmember
Smet, Councilmember Buckner, Councilmember DeWitt, Councilmember Raab, and Mayor
Lacy.
Council Action: A motion was made to excuse Councilmember Bremmer from this Council
meeting by Councilmember Raab, second by Councilmember Buckner. The motion carried, 6-0.
Staff Present: Linda Countryman, Lori Barnett, Bob Goodman, Randy Harrison, Teresa Allen
and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
DEPARTMENT REPORT
Community Development Director Barnett said more citizen involvement in the review and
update of the Comprehensive Plan is desired. She is working with the County to establish
neighborhood planning groups that would be based in the service area of elementary schools. She
said Douglas County is submitting a grant application for $70,000.00 for the program. Ms.
Barnett asked for a letter of support signed by the Mayor. Council agreed by consensus.
MAYOR'S REPORT
Mayor Lacy said the City of East Wenatchee would hold a Christmas Lighting on December 11,
2003, at 6:30 p.m. Mayor Lacy said the estimate for installation of electrical outlets for the
Christmas lights was $4,200.00. He asked Council to approve the expenditure from the Capital
Improvement Fund.
Council Action: A motion was made to approve expenditures not to exceed $4,200 from the
Capital Improvements Fund for installation of electrical outlets and power to the front of City
Hall by Councilmember Smet, second by Councilmember Raab. The motion carried, 6-0.
Mayor Lacy said the next Eastmont Recreation Service Area (ERSA) meeting will be held
Monday, November 17`h at 6:30 p.m. He added there will be a Planning meeting on Wednesday,
November 19`h.
Mayor Lacy said the City of East Wenatchee Budget Committee would meet on Tuesday,
November 18`h, at 6:30 p.m.

Mayor Lacy said the proposed property taxes for 2004 once again, do not include the allowable
one percent increase.
Council Action: A motion was made to elevate the ordinance regarding property taxes in the
proposed 2004 East Wenatchee Budget to second reading by Councilmember Hendricks, second
by Councilmember Buckner. The motion carried, 6-0.

ORDINANCE 2003-10
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND ANY INCREASE
WHICH MAY BE ALLOWED IN THE AMOUNT UNDER THE NEW
CONSTRUCTION, IMPROVEMENTS TO PROPERTY AND STATE ASSESSED
PROPERTY PROVISIONS OF STATE LAW LEVYING THE GENERAL TAXES
FOR THE CITY OF EAST WENATCHEE FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2004, ON ALL PROPERTY, BOTH REAL,
PERSONAL AND UTILITY, IN SAID CITY WHICH IS SUBJECT TO TAXATION
FOR THE PURPOSE OF PAYING SUFFICIENT REVENUE TO CARRY ON THE
SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR AS
. REQUIRED BY LAW; CONTAINING A SEVERABILITY CLAUSE, AND
SETTING AN EFFECTIVE DATE.
COUNCIL REPORTS
Councilmember Hendricks said he attended the LINK meeting. He said LINK is looking at new
projects and considering Saturday bus service in 2004.
Councilmember Buckner said there will be a Wenatchee Valley Transportation Council Meeting
Thursday, November 131h from 9:00 a.m. to 12:00 p.m. at the Douglas County Administrative
Building to discuss Economic Development District (EDD).
Councilmember Smet said at the last Chamber Board Meeting the Board Members discussed
transferring the Classy Chassis event to the East Wenatchee Events Management Board and
decided to wait until after the 2004 event. He said they also discussed whether East Wenatchee
would continue to have a seat on the Chamber Board if the money the City allocates to the Classy
Chassis is pulled. He said the board position would be on the agenda of the Chamber's retreat in
early 2004.
Councilmember Smet said the Rivercom Board would not consider changes in the lease
agreement, such as the length of the lease agreement, as recommended by legal counsel.
Councilmember Smet recommended Mayor Lacy discuss the issues with Rivercom Board
Member Buell Hawkins.
