ROLL CALL
Councilmembers Present: Councilmember Raab, Councilmember Buckner, Councilmember
DeWitt, Councilmember Bremmer, Councilmember Smet, Councilmember Hendricks, and
Mayor Lacy. Councilmember Aiken was excused.
Council Action: A motion was made to excuse Councilmember Aiken from this Council meeting
by Councilmember Raab, second by Councilmember Buckner. The motion carried, 6-0.
Staff Present: Dana Barnard, Randy Harrison, Linda Countryman, Teresa Allen, Jeff Morrison
and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
Veterans of Foreign Wars, East Wenatchee Post No. 3617
Veterans of Foreign Wars, Commander Larry Severin said the Secretary of Veterans
Administration has been instructed to prepare a plan to close twelve Veterans Administration
hospitals nationwide. Three of those hospitals are in the state of Washington. Mr. Severin asked
Council to support the Veterans Health Care Facilities, by way of resolution, to retain medical
health care facilities in Washington State.
MAYOR'S REPORT
Mayor Lacy thanked Council for their participation in the Wings & Wheels Festival. He added
the net profit from the festival was approximately $4,000.
Mayor Lacy said the Japanese Garden will be turned over to the City of East Wenatchee at the
end of October. He added the flag poles at the garden were leased from Sherwood Works and if
the City of East Wenatchee wishes to keep the poles they will need to purchase them.
Mayor Lacy said anyone interested in participating in the Make a Difference Day Project for an
embankment enhancement at the intersection of Grant Road and Hwy 28 should contact Brian
Wengreen or arrive at Top Foods parking lot by 9:00 a.m. with garden tools.
Mayor Lacy said the HVAC computer system is not working and is in need of being replaced as
soon as possible. He added the estimated cost to replace the computer system is $28,000.00 and
may require a budget amendment.
Council Action: A motion was made to draft an ordinance amending the 2003 Capital
Improvement Fund, increasing expenditures budget by $30,000.00 to replace the HVAC system
by Councilmember Smet, second by Councilmember Buckner. The motion carried, 6-0.

issue could then be put on the ballot for an advisory vote. If the citizens vote in favor of
permitting fireworks, the ordinance enacting the ban could be repealed before it became effective.
After further discussion Council agreed by consensus to table the issue until after the Council of
Governments meeting. The next Council of Governments meeting has placed the item on the
agenda for discussion for the October 16`h meeting.
DISCUSSION
A discussion regarding regulation of vehicle storage in residential zones of the City.
Council discussed the draft ordinance on the issue and decided that as long as there is not a public
health or safety issue they do not wish to pursue the passage of an ordinance.
COUNCIL REPORTS
Councilmember Buckner reminded Council of the Council of Governments Meeting being held
Thursday, October 161h, at City Hall from 9:00 a.m. to 12:00 p.m.
Councilmember Buckner said he attended the Wenatchee Valley Transportation Council meeting.
He said they discussed whether the priority should be on safety or access. He added the limited
access creates safety issues when vehicles cross over a double yellow line.
Councilmember Raab said the Chelan Douglas Health District had received 16 applications for
the Health Director position. The board narrowed the applications to 4 and conducted interviews.
Councilmember Smet said Rivercom will be opening mid year in 2004. He said he was looking
into the actual 2004 figures the City will be required to pay for one half year operations cost for
Rivercom and a full year bond payment.
Councilmember Buckner acknowledged the East Wenatchee Events Management board for a
great job on the I" annual Wings & Wheels Festival.
