ROLL CALL
Councilmembers Present: Councilmember DeWitt, Councilmember Hendricks, Councilmember
Bremmer, Councilmember Smet, Councilmember Buckner, and Mayor Lacy. Councilmember
Raab arrived at 6:58 p.m. Councilmember Aiken was excused.
Council Action: A motion was made to excuse Councilmember Aiken from this Council meeting
by Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 5-0.
Staff Present: Dana Barnard, Randy Harrison, Bob Goodman, Teresa Allen, and Chuck
Zimmerman.
PLEDGE OF ALLEGIANCE
CITIZEN COMENTS
Jack Hughes, PO Box 603, Oroville, said he has three local fireworks stands in the Wenatchee
Valley and would like Council to consider other options rather than a total ban on fireworks in the
City of East Wenatchee.
Mayor Lacy said there would be a public hearing on the issue at the October 14, 2003 Council
meeting.
DISCUSSION
A discussion regarding a Countywide Hazard Mitigation Plan — Chuck Jones
Chuck Jones, Senior Planner, Douglas County Transportation & Land Services, said Douglas
County received a grant from the Emergency Management Division of the Washington Military
Department to produce a Hazard Mitigation Plan for Douglas County inclusive of all of the cities
and towns. The Plan is necessary to insure eligibility for various federal and state funding
sources. He said each jurisdiction will adopt similar versions for their respective areas.
Mr. Jones said multiple agencies and staff have assembled information and analysis for hazard
assessments, vulnerabilities, facilities and mitigation initiatives. This plan meets the requirements
of the grant and allows for potential funding opportunities for the initiatives and federal and state
disaster relief, should it be needed.
MAYOR'S REPORT
Mayor Lacy said the City of East Wenatchee will host a joint Special Council Meeting with the
City of Wenatchee to welcome the Misawa delegation on October 2, 2003 at 4:30 p.m. He added
there will be a reception following. The delegation will then proceed to Pangborn Memorial
Monument at Fancher Heights for photos.

CITY OF EAST WENATCHEE COUNCIL MINUTES SEPTEMBER 23, 2003
As of this date, September 23, 2003, Council does approve warrant numbers 13717 through
13773, in the total amount of $563,421.66. Warrant numbers 13702 and 13749 were voided.
ORDINANCE
03-09-01 First reading of an ordinance declaring a moratorium on the retail sale and
discharge of fireworks within the City limits.
Mayor Lacy said action tonight is an advisory to the public of a Public Hearing on the issue. He
added Council would not be taking any action until hearing from the public.
Council Action: A motion was made to elevate the ordinance declaring a moratorium on the sale
and discharge of fireworks within the City limits to second reading by Councilmember
Hendricks, second by Councilmember Buckner. The motion carried, 6-0.
Council Action: A motion was made to pass the ordinance declaring a moratorium on the sale
and discharge of fireworks within the City limits by Councilmember Smet, second by
Councilmember DeWitt. The motion carried, 6-0

ORDINANCE NO.2003-07
AN ORDINANCE OF THE CITY OF EAST WENATCHEE,
WASHINGTON, DECLARING A MORATORIUM ON THE RETAIL
SALE AND DISCHARGE OF FIREWORKS WITHIN THE CITY;
SETTING A PUBLIC HEARING FOR OCTOBER 14, 2003; CONTAINING
A SEVERABILITY CLAUSE AND ESTABLISHING AN EFFECTIVE
DATE.
03-09-02 First reading of an ordinance amending the 2003 budget to include a line item for
Christmas events and decorations.
Council Action: A motion was made to elevate the ordinance amending the 2003 budget to
allocate $7,500.00 to a line item in the budget for Christmas events and decorations to second
reading by Councilmember Bremmer, second by Councilmember Buckner. The motion carried,
6-0.
Council Action: A motion was made to adopt the ordinance amending the 2003 budget to
allocate $7,500.00 to a line item in the budget for Christmas events and decorations by
Councilmember Hendricks, second by Councilmember Smet. The motion carried, 6-0.
