ROLL CALL
Councilmembers Present: Councilmember Buckner, Councilmember DeWitt, Councilmember
Raab, Councilmember Hendricks, Councilmember Smet, Councilmember Aiken, Councilmember
Bremmer, and Mayor Lacy.
Staff Present: Linda Countryman, Randy Harrison, Bob Goodman, Lori Barnett, and Chuck
Zimmerman.

CITIZEN COMENTS
Rhonda Stradling, 390 N. James, East Wenatchee, said she had a neighbor who had several cars
and junk covered with tarps around the home. She was concerned about fire hazards and safety
issues. She asked Council to consider more restrictive nuisance and junk vehicle ordinances.
Following Council questions and discussion, Mayor Lacy said he would review the current
ordinances and state laws to see if the City's ordinances could be strengthened.
PRESENTATION
A Presentation Regarding a Fireworks Ban by Douglas County Fire District No. 2
Douglas County Fire District No. 2 Chief Wayne Barnhart, speaking on behalf of Fire District
Board members, Roger Brantner, Rich Adams, and Ken Christensen, said he would like to see the
City of East Wenatchee take a proactive lead in the total banning of fireworks within the city
limits. Chief Barnhart showed several types of confiscated illegal, including some "nearly
Vietnam Era mortars."
Chief Barnhart said fireworks had become a significant danger to the area. During the
Independence Day Holiday, Fire District resources were stretched thin enough, assistance could
potentially have been requested from as far south as Ephrata. Chief Barnhart added animal
control agencies had complained of numerous disturbances related to the setting off of fireworks.
Senior citizens had likewise complained of the associated noise. Chief Barnhart also emphasized
the jeopardy firefighters could experience in a fireworks related call.
Mayor Lacy asked what the benefit of only the City of East Wenatchee banning fireworks would
be. Chief Barnhart said firefighter safety would be increased due to the reduction in fireworks
related calls. He also hoped a proactive statement from the City would lead other jurisdictions to
review their fireworks ordinances.
Chief Harrison said he was in agreement with Chief Barnhart and the Police Department
supported any action that would increase safety and reduce risk.

CITY OF EAST WENATCHEE COUNCIL MINUTES SEPTEMBER 9, 2003
Mayor Lacy said he had received a letter from the Public Disclosure Commission (PDC) fining
him for not filing a C-1 form. He said he was not informed by the Douglas County Auditor's
Office that the number of registered voters had surpassed the 5,000 limit which requires a C-1
form to be filed. Mayor Lacy said he questions the number of active registered voters in the City
of East Wenatchee and has asked staff and legal council to investigate the matter. He added the
City pays election costs based on the number of registered voters.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Bremmer, second by Councilmember Raab. The motion carried, 7-0.
1. Consideration of minutes -- Regular Session, August 26, 2003
2. Consideration of Bills —
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, August 26, 2003, Council does approve warrant numbers 13704 through 13716,
in the total amount of $18,702.92. Warrant number 13664 was voided.
DISCUSSION ITEM
A Discussion Regarding the Purchase of Christmas Decorations
Mayor Lacy said the 2003 East Wenatchee Budget does not have a line item for Christmas events
or decorations. He requested Council to consider a budget amendment to the Current Expense
Fund of seven thousand five hundred dollars, adding an expenditure line item for the purchase of
Christmas decorations. Mayor Lacy added, some of the expenditures, could possibly be charged
to the Capital Improvements Fund.
Council agreed to add a line item to the 2003 Budget for Christmas events and the purchase of
Christmas decorations.
Council Action: A motion was made to draft an ordinance amending the 2003 budget, adding
seven thousand five hundred dollars to the Current Expense Fund for some of the expenditures
associated with Christmas events and the purchase of decorations, by Councilmember Smet,
second by Councilmember Buckner. The motion carried, 7-0.
COUNCIL REPORTS
Councilmember Buckner thanked City Treasurer Linda Countryman for the 2nd quarter financial
reports.
