ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember DeWitt, Councilmember Raab, Councilmember Hendricks, Councilmember Smet, Councilmember Aiken, Councilmember Bremmer, and Mayor Lacy. Staff Present: Linda Countryman, Randy Harrison, Bob Goodman, Lori Barnett, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE CITIZEN COMENTS Rhonda Stradling, 390 N. James, East Wenatchee, said she had a neighbor who had several cars and junk covered with tarps around the home. She was concerned about fire hazards and safety issues. She asked Council to consider more restrictive nuisance and junk vehicle ordinances. Following Council questions and discussion, Mayor Lacy said he would review the current ordinances and state laws to see if the City's ordinances could be strengthened. PRESENTATION A Presentation Regarding a Fireworks Ban by Douglas County Fire District No. 2 Douglas County Fire District No. 2 Chief Wayne Barnhart, speaking on behalf of Fire District Board members, Roger Brantner, Rich Adams, and Ken Christensen, said he would like to see the City of East Wenatchee take a proactive lead in the total banning of fireworks within the city limits. Chief Barnhart showed several types of confiscated illegal, including some "nearly Vietnam Era mortars." Chief Barnhart said fireworks had become a significant danger to the area. During the Independence Day Holiday, Fire District resources were stretched thin enough, assistance could potentially have been requested from as far south as Ephrata. Chief Barnhart added animal control agencies had complained of numerous disturbances related to the setting off of fireworks. Senior citizens had likewise complained of the associated noise. Chief Barnhart also emphasized the jeopardy firefighters could experience in a fireworks related call. Mayor Lacy asked what the benefit of only the City of East Wenatchee banning fireworks would be. Chief Barnhart said firefighter safety would be increased due to the reduction in fireworks related calls. He also hoped a proactive statement from the City would lead other jurisdictions to review their fireworks ordinances. Chief Harrison said he was in agreement with Chief Barnhart and the Police Department supported any action that would increase safety and reduce risk. •sluowoSuuur uotlujgalao 5uilpuuq oq pinom 33uls puu ualld usaiaJ, plus ,Cou-I jo.CLW •uotlutgaloo s,luaX sigl ut Sulludioiliud dnoji? luotsnuu luioods ,Gran u oq ,Clgissod pinom ojogl `sdnoii? liogo loogos luool oql of uotliPPu ul `Pius PIS •lra,C sigl suotlul=)p puu slg3il aaout ppr of mill pinoM aq Plus aH 'w'd 00:L Ir £OOZ `I I ioqutaoaQ uo uogeigalaD suutlsugD u Ru►lsoq aq pinom fIio aql plus ,Cowl loXuW •gullaaui liounoo Eututoodn ur lie pounoo olojaq 2unuoo oq pinom onsst uoisualxa aqI plus aH •Papualxa suns outlprap uoilaldutoo aqI ssolun £OOZ 'IC iagolop uo c4!D aql of ian.o :louq poulnl aq pinom uapauo ag1 PaPPr ,Cou7 ioKuW •uoplu[) aql 3o olts luouulsrg puu polIS glg2Ig agI Iu 'tu'd 0£:b it, £OOZ `£ .tagolop `,Cupud uo plaq aq pinom uoilroipaQ uapjuO asouudur aqI plus ,CorZ .toAu* *moiio3 pinom `uotluioossd ,CI!D .talsiS aqI Aq palsoq `lanbmq d •luatunuoW uopu.z H/uzog2tmd oql Iu ,Cuoutano u l03 slgSlQH lagouu3 of uotlrSalaQ rmrsiW aqI ,Cuudw000u pinom ItounoD `•tu•d 00:9 Id 'rpunlo21 aqI ui M01103 pinom uotldaoai d •saaquurgD pounoD aagoluuaM Isug aql ut plaq oq pinom aagoluuaM 30 )II0 aqI gltm 2upouu pounoo luioC Iutoads u `•urd 0£:t, Iu `Suimollod •puallu of siaquiawpounoo alqulrenr palsanbai PH -Xiolorj slalloD puu slaldd aqI jo inol u io3 'w'd 0£:I lu wouigsuD ut an.tur pinom uoiluSalaQ umusiW aqI `£OOZ `Z logolop `Aupsintl jL uo plus ,CouZ .toAuw •,Cartltxny satpu7 sli puu LI9£ Isod smAk u2ta.to3 Jo suuialan NI ,Cq palsoq aq pinom ,Cuoutatao aqZ -Nltld Iruotluaioa-1 luoutlsrg Ir `•ut•d Si:L Iu `£OOZ `I I loquialdaS uo ,CPa9104 I I-6 aqI $uilrIotuauttutoo KUoutaaao lruouuauu u oq pinom magi plus Aou-I lokeW '0-L `Pautuo uotlotu aqZ •lliMaQ .taqu owpounoD ,Cq puooas `aaunuoig jogtuauultounoD ,Cq Irnilsa3 slaagM 78 sfuiM aqI aoj preog Iuauta2ruuW sluang aagoluuaM Isug aqI tuo.t3 anp aaj jauuuq jullop, paapunq auo aqI antum of oputu sum uotlout d :uolloV Iiaunoa •Iun,ilsa3 slaagM W sBuiM aqI aoj aa3 .tullop pajpunq auo aqI 2u1n1uM iapisuoo oI pounoD PXIsr aH •s,iuMpuo.t .tano s.tauuuq Iuotuastltanpu Buuq of aa3 u swinbaa ,CIi0 a p plus ,Cou-1 .to,CuW '00'S$ loj uaild rs;)joj tuoj alqulrenr wom surd Iadul slaagM W s2utM PaPPu aH •Pua)Iaam 172AIISQJ aqI Suunp sliTgs iiagl ream of si;)quuauultounoD mill MOM OH •)Iaam sigl alqulrenu puu ,Cpuai oq pinom o2ol mau s,aagoluuaM Isug gum slags aql plus OH •Iuana Injss000ns r paloodxo oq puu Ilam Suolu 2uttuo3 SUM lrnilsa,d slaagM W sSutM aqI plus ,Court IOXUW 'tu'd 0£=9 Iu 0£ aagtualdaS .toj ias sum Supgow aalltunuoD IaSpng t7OOZ Iszg aqZ •aaulultuoD p2png tOOZ aqI of aatnlong .tagw;)ugtounoD puu `gruW nquuautliounoD `IatuS nqt owpounoo polutoddr ,Coug ioArw I'dodau SIHOAVN '0-L `Pauiuo uotlout OU •s)Ioupualg aagtuaugiounoD ,Cq puooas `.tatnlong aagt owpounoD ,Cq aourutpio aql jo uotldopu oI toud alup 2?uuuoq oilgnd r Ias of puu aagoluuaM Isug jo ,C3t3 aqI 3o slnutl ,Clio aqI uiglim s)Iioma.n3 3o a2.tugosip puu airs aql guiuurq aouruiplo uu guzp of opruu sum uotlouu V :uoilaV ltounoD •oputu sum uopout u `uotssnostp pur suotlsonb pounoo loglln3 gulmollog SOOZ I?Iun antloaJ3a oq Iou pinom uuq aqI Buippu `Miomalt3 uo uuq Idol u iop!suoo of pounoo pa)lsu 7pugwtg 3aigD £OOZ `6 'd9E1 9,Ld9S Sd.Lf1N W 'IIDNflOD 9HHD.
