LACY, PRESIDING AUGUST 26, 2003 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Smet, Councilmember Aiken, Councilmember DeWitt, Councilmember Bremmer, Councilmember Buckner, Councilmember Raab and Mayor Lacy. Staff Present: Dana Barnard, Randy Harrison, Bob Goodman, Bruce Nash, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Jay Kehne, North Central Washington Resource Conservation & Development, Inc. (NCWRC&D), said with North Central Washington facing unprecedented economic hard times the NCWRC&D Council would like to invite the City's participation in an organization that can help bring dollars to this region for infrastructure improvements and economic support. The NCWRC&D has been working with a small group of individuals to develop a plan for reactivation of an Economic Development District (EDD). The EDD would cover Chelan, Douglas, and Okanogan Counties, with the Colville Nation being a strong supporting partner. The EDD would serve as the central organization to apply for grants and loans from federal, state and private funding sources as well as from the Economic Development Administration (EDA) to accomplish economic development projects. Mr. Kehne said there will be a formation meeting of the NCW EDD, on October 15, 2003, from 9:00 a.m. to 12:00 p.m. at the Fire Station in Chelan. Councilmember Buckner and Councilmember Raab said they would attend the meeting. MAYOR'S REPORT Mayor Lacy welcomed Councilmember Smet back from Japan. Mayor Lacy said he had received a request from Larry Severin and Pam Dunn, VFW Post 3617 to support a celebration commemorating 9-11 this year. He said they would like to choose an old tree in the City to use a Liberty Tree and have asked if it can be one of the old trees in front of City Hall. Mayor Lacy said 8`h Street NE between Eastmont Ave. and Grover Ave. is ready for the opening of the new school year with a sidewalk on the north side of the Street. He added the remainder of the project, Grover Ave. to Kentucky Ave., should be completed by the end of October. VN9M .LSd3 90 AID CITY OF EAST WENATCHEE COUNCIL MINUTES AUGUST 26, 2003 03-08-04 Interlocal Cooperative Agreement between the City of East Wenatchee and the Eastmont School District for School Resource Officer. Mayor Lacy said the previous agreement had expires and this Interlocal Cooperative Agreement would be in effect until December 31, 2004. Council Action: A motion was made to approve the Interlocal Cooperative Agreement and authorize the Mayor to sign the necessary documents by Councilmember Raab, second by Councilmember Bremmer. The motion carried, 7-0. ORDINANCE 03-08-05 An Ordinance of the City of East Wenatchee, Washington, Amending Section 10.08.110 of the East Wenatchee Municipal Code, Repealing a Provision Related to Parking Vehicles for the Purposes of Sale and Setting an Effective Date. Mayor Lacy said he had received a letter from a citizen who had received a citation for parking his vehicle with a for sale sign in the window on the right-of-way while he was having a garage sale. The citizen felt the Ordinance should not include vehicles for sale. Council Action: A motion was made to elevate the ordinance amending section 10.08.110 of the East Wenatchee Municipal Code relating to the Use of Public Right -of -Way to second reading by Councilmember Hendricks, second by Councilmember Bremmer. The motion carried, 7-0. Council Action: A motion was made to approve the ordinance amending section 10.08.110 of the East Wenatchee Municipal Code relating to the Use of Public Right -of -Way by Councilmember Raab, second by Councilmember Bremmer. The motion carried, 7-0. Mayor Lacy read the ordinance summary. ORDINANCE NO.2003-06 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING SECTION 10.08.110 OF THE EAST WENATCHEE MUNICIPAL CODE, REPEALING A PROVISION RELATED TO PARKING VEHICLES FOR THE PURPOSES OF SALE AND SETTING AN EFFECTIVE DATE. DISCUSSION ITEM 03-08-06 Purchase of Banners for the Wings & Wheels Festival. Mayor Lacy said information included in the packet was for informational purposes as the purchase of banners will come out of the City Theme budget. He added the banners will be focused in the main event area with some dispersed throughout the City. COUNCIL REPORTS Councilmember Smet lead 22 people to Misawa, Japan where they were met by students playing drums and singing songs. He presented a metal print of the front page of the Wenatchee World Newspaper with the article "Spirit Takes Flight", regarding the first maiden flight of the replicated Miss Veedol to Mayor Suzuki from Mayor Lacy.
