REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR STEVEN C. LACY, PRESIDING
JULY 8, 2003
6:30 P.M.
ROLL CALL
Councilmembers Present: Councilmember Bremmer, Councilmember Hendricks,
Councilmember Smet, Councilmember Buckner, Councilmember Raab and Mayor Lacy.
Councilmember Aiken and Councilmember DeWitt, were excused.
Council Action: A motion was made to excuse Councilmember Aiken from this Council meeting
by Councilmember Bremmer, second by Councilmember Raab. The motion carried, 5-0.

Staff Present: Dana Barnard, Teresa Allen, Bob Goodman, Lori Barnett, and Chuck
Zimmerman.
PLEDGE OF ALLEGIANCE
CITIZEN COMMENTS
Jim Seal, 1820 N 19`h Street, said he purchased property in the area where 4`h Street will extend to
Eastmont Avenue. He said the placement of 41h Street has impacted his plans to build on this
property. He added he feels like a hostage with this property until street construction plans are
finalized. He would like to know when this will occur.
Mayor Lacy said the project is listed on the Six -Year Transportation Improvement Program.
Street Superintendent Goodman said the project is 98% designed. He added there have been some
environmental concerns regarding Canyon A.
Ramona Hauser, 1700 Country Club Drive, expressed concern over a nuisance property located
next door. She said she has contacted Code Compliance Officer Morrison about the nuisance and
was told the property is in compliance with the nuisance ordinance.
Mayor Lacy said he would meet with Mr. Morrison to find out what has or can be done regarding
her concern.
MAYOR'S REPORT
Mayor Lacy thanked City Treasurer Countryman (although not in attendance) for the year end
reports for 2002.
Mayor Lacy said he has a meeting with Wenatchee Valley Museum & Cultural Center Director
Keith Williams on Friday, July 11`h, regarding reorganization of the museum. He said prior to
requesting any funds from the City of East Wenatchee he would like to know how East

CITY OF EAST WENATCHEE COUNCIL MINUTES
JULY 8, 2003
Councilmember Hendricks said he would not be able to attend the Council of Governments
Meeting scheduled for July 17`". However, he would like to bring up the issue of a possible
fireworks ban.
City Attorney Zimmerman said that if an Ordinance is passed it would not be effective for 365
days. Therefore the effective date would be in 2005.
