Motion by Councilmember Johnson to excuse Councilmember Sterk from the meeting. Councilmember Magdoff seconded the motion. Motion carried (6-0). 1. Consent Items: Vouchers: a. Date: 9/21/2021, Checks: 55617 - 55674, in the amount of $97,277.30. b. August 2021 Payroll Certification. Minutes: c. 9/7/2021 Council Meeting Minutes. d. 9/15/2021 Council Workshop Minutes. Motion by Councilmember Tidd to approve consent items as presented. Councilmember Magdoff seconded the motion. Motion carried (6-0). 2. Citizen Requests/Comments. a. Rick Stillwater who resides at 405 Colorado Avenue in East Wenatchee spoke to the Council regarding the garbage service cost increase and his concerns regarding the free dump of yard waste, going from four to one and how this will affect residents. Mr. Stillwater would like the Council to reconsider the proposed changes. Comments provided by Mayor Crawford. 3. Presentations. None. Department Report. a. Finance Director Josh DeLay presented an August 2021 Finance Department Report. Comments provided by Councilmember Johnson. 5. Mayor’s Report. None. 6. Action Items. a. Police Chief Rick Johnson presented Resolution 2021-20, Interlocal Agreement between the City of East Wenatchee and the Eastmont School District for School Resource Officer Services (SRO). Comments provided by Police Chief Rick Johnson, Councilmember Magdoff, Mayor Crawford, Councilmember Hepner, Councilmember Tidd, Councilmember Sleiman and Councilmember Raab. Motion by Councilmember Magdoff to approve Resolution 2021-20 and authorize the Mayor to sign the Interlocal Agreement between the City and the Eastmont School District with the correction of the cost of the SRO to be $134,921. Eastmont School District is to cover 60% of that amount. Councilmember Johnson seconded the motion. Motion carried (5-1 Sleiman). b. Interim Public Works Manager Garren Melton presented Resolution 2021-22, authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and the Wenatchee Reclamation District for utility work associated with the 9th Street NE and Valley Mall Parkway Signal Project. Comments provided by Councilmember Magdoff. Motion by Councilmember Hepner to approve Resolution 2021-22 and authorize the Mayor to execute the Interlocal Agreement between the City and the Wenatchee Reclamation District. Councilmember Sleiman seconded the motion. Motion carried (6-0). c. Mayor Crawford presented a Professional Services Agreement for Legal Services with Jeffers Danielson, Sonn and Aylward, P.S. (JDSA). Comments provided by Councilmember Raab, Mayor Crawford and Councilmember Magdoff. Motion by Councilmember Tidd to authorize the Mayor to enter into an Agreement with Jeffers, Danielson, Sonn and Aylward, P.S., as presented. Councilmember Johnson seconded the motion. Motion carried (6-0).
