ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Raab, Councilmember Smet
Councilmember Hendricks, Councilmember DeWitt, Councilmember Buckner, and Mayor
Steven C. Lacy. Councilmember Bremmer was excused.
Council Action: A motion was made to excuse Councilmember Bremmer from this Council
meeting by Councilmember Aiken, second by Councilmember DeWitt. The motion carried, 6-0.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Teresa Allen
and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Lacy read proclamations designating May 12t'-18`h, 2003 as Salvation Army Week; the
Month of May as Buddy Poppy Sales Month; May 26, 2003 as Memorial Day; and May 15, 2003
as Peace Officers' Memorial Day in the City of East Wenatchee.
MAYOR'S REPORT
Mayor Lacy submitted a draft City logo to Council for approval to be used for stationary and
other official documentation. Council agreed by consensus to adopt the new City Logo.
Mayor Lacy said he had sent a letter in conjunction with the East Wenatchee Community Events
Management Board to Mayor Suzuki of Misawa, Japan, inviting him to attend the Wings and
Wheels Festival in October and to an official dedication of the Japanese Garden.
Mayor Lacy said he had attended a re -organizational meeting at the Wenatchee Valley Museum
and Cultural Center. He said they discussed priorities and ideas about what can be accomplished
with a reorganization. Mayor Lacy said the museum would become regional rather than owned by
the City of Wenatchee. He added the City of East Wenatchee and other jurisdictions in the area
may be asked to help with funding.

03-05-07 First reading of an ordinance adding a new section to the East Wenatchee Municipal
Code relating to public records.
City Attorney Zimmerman said the Ordinance will bring the City into compliance with State
Statute RCW 42.17.260 concerning the maintenance of an index of public records.
Council Action: A motion was made to elevate the ordinance adding a new section to the East
Wenatchee Municipal Code relating to public records to second reading by Councilmember
Hendricks, second by Councilmember Raab. The motion carried, 6-0.
Council Action: A motion was made to pass the ordinance adding a new section to the East
Wenatchee Municipal Code relating to public records by Councilmember Buckner, second by
Councilmember Smet. The motion carried, 6-0.

ORDINANCE 2003-05
AN ORDINANCE OF THE CITY OF EAST WENATCHEE WASHINGTON,
ADDING A NEW SECTION 1.28.010 TO THE EAST WENATCHEE MUNICIPAL
CODE, ISSUING A FORMAL ORDER SPECIFYING THE REASONS WHY
MAINTENANCE OF AN INDEX OF PUBLIC RECORDS WOULD UNDULY
BURDEN THE CITY OPERATIONS, DECLARING THAT ALL INDICES THAT
ARE MAINTAINED SHOULD BE MADE AVAILABLE FOR PUBLIC
INSPECTION AND COPYING; APPROVING THIS TITLE AS A SUMMARY OF
THE ORDINANCE AND SETTING AN EFFECTIVE DATE.
RECOMMENDATION
03-05-08 A recommendation from Hammond Collier Wade Livingstone to award the bid for
the 8`s Street NE Improvements Project, Grover Place to Kentucky Avenue.
Street Superintendent Goodman said in a bid opening for the project held May 9th, J & K
Earthworks submitted the low bid for the project in the amount of $1,282,396.00. He added the
Engineers' estimate was $1,587,000.00.
Council Action: A motion was to award the 8`h Street NE Improvement Project to J & K
Earthworks and to authorize the Mayor to sign the contracts by Councilmember Hendricks,
second by Councilmember Smet. The motion carried, 6-0.
ACTION ITEMS
03-05-09 Authorization for the Mayor to sign a contract with Northwest Auction Services for
the disposal of surplus equipment.
Council Action: A motion was made to authorize the Mayor to sign the contract for Northwest
Auction Services for the disposal of surplus items by Councilmember DeWitt, second by
Councilmember Hendricks. The motion carried, 6-0.
