Authority. 2.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to organize and regulate its internal affairs and to define the powers, functions and duties of its officers and employees. 3. Recitals. 3.1. The City Council of the City of East Wenatchee recognizes the importance of employee recognition, and wishes to allow the use of City funds for employee recognition events and awards; and 3.2. The City Council of the City of East Wenatchee desires to develop a policy to guide staff on the appropriate use of City funds for employee recognition events and awards; and THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO RESOLVE AS FOLLOWS: 4. Authorization. The City Council adopts the Employee Appreciation Policy attached as the official policy for the use of City funds for employee recognition events and awards. City of East Wenatchee Employee Recognition Policy  The purpose of this policy is to establish procedures and guidelines under which City funds can be utilized for the purpose of employee recognition. o For purposes of this policy, employee recognition means any award, token of appreciation, prize, meal, entertainment or event that is intended specifically to promote good will, foster a sense of pride in affiliation with the City, promote safety, productivity, reliability, efficiency, dedication, commitment to the community and/or cost savings for the City among City employees. o The City of East Wenatchee or its individual departments or work units may, subject to budget authority, expend funds for the purpose of employee recognition.  Employee recognition within the parameters of recognized award programs is authorized, not to exceed $75 in value per award. Such awards may include, but not be limited to cash, gift certificates or such items as pen and desk sets, plaques, pins, framed certificates, clocks and calculators. o Celebration expenses for employees retiring from the City of East Wenatchee are authorized up to $150 of City funds per employee. This limit includes refreshments and/or a retirement gift(s). This policy does not obligate the City to host retirement celebrations. Cash and gift certificate awards may be subject to tax per IRS regulations.  Reasonable expenses for light refreshments, including coffee, food items and utensils associated with ceremonies, dedications or an unveiling that is recognized as serving the public purpose are legitimate City expenditures.  The primary source of funding for items related to this policy will be the City’s credit card cash rewards that accrue with purchases made on the City credit card. The expenditure of funds for employee recognition must be authorized by the Mayor in advance. Employees may also use personal funds to add to the limit. If the cash rewards are insufficient, up to $500 annually may be withdrawn from the Wellness budget or other departmental budgets as authorized by the Mayor and respective Department Head(s).
