Consent Items: Vouchers: a. Date: June 1, 2021, Checks: 55167 - 55176; 55178; 55185 - 55224, in the amount of $170,865.56. Minutes: b. 5/18/2021 Council Meeting Minutes. Motion by Councilmember Johnson to approve consent items as presented. Councilmember Sleiman seconded the motion. Motion carried (7-0). 2. Citizen Requests/Comments. None. 3. Presentations. None. 4. Department Report. a. Project Development Manager Tom Wachholder presented a Public Works Department Report. Comments provided by Councilmember Sterk and Mayor Crawford. 5. Mayor’s Report. a. Mayor Crawford presented a 15-year Service Award to City Attorney Devin Poulson who was present at the meeting to receive his certificate. Mayor Crawford gave an update regarding the City’s Strategic Plan. Maul Foster held a strategic planning workshop with directors on May 25, 2021. They will meet with the Council at the June 10, 2021 workshop to keep building and defining priorities and goals. The Strategic Plan continues to move forward. c. Mayor Crawford reported that she has decided temporarily, not to fill the Associate Planner position that is vacant. The Mayor did extend an offer to Curtis Lillquist, Principal Planner with Douglas County, who has accepted a Planning Manager position with the City and will start on June 16th. This position has been created for succession planning, with the intent that Community Development Director Lori Barnett will begin handing off project and knowledge to Curtis Lillquist in preparation of her retirement. d. Mayor Crawford reported that she has decided to wait to fill the Project Development Manager position until the City’s organizational assessment is completed. She has coordinated with staff and RH2 Engineering to oversee street projects in the interim. Natural Resource Specialist Garren Melton will take on light project duties depending on his workload. e. Mayor Crawford updated the Council regarding the annexation at 3rd St. and Kentucky. There are still details to work with the County, but she feels hopeful we could get the annexation done before the end of the year. 6. Action Items. a. Project Development Manager Tom Wachholder presented Supplemental Agreement No. 1 between the City of East Wenatchee and RH2 Engineering associated with the 9th Street NE & Valley Mall Parkway Intersection Improvements project. Motion by Councilmember Sterk to authorize the Mayor to execute the proposed Supplemental Agreement No. 1 between the City of East Wenatchee and RH2 Engineering for additional design services associated with the 9th Street NE & Valley Mall Parkway Intersection Improvements project increasing the not to exceed amount by $25,372.90 for a total not to exceed amount of $151,160.98 contingent upon WSDOT Local Programs approval. Councilmember Hepner seconded the motion. Motion carried (7-0). b. Community Development Director Lori Barnett presented Resolution 2021-09 adopting a revised and extended comprehensive transportation program referenced as the 2022-2027 Six-Year Transportation Improvement Program as required by RCW 35.77.010, containing a severability clause, and an effective date. Motion by Councilmember Sterk to approve Resolution 2021-09 adopting the Six- Year Transportation Improvement Program for 2022-2027. Councilmember Sleiman seconded the motion. Motion carried (7-0).
