Subject: Proposed SR 28 Pedestrian/Bicycle Crossing Concepts
This memorandum provides background information on the City of East Wenatchee’s (City) 9th Street
NE and Valley Mall Parkway intersection improvement project. In addition, as part of the above-
mentioned project, this memorandum specifically highlights proposed State Route (SR) 28
pedestrian/bicycle crossings in an effort to generate discussion and establish a preferred pedestrian
crossing concept.
Background
In 2013, a need was identified to improve the 9th Street NE and Valley Mall Parkway four-way stop
controlled intersection. Based on 2013 traffic count data, the intersection was, and still is, operating at
a level of service F. In addition, traffic volumes justified the need for a traffic signal based on Manual
on Uniform Traffic Control Devices criteria. Following the intersection evaluation, the City
successfully acquired a $346,000 federal grant through the Wenatchee Valley Transportation Council,
now known as the Chelan-Douglas Transportation Council (CDTC), for constructing a traffic signal at
the above-mentioned intersection.
Subsequently, WSDOT considered constructing a roundabout at the SR 28 and 9th Street NE
intersection and requested additional time to evaluate both intersections. In 2016, WSDOT and the
City jointly funded a scoping/feasibility exercise to determine dual roundabout design and construction
costs. Following the scoping exercise, the City successfully acquired additional federal funds
($886,000) through the CDTC to construct a roundabout at 9th Street NE and Valley Mall Parkway and
a roundabout at SR 28 and 9th Street NE; federal grant funds now total $1,232,000.
Following the construction of the WSDOT roundabout at 5th Street NE and SR 28 in 2017, WSDOT
had a desire to reevaluate the dual roundabout concept to ensure it could function properly with the
new 5th Street NE roundabout. WSDOT retained a consultant to perform traffic analyses, including
modeling, on dual roundabout and dual traffic signal concepts, which concluded in August 2019.
Traffic modeling indicated that a single lane roundabout at 9th Street NE and Valley Mall Parkway
would likely not have the capacity for long-term traffic volumes. Ultimately, based on results from the
traffic analyses, a dual traffic signal option was deemed the preferred option.

Following the conclusion of WSDOT’s 2019 evaluation, the City proceeded to select RH2 Engineering
(RH2) for the purpose of designing the 9th Street NE and Valley Mall Parkway intersection
improvement project. The design phase started in March 2020 and RH2 has since completed a
preliminary traffic signal design in addition to developing two (2) SR 28 pedestrian/bicycle crossing
concepts.
Proposed SR 28 Pedestrian/Bicycle Crossing Concepts
In addition to the 9th Street NE/Valley Mall Parkway traffic signal, the project scope proposes an
upgraded pedestrian/bicycle crossing at the SR 28 and 9th Street NE intersection. Additional non-
motorized project features include a shared-use path along the north side of 9th Street NE from SR 28
to Valley Mall Parkway and bicycle lanes from Valley Mall Parkway to French Ave (both sides of 9th
Street NE).
Adding bicycle facilities to the 9th Street NE corridor between the Apple Capital Loop Trail and French
Ave is identified as a priority project in the CDTC’s 2018 Wenatchee Valley Bicycle Master Plan. As a
result, in August 2020, City Public Works staff approached the CDTC Reginal Bike Advisory
Committee (RBAC) for the purpose of gathering feedback on the project-related bicycle facilities.
Following a project specific RBAC subcommittee review process, a recommended pedestrian/bicycle
crossing concept was established. A formal RBAC letter of recommendation was submitted to the
City’s Public Works Department on December 28, 2020 (Exhibit A). The RBAC recommends the dual
pedestrian/bicycle crossing concept.
WSDOT owns and maintains SR 28 right of way; therefore, WSDOT must approve pedestrian/bicycle
crossing modifications that impact their right of way. In response the RBAC letter of recommendation,
WSDOT submitted a letter to the City’s Public Works Department on January 7, 2021 outlining their
preferred concept (Exhibit B). Contrary to the RBAC, WSDOT supports and prefers the single, north-
leg-only pedestrian/bicycle crossing concept.
North-Leg-Only Pedestrian/bicycle Crossing Concept (Exhibit C)
The-north-leg only pedestrian/bicycle crossing concept includes the following high-level pros/cons:
Pros:
- Consolidates pedestrian/bicycle movements into one single crossing; traffic is already
accustomed to this crossing.
- With the elimination of the southbound left turn phase, a pedestrian refuge island can be
created allowing for a shortened crossing. The elimination of the southbound left turn phase
also improves the level of service at the SR 28 and 9th Street NE traffic signal.
Cons:
- Maintains current, indirect/circuitous route for pedestrian/bicycle movements.
- All non-motorized users must cross the driveways along the north side of 9th Street NE.

Dual Pedestrian/bicycle Crossing Concept (Exhibit D)
The dual pedestrian/bicycle crossing concept includes the following high-level pros/cons:
Pros:
- More pedestrian/bicycle crossing options.
- More direct routes for pedestrians/bicycles.
Cons:
- Southern crossing will require an additional pedestrian only phase, which does not currently
exist; the added phase will reduce the level of service at the intersection.
- The additional southern crosswalk will increase the number of conflict points at the
intersection. Particularly conflicting with the north to east righthand turn, which is a heavy
traffic movement at the intersection.

RE: 9th Street NE Intersections Project, Bicycle Facility Recommendations
Dear Mr. Wachholder:
The City of East Wenatchee and Washington State Department of Transportation (WSDOT)
approached the Chelan-Douglas Regional Bicycle Advisory Committee (RBAC) for feedback on
bicycle accommodations for the proposed 9th St NE Intersections Project (Project). The scope of the
Project is understood to include a new traffic signal at 9th St NE & Valley Mall Parkway (VMP), signal
coordination with the existing 9th St NE & SR 28 signal, and active transportation improvements from
the Wenatchee Apple Capital Loop Trail (Loop Trail) to the existing bicycle transportation network
which begins east of the intersection of 9th St NE and French Ave/Alvin Ct (French/Alvin).
The 2018 Wenatchee Valley Bicycle Master Plan recommends addition of facilities along the 9th St NE
corridor between the Loop Trail and existing 9th St NE bike lanes at French/Alvin. This project is
noted as a Priority Project in the plan; ranked equally with two other projects as the highest priority
bicycle facility in Douglas County., Implementation of a high-comfort facility at this location
effectively connects the bicycle network in East Wenatchee and Douglas County with the Loop Trail
and Wenatchee bicycle networks. Specific priorities of this project include implementation of high-
comfort crossings of SR 28 and VMP, as well as connections to existing bicycle facilities on VMP, 9th
St NE, Gateway Park, and Baker Street bicycle lanes.
The RBAC formed a subcommittee to review several concepts provided by East Wenatchee and
WSDOT for bicycle facilities between the Loop Trail and French/Alvin, focusing primarily on the
crossings at SR 28 and VMP. The subcommittee reported back to the larger RBAC for additional
input and has prepared this letter as documentation of a formal recommendation for the City of East
Wenatchee. Summarily, the RBAC recommends the dual crossing of SR 28 presented, and

recommends ongoing study of a future, grade-separated, crossing of SR 28. A detailed explanation
of RBAC review and recommendations for the Project follows.
Existing Conditions
The Project crosses an area of heavy vehicle traffic at the junction of a major state highway (SR
28), the central business district of East Wenatchee, and the Loop Trail Bridge over the Columbia
River which serves as a non-motorized link between the cities of Wenatchee and East Wenatchee.
Several businesses are located adjacent to the Project inciting complex vehicular movements and
timing in an area with inadequate bicycle accommodations.
A single crosswalk exists on the north side of the SR 28/9th St NE intersection for east-west bicycle
and pedestrian movements from the Loop Trail across SR 28 to 9th St NE. A single crosswalk exists
on the east side of the intersection for north-south bicycle and pedestrian movements across 9th St
NE. An eight-foot-wide sidewalk exists on the north side of 9th St NE from SR 28 to the intersection
of 9th St NE/VMP. An eight-foot-wide sidewalk also exists on the south side of 9th St NE and
transitions into East Wenatchee’s new Gateway Park which occupies the southwestern corner of 9th
St NE and VMP. Both sidewalks have multiple large curb-cuts for vehicular business access. Current
usage patterns include periodic blockage of these sidewalks by patrons of the adjacent coffee hut
and gas station on the north side of 9th St NE. Currently, the 9th St NE/VMP intersection is controlled
by a four-way stop sign with crosswalks, but no bicycle facilities. Sidewalk widths vary from four to
eleven feet on both sides of 9th St NE between VMP and French/Alvin.
The existing bicycle route in the area between the Loop Trail and French Ave/Alvin Ct lacks on-street
bicycle facilities and is undesirable for cyclists. Specifically, cyclists are forced onto narrow sidewalks
with multiple curb cuts which result in multiple conflict points between other bicycles, pedestrians,
and motorists. The four-way stop at VMP does not accommodate bicycles and requires riders to
"take the lane" in a busy and low-comfort environment. Eastbound cyclists on 9th St NE have no
bike lanes for the steep climb to Baker Street and points east.

Proposed Concepts and Discussion
Two concepts for bicycle facilities from the Loop Trail to French/Alvin on 9th St NE were presented
and discussed over two meetings in September and October 2020—a north-leg-only crossing and a
dual crossing. Subcommittee discussions focused on bicycling safety and comfort, impacts to traffic,
and network connectivity. The key elements of each concept are described in detail below, along
with other concerns and observations raised by the committee. Additional features that are
recommended for incorporation into either concept are also discussed.
North-Leg-Only Crossing
The north-leg-only crossing is similar to existing conditions but widens the sidewalk on the north
side of 9th St NE from SR 28 to VMP and eliminates the north-south crosswalk on 9th St NE moving
all north-south movements to the VMP intersection. A refuge island replacing the existing
southbound SR 28 left turns was discussed and favored by the RBAC as a means to create a more
comfortable crossing. Additionally, landscaping and other architectural design features which provide
buffering and protection of cyclist movements were suggested to be included in this concept to
provide a user experience similar to the Loop Trail. The north-leg-only concept maintains levels of
vehicle traffic operations on both 9th St NE and SR 28 that are not possible with the Dual Crossing
concept and has fewer conflict points between bicycle/pedestrians and vehicles on SR 28.
Subcommittee members expressed concerns over multiple conflict points with cars crossing the two-
way shared-use path at business accesses and noted that these hazards are relatively unchanged
from the existing condition. Other noted concerns were bicycle/bicycle and bicycle/pedestrian
conflicts from westbound cyclists riding downhill, and indirectness of eastbound bicycle trips on 9th
St NE.
Dual Crossing
The dual crossing concept provides direct east-west connectivity for bicycles and pedestrians using
crossings on both the north and south legs of SR 28. Shared-use paths on either side of 9th St NE
were proposed to include landscaping and architectural features which provide buffering and
protection of cyclists and a user experience similar to the Loop Trail. Adding a crossing to the south

leg of SR 28 creates direct connections to Gateway Park and East Wenatchee’s downtown with the
fewest conflict points. There is one driveway on the south side of 9th St NE with potential to create
auto/bicycle conflicts for eastbound bicyclists.
Unlike the north-leg-only crossing, the dual crossing impacts auto traffic due to additional
bicycle/pedestrian phases in the signal cycle. Intersection operations analyses indicate that the
concept would increase vehicle delay and queue lengths during peak traffic periods in the 2040
simulation for multiple movements at SR 28/9th St NE and 9th St NE/VMP; however these results do
not predict increases to the point of failure. Lastly, the concept increases the number of
bicycle/pedestrian conflict points with vehicles, but only by virtue of adding an additional bicycle
facility. These conflict points can be mitigated by protecting bicycle movements during the signal
cycle. The dual crossing concept features the following elements:
• Adds east-west crosswalk to the south leg of SR 28
• Eliminates north-south crosswalk on the east leg of 9th St NE
• Provides direct link to the Gateway Park as a network “hub” in East Wenatchee, including
bike racks and convenient access to downtown businesses.
• Maintains direct and straightforward alignments of eastbound and westbound bicycle and
pedestrian traffic on the 9th St NE corridor.
• Reduces bicycle conflicts with businesses north of 9th St NE, but retains existing conflicts on
the south side of 9th St NE
• Increases year 2040 PM peak vehicle delay and queue lengths at SR 28/9th St NE and 9th St
NE/VMP, but not to the point of failure. (Note: analysis did not consider potential traffic shift
from SR 28/9th NE St intersection to SR 28/5th St NE intersection)
Bicycle and Pedestrian Bridge Concept
The concept of a grade-separated SR 28 crossing with a bicycle and pedestrian bridge over SR 28
was discussed as an approach to eliminate conflicts in the intersection. Jerrilea Crawford, Mayor of
East Wenatchee, expressed a preference for a bridge as the long-term solution for crossing SR 28.
Initial conceptual engineering has identified two possible locations for the bridge: the southeast
corner of SR 28/9th St NE, directly connecting the Wenatchee Reclamation District bridge with
Gateway Park; or alternatively locating a bridge further north near the intersection of VMP/SR 28

and Douglas County PUD headquarters. Further study is needed to determine the location,
feasibility, and fundability of a bridge. The subcommittee generally agreed that a grade separated
crossing has many advantages over an at-grade crossing of SR 28, but recommends that a modern
high-comfort at-grade crossing be implemented on a shorter timeline to improve the crossing safety
and fill the bike network gap as described herein.
Recommendation
In consideration of bicycle network connectivity, comfort, and improved rider safety, the RBAC
supports implementation of a grade-separated bicycle and pedestrian bridge over SR 28. It is
understood, however, that such a bridge is a significantly more expensive and complex project, and
requires further planning, engineering, and endorsement by local decision makers to determine its
location, feasibility, and fundability. Considering the timeline and uncertainties in the implementation
of a bridge, the RBAC recommends that a less expensive at-grade project be implemented on a
shorter timeline to develop safe and comfortable connectivity between the Loop Trail and East
Wenatchee bike network.
The RBAC has reviewed the advantages and disadvantages of the at-grade crossing concepts
presented and recommends a dual crossing of both the north and south legs of SR 28 as the
preferred alternative due to its direct routing, fewer business access conflict points, and fewer
bicycle/bicycle and bicycle/pedestrian conflicts points. The Dual Crossing alternative with protected
signalized movements improves the level of comfort and bicycle network continuity on 9th St NE
from the Loop Trail up to Gateway Park, VMP, and beyond. Additionally, it is recommended that 9th
St NE from SR 28 to VMP include surface treatments, landscaping, and other architectural amenities
to clearly separate and demarcate space dedicated for bicycles and pedestrians from adjacent
vehicle traffic in this very busy area. RBAC recommends the following features to improve the
comfort of the crossing:
• Provide clear demarcation and buffering between vehicular and bicycling spaces using
curbing, landscaping, bollards, physical barriers, “green boxes” and other technologies.
• Provide connectivity to existing bike facilities on 9th St NE, Baker St, Gateway Park, and
future bicycle facilities on VMP.

• Consider elimination of westbound 9th St NE right turns onto SR 28 to protect bicycle and
pedestrian movements in the crosswalk.
• Consider elimination of southbound SR 28 left turns onto 9th St NE for a refuge island on the
north leg of SR 28 and reduced bicycle/vehicle conflict points.

Dear Mr. Wachholder:
The Washington State Department of Transportation (WSDOT) appreciates the
opportunity to comment on potential active transportation accommodations along 9 th
Street between Valley Mall Parkway and the Apple Capital Loop Trail, including the
crossing of State Route (SR) 28. We acknowledge the thorough consideration
provided by the Chelan-Douglas Regional Bicycle Advisory Committee (RBAC).
However, WSDOT’s recommendation differs from RBAC, based on the results of the
SR 28/9th Street Intersection to SR 28/5th Street Operational Analysis (hereafter
“August 2019 Study”) and the needs of all transportation user groups. Specifically,
WSDOT recommends adoption of the consensus conclusions from the August 2019
Study: a single, consolidated crossing of SR 28 on the north side of 9 th Street
combined with several design features to improve the travel experience for all active
transportation users.
The August 2019 Study, which was led by an independent consultant, included
representatives from the City of East Wenatchee, Chelan-Douglas Transportation
Council, Link Transit, Douglas County, Emergency Services, and WSDOT. The study
team considered transportation user needs along both SR 28 (between Valley Mall
Parkway and 5th Street) and 9th Street (from east of Valley Mall Parkway to the Loop
Trail). The study team explored signalized and roundabout options that incorporated
active transportation facilities along one or both sides of 9 th Street, and unanimously
adopted a strategy (see enclosure) that includes the following key features:
Coordinated, signalized intersections along 9 th Street at both SR 28 and Valley
Mall Parkway.
A single pedestrian and bicycle crossing of SR 28 on the north side of 9 th
Street.

A widened multiuse path along the north side of 9 th Street between SR 28 and
Valley Mall Parkway.
A median curb along 9th Street to reduce conflicts between pedestrians,
bicyclists, and turning vehicles.
A standard-width sidewalk on the south side of 9 th Street east of SR 28.
Pedestrian and bicycle crossings on all four legs of the 9 th Street/Valley Mall
Parkway intersection, connecting to the existing 9 th Street bicycle facilities.
Eliminating vehicle turns from southbound SR 28 to eastbound 9 th Street, to be
replaced with a pedestrian/bicyclist refuge area.
Additional active transportation enhancements at the 9 th Street/SR 28
intersection, including reduced design speeds for right-turning vehicles and a
raised pedestrian refuge island on the west side of SR 28.
This strategy was determined to provide the greatest safety, multimodal access, and
traffic operation benefits throughout the study area, while meeting a goal from the
2018 Wenatchee Valley Bicycle Master Plan of a high-comfort facility along 9 th
Street. Additionally, the proposed median curb along 9 th Street largely addresses
RBAC’s concern about “multiple conflict points with cars crossing the two-way
shared-use path.”
The August 2019 Study identified several potential challenges with a dual
bicycle/pedestrian crossing of SR 28. WSDOT has additional concerns based on our
review of more recent conceptual layouts for the dual crossing option. WSDOT’s
primary concerns about the dual crossing include the following:
The dual crossing, with a new crosswalk across the south intersection leg, adds
potential conflict points and exposure risks for active transportation users with
two of the highest vehicle movements at the intersection (left turns from
westbound 9th Street and right turns to eastbound 9 th Street).
The concept provides bicycle lanes on 9th Street by narrowing all vehicle travel
lanes to 10 feet. WSDOT believes the combination of narrow travel lanes,
high turning vehicle volumes, and 9th Street’s truck route designation may
increase the potential for vehicle encroachment upon the bicycle lanes.
The dual crossing adds signal phase time for the south crosswalk movement,
creating longer queues. Those queues are expected to extend through the 9 th
Street/Valley Mall Parkway intersection to the east, and further complicate the
merge and weaving movements with the northbound SR 28 on-ramp to the
south. WSDOT is concerned this timing change could have safety implications

for the merging and weaving vehicles while also limiting the long-term
capacity of this critical intersection.
The concept includes a Rectangular Rapid Flashing Beacon in the southeast
quadrant that is not compatible with a signalized intersection.
Thank you again for proactively engaging WSDOT on the proposed 9 th Street
improvements. We look forward to finalizing a design concept in the best interest of
all transportation users and a successful project implementation. We also look forward
to continued engagement regarding long-term potential for a grade-separated
pedestrian/bicycle crossing of SR 28 in the vicinity of 9 th Street.
