Motion by Councilmember Tidd to excuse Councilmember Hepner from the 12/1/2020 Council Meeting. Councilmember Raab seconded the motion. Motion carried (5-0). b. Motion by Councilmember Magdoff to excuse Councilmember Sleiman from the 12/1/2020 Council Meeting. Councilmember Tidd seconded the motion. Motion carried (5-0). 1. Consent Items: a. CompuNet, Inc Agreement – Emergency Order. b. Date: 12/1/2020, Checks: 54587 - 54640; 54646 - 54647; 54649 - 54650, in the amount of $379,219.18 and voided checks: 54487; 54531; 54535; 54645. c. 11/17/2020 Council Meeting Minutes. Motion by Councilmember Raab to approve consent items. Councilmember Johnson seconded the motion. Motion carried (5-0). 2. Citizen Requests/Comments. None. 3. Presentations. None. Department Report. a. Finance Director Josh DeLay presented an October 2020 Finance Department Report. Comments provided by Councilmember Magdoff. b. Events Department Director/PIO Trina Elmes presented an Events Department Report. Comments provided by Councilmember Magdoff and Councilmember Tidd. 5. Mayor’s Report. a. Mayor Crawford announced that the second December Council meeting will be cancelled if all the items on the Agenda are approved tonight. b. Mayor Crawford asked the Council for any change requests on the City Council Committee & Board Assignments for 2021. c. The Mayor requested nominations for the 2021 Mayor Pro Tempore. The Council requested to table the selection until the first meeting in 2021. d. Mayor Crawford provided a COVID-19 update to the Council. 6. Action Items. a. Finance Director Josh DeLay presented a second reading of Ordinance 2020-19, fixing and confirming the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2021. Comments provided by Councilmember Magdoff. Motion by Councilmember Tidd to approve Ordinance 2020-19 fixing and confirming the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2021. Councilmember Johnson seconded the motion. Motion carried (5-0). b. Finance Director Josh DeLay presented a second reading of Ordinance 2020-20, adopting the annual budget of the City for the fiscal year commencing January 1, 2021. Motion by Councilmember Magdoff to approve Ordinance 2020-20 adopting the annual budget of the City for the fiscal year commencing January 1, 2021. Councilmember Tidd seconded the motion. Motion carried (5-0). c. Finance Director Josh DeLay presented a first reading of Ordinance 2020-22, amending the 2020 Budget and Ordinance 2019-20, which sets the City of East Wenatchee 2020 budget. Mayor Crawford elevated Ordinance 2020-22 to the second reading. Councilmember Raab seconded the motion. Motion carried (5-0). d. City Attorney Devin Poulson presented the Animal Care and Control Services Agreement with Wenatchee Valley Animal Control. Comments provided by Councilmember Raab, Councilmember Magdoff and Mayor Crawford. Motion by Councilmember Tidd to authorize the Mayor to enter into an Agreement with the Wenatchee Valley Animal Control (Humane Society) for animal control services as presented. Councilmember Magdoff seconded the motion. Motion carried (5-0). e. City Attorney Devin Poulson presented a 2021 – 2023 Interlocal Agreement with Chelan County for the housing of inmates (Jail services). Comments provided by Councilmember Magdoff, Councilmember Raab, Councilmember Johnson, Devin Poulson and Police Chief Johnson. Motion by Councilmember Tidd to authorize the Mayor to enter into an Interlocal Agreement with Chelan County, for housing of inmates as presented. Councilmember Johnson seconded the motion. Motion carried (5-0). f. Project Development Manager Tom Wachholder presented the Transportation Improvement Board (TIB) Complete Streets Project – Perteet Supplemental Agreement No. 4 for providing services during construction. Comments provided by Councilmember Tidd. Motion by Councilmember Tidd to authorize the Mayor to sign Supplemental Agreement No. 4 with Perteet as presented. Councilmember Magdoff seconded the motion. Motion carried (5-0). g. Chief of Police Rick Johnson presented the 2021 Agreement for Emergency Management Services with Douglas County Department of Emergency Management. Comments provided by Police Chief Johnson, Mayor Crawford and Councilmember Tidd. Motion by Councilmember Tidd to authorize the Mayor to sign an agreement with Douglas County Department of Emergency Management for an amount not to exceed $41,769.60. Councilmember Magdoff seconded the motion. Motion carried (5-0).
