In accordance with our Professional Services Agreement for the 101h Street NE Reconstruction Project,
dated November 14, 2018, this is an authorization to revise the project Scope of Work and Fee Estimate
as described below. The work will be performed and invoiced using the terms and conditions listed in
the original agreement, plus previous amendments.
Reference attached Exhibit A — Scope of Work, Exhibit B — Fee Estimate, and Exhibit C — 2021
Schedule of Rates and Charges.
The engineering fee authorization will increase by $49,762 for a total authorization amount of $669,840.

Background
This amendment will supplement the original contract between RH2 Engineering, Inc., (RH2) and the
City of East Wenatchee (City) which provided design services to develop 90-percent plans,
specifications, and estimate and right-of-way acquisitions necessary for the loth Street NE
Reconstruction project. The City received construction funding through the Washington State
Transportation Improvement Board (TIB) and Surface Transportation Program (STP) federal funding
programs.
This Scope of Work includes the tasks necessary to develop bid -ready design plans, specifications,
and Engineer's estimate of project cost for the loth Street NE Reconstruction in East Wenatchee,
Washington. It also provides the work to assist with the spring 2021 advertisement and bid opening;
however, services during construction will be a separate task included under a TIB contract
authorization.
Task 1— Bid -Ready Plans, Specifications, and Estimate
Objective: Based upon comments received from the 90-percent design stage, develop a set of
construction contract plans, specifications, and an Engineer's estimate of probable construction cost
to be used for bidding and constructing the project.
Approach:
1.1 Prepare a construction working day schedule.
1.2 Prepare City standard construction contract documents, including the schedule of prices and
front-end bid documents.
1.3 Prepare technical specifications, including Washington State Department of Transportation
(WSDOT) Amendments and WSDOT General Special Provisions. Prepare project -specific special
provisions to be used for bidding the proposed improvements. Technical specifications will be
based on WSDOT/American Public Works Association format.
1.4 Prepare the final Engineer's estimate of probable construction cost for the proposed
improvements based on historical costs of similar projects in the vicinity, if reasonably available.
1.5 Perform internal quality assurance/quality control (QA/QC) review of the design plans and
specifications.

1.6 Prepare and provide review plans, front-end and technical specifications, and the Engineer's
estimate of probable construction cost for City and TIB review and approval at the final design
stage.
1.7 Prepare and provide review plans, front-end and technical specifications, and Engineer's
estimate of probable construction cost for City and WSDOT review and approval at the final
design stage as part of the STP federal construction funding received.
1.8 Finalize construction contract documents based on City, TIB, and WSDOT review comments.
Produce the bid -ready package.
Provided by City/TIB/WSDOT:
• Redline review comments on final review design plans, specifications, and estimate.
RH2 Deliverables:
• One (1) set of final review design plans in electronic (PDF) format.
• One (1) set of bid -ready plans in electronic (PDF) format.
• Three (3) hardcopy sets of final review construction contract plans (half-size), specifications,
and construction cost estimate for the City, WSDOT, and TIB.
• One (1) hardcopy set of construction contract plans (half-size), specifications, and
construction cost estimate at the bid -ready level.
Task 2 — Services During Bidding
Objective: Provide assistance in bidding the project for award.
Approach:
2.1 Respond to contractor questions during bidding.
2.2 Provide assistance in obtaining a Bid Authorization form through TIB and provide clarification
and interpretation to the City as needed during the advertisement period.
2.3 Provide assistance in obtaining a Bid Authorization form through WSDOT for the STP portions
of the work and provide clarification and interpretation to the City as needed during the
advertisement period.
2.4 Prepare up to two (2) addenda if modifications to the construction contract documents are
deemed warranted by the City, WSDOT, and TIB during the advertisement period.
2.5 Attend bid opening.
2.6 Check bids and prepare a bid summary tabulation. Based upon the bids received, recommend
the lowest qualified bidder. Provide notice of award letter to the lowest qualified bidder.
2.7 Provide assistance in obtaining Updated Cost Estimate (UCE) form through TIB and provide
clarification and interpretation to the City to issue construction award.

2.8 Provide assistance with WSDOT for approval to provide notice of construction award.
Assumptions:
• It is assumed that the City will send the advertisement to the various publications and pay the
publication costs directly. In addition, the City will reproduce and distribute the bid sets and
addenda and maintain the plan holders list.
Provided by City:
• Advertisement costs.
RH2 Deliverables:
• Bid Authorization and UCE forms in electronic (PDF) format.
• Bid summary tabulation in electronic (PDF) format.
• One (1) hardcopy of notice of award letter to contractor, City, WSDOT, and TIB.
Task 3 — Project Management Services
Objective: Monitor RH2's staff and project budget, maintain RH2 project files and records, and
coordinate the project. Update project design schedule and provide monthly progress reports.
Approach:
3.1 Prepare project design schedule and update schedule on a monthly basis.
3.2 Coordinate with WSDOT, TIB, and the City regarding project information necessary to continue
project into construction phase.
3.3 Prepare monthly invoices. Review for consistency and monitor RH2 budget spent. Provide the
City with monthly budget updates.
3.4 Maintain RH2 project records.
RH2 Deliverables:
• Project design schedule and updates in electronic (PDF) format.
• Electronic (PDF) copies of monthly invoices outlining the current status of various tasks and
comparing actual progress against the original project schedule.
