The proposed project, 10th Street NE Improvements, is located on 10th Street NE, Grover Avenue N, and parcel no. 22201220004 in East Wenatchee in Douglas County. This project involves 7.5 acres of soil disturbance for construction of roadway safety, pedestrian facilities, and stormwater improvements. Construction stormwater will be discharged to the existing stormwater infiltration pond located at the northwest corner of the intersection of Eastmont Avenue and 9th Street NE. During infrequent overflow events, stormwater from this pond is discharged to the Columbia River near the intersection of 9th Street NE and Sunset Highway. Stormwater is not anticipated to be discharged to the Columbia River during project construction; however, the potential exists during major storm events. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti -degradation requirements under WAC 173-201 A- 320.
