DETERMINATION OF NONSIGNIFICANCE
ADOPTION of EXISTING DOCUMENT
10th St. NE Reconstruction Project
NOTICE IS HEREBY GIVEN that the City of East Wenatchee has adopted a NEPA
Categorical Exclusion and issued a SEPA threshold Determination of Non -
Significance (DNS) pursuant to WAC 197-11-340 effective November 20, 2020.
Description of proposal: The project is the reconstruction of approximately 4,500
linear feet of 10th Street NE from the Eastmont Avenue intersection east to the N.
Kansas Avenue intersection. The project will include reconstruction of the existing
asphalt roadway, replacement and addition of curb, gutter, and sidewalk, and
addition of bicycle lanes, crosswalks, street lighting, retaining walls, and parking
spaces. An infiltration gallery will be installed along the southern boundary of parcel
no. 22200130039 within existing right-of-way (ROW), and a storm main will be
constructed south from 10th Street NE on North Grover Place to an existing
stormwater pond on parcel no. 22201220004. The capacity of the stormwater pond
will be increased, and a landscaping strip will be constructed around the stormwater
pond. Utility providers within the corridor may complete improvements to their
systems within the project area.
Location: The project will occur on 10th Street NE from its intersection with Eastmont
Avenue to its intersection with N. Kansas Avenue. Improvements will be constructed
within existing City right of way and adjacent private easements. Trenching to install
stormwater piping will extend from the intersection of 10th Street NE and N. Grover
Avenue, south on N. Grover Avenue to an existing stormwater pond on the Eastmont
Junior High School property 905 8th Street NE assessors parcel no. 22201220004.
The project will occur in Sections 1 and 12 of Township 22 N, Range 20 E.

Title of document being adopted: Washington State Department of Transportation
(WSDOT), NEPA Categorical Exclusion Documentation Form (DOT Form 140-100).
Date adopted document was prepared: March 6, 2020 — The document was
approved by WSDOT Local Programs Environmental Engineer on October 22, 2020.
Description of document: NEPA Categorical Exclusion Documentation Form in its
entirety. The document has not been appealed.

We have identified and adopted this document as being appropriate for this proposal
after independent review. The document meets our environmental review needs for
the current proposal and will accompany the proposal to the decision maker.
The City of East Wenatchee has determined that this proposal will not have a
probable significant adverse impact on the environment. An environmental impact
statement (EIS) is not required under RCW 43.21 C.030(2)(c). This DNS is supported
by the adopted NEPA Categorical Exclusion described herein.
This DNS is issued under WAC 197-11-340(2) and the comment period will end on:
December 8, 2020.
