6:00 p.m. Regular Meeting
Call to Order, Roll Call and Pledge of Allegiance.
Motion by Councilmember Tidd to excuse Councilmember Hepner. Councilmember Johnson
seconded the motion. Motion carried (6-0).
1. Consent Items:
a. 10/01/2020 RH2 Engineers, Task Authorization No. 3 for General Engineering
Services, related to Project 2020-01.
b. 10/7/2020 Pacific Engineering and Design Contract Supplement 2, related to Project
2019-02.
c. Date: 10/20/2020, Checks: 54403 - 54456, in the amount of $304,241.86.
d. September 2020 Payroll Certification.
Mayor Crawford requested to amend the agenda by adding a Housing Authority of
Chelan County and the City of Wenatchee (Housing Authority) Agreement under the
Action Items.
Motion by Councilmember Tidd to approve consent items as presented and to amend
the agenda as requested by Mayor Crawford. Councilmember Magdoff seconded the
motion. Motion carried (6-0).
2. Citizen Requests/Comments.
a. Mayor Crawford read Mr. Lamar Adams’s (1593 First St.) comments regarding the
pedestrian crossing at June and Grant Road (near Kentucky) for the record.

3. Presentations. None.
4. Department Report.
a. Police Chief Rick Johnson presented a Police Department Report regarding the new
hybrid vehicle and some of its specifications. Chief Johnson also shared future
training scheduled for the Police Department with the Council.

Councilmember Raab, Councilmember Sterk and Councilmember Sleiman.
5. Mayor’s Report.
a. Mayor Crawford reported that Douglas County has now been moved to Phase II by
the Governor. City Hall remains closed, but the library is working on opening to the
public in a limited capacity.
b. Mayor Crawford reminded Council that a Wenatchee Valley Museum report was
attached to the Agenda Packet. The museum would normally present an update
during a regular Council meeting but due to the COVID-19 virus pandemic the City
requested a written report. The Mayor also commented on the activities the
museum is doing to stay in touch with the community despite the pandemic.

6. Action Items.
a. Community Development Director Lori Barnett presented the Housing Authority
Agreement for services in implementing the coronavirus relief fund (CRF).
Comments provided by Councilmember Tidd.
Motion by Councilmember Tidd to authorize the Mayor to approve the amendment
and sign the amended agreement with the Housing Authority under the housing
stabilization grant program. Councilmember Sleiman seconded the motion. Motion
carried (6-0).
7. Council Reports & Announcements.
a. Councilmember Tidd shared that Link Transit updated their extended no fare policy
to continue until the end of the year.
b. Mayor Crawford reported that the Health District is beginning the search of a new
Director who will be replacing the Interim Director who assumed the role
temporarily after Barry Kling left the District.
c. Mayor Crawford reported that Rivercom is still in search of dispatchers. She
encouraged the Council share this information, Rivercom offers a competitive salary
and great benefits.
