Due to the Governor’s Proclamation 20- 28 related to the COVID-19 emergency and open public meetings, this meeting is being held remotely. Consent Items: Vouchers: a. Date: 9/15/2020 Checks: 54273 - 54327, in the amount of $93,056.13. b. August Payroll Certification. Minutes: c. 9/1/2020 Council Meeting Minutes. Motion to approve agenda, vouchers, and minutes from previous meetings. 2. Citizen Requests/Comments. The “Citizen Comments” period is to provide the opportunity for members of the public to address the Council on items not listed on the agenda. The Mayor will ask if there are any citizens wishing to address the Council. When recognized, please step up to the microphone, give your name and mailing address, and state the matter of your interest. If your interest is an agenda item, the Mayor may suggest that your comments wait until that time. Citizen comments will be limited to three minutes. 3. Public Hearings. The Mayor will call the Public Hearing to order and state the ground rules, the purpose of the hearing, the action that the hearing body may take on the matter, will address the appearance of fairness doctrine, and will state the manner in which the hearing will proceed. Staff will first give a report, followed by testimony of experts and/or the applicant, followed then by public testimony. All speakers must speak into the microphone and clearly state their names and addresses. All comments should be addressed to the hearing body, should be relevant to the application, and should not be of a personal nature. Public testimony may be limited to three minutes, unless further time is granted by the Mayor. If there are a large number of speakers, a representative may be appointed to speak on behalf of the group. a. Public Hearing for Ordinance 2020-12 - Interim Official Controls for temporary use of Valley Mall Parkway right-of-way for streateries – Lori Barnett, Community Development Director. 4. A first reading of Ordinance 2020-13, amending chapter 17.34, section 17.42.040 and section 17.46.030 and adding a new chapter 17.54 to the East Wenatchee Municipal Code establishing the Wenatchi Landing Overlay Zoning Designation, containing a severability clause, and establishing an effective date - Lori Barnett, Community Development Director. First reading only b. A first reading of Ordinance 2020-14, amending Attachment D, Part C. of Ordinance 2016-16 to include a new item #6 establishing a cost of construction adjustment inflation factor for the transportation mitigation fee, containing a severability clause, and establishing an effective date - Lori Barnett, Community Development Director. First reading only c. Resolution 2020-23, a Resolution of the City of East Wenatchee declaring certain office furniture owned by the City as surplus to the needs of the City, and authorization to exchange office furniture to the Eastmont Metropolitan Parks District for services - Lori Barnett, Community Development Director. Motion by City Council to approve Resolution 2020-23 to surplus the listed items and contract with the Eastmont Park District for a value for value transfer of office furniture in exchange for use of the Community Center. d. Teamsters Local Union 760, Memorandum of Understanding – Chief Rick Johnson. Motion by City Council to authorize the Mayor to sign the Teamsters Local Union No. 760 Letter of Agreement regarding lateral officer incentives as presented. e. Website RFQ Selection and request for approval and authorization to negotiate a consultant agreement in an amount not to exceed $30,000 - Trina Elmes, Events Department Director. Motion by City Council to approve the selection of CivicPlus as the most qualified website design company and authorize the Mayor to negotiate a consultant agreement in an amount not to exceed $30,000.
