Truck Routes On November 28, 2017, the City Council adopted Ordinance 2017-19 establishing East Wenatchee Municipal Code (EWMC) Chapter 10.64, which designated truck routes through the City. The intent of designating truck routes was to prevent potential damage to City streets resulting from commercial vehicle traffic (e.g., heavy trucks) traveling on substandard streets. Substandard streets are characterized by not being constructed to withstand commercial vehicle traffic resulting from either inadequate subgrade materials or deficient pavement thicknesses. EWMC Chapter 10.64 initially designated SR 28 and Grant Road as the truck routes. As a result, Chapter 10.64 EWMC prohibits vehicles with a gross vehicle weight rating exceeding 26,000 pounds from operating on non-designated streets. However, several exceptions were established: a. Operation on Street of Destination. The operation of a truck upon any street where necessary to the conduct of business at a destination point, provided streets upon which such traffic is permitted are used until reaching the intersection nearest the destination point; b. Perishable Commodities. The operation of a truck while transporting a perishable commodity; c. Government Vehicles. The operation of a truck owned and operated by a government agency; Truck Routes Memorandum September 3, 2020 Page 2 of 2 d. Emergency Vehicles. The operation of an emergency vehicle upon any street in the city; e. Public Utilities. The operation of a truck owned or operated by the city, public utilities, any contractor or materialman, while engaged in the repair, maintenance or construction of streets, street improvements, or street utilities within the city; f. Recreational Vehicles. The operation of a recreational vehicle including a motor home, a camper, or a travel trailer; g. Solid Waste. The operation of a truck while engaged in the collection of solid waste within the city; or h. Detoured Trucks. The operation of a truck upon any officially established detour. Following the November 28, 2017 adoption of Ordinance 2017-19 (designating truck routes), transporters of wheat attended several City Council meetings expressing concerns regarding the designated truck routes. The typical haul route utilized by wheat transporters originating from the Badger Mountain area is Badger Mountain Road, Eastmont Avenue, and 9th Street NE, ultimately crossing the George Sellar Bridge and delivering wheat to the Wenatchee-based distribution center. According to the designated truck routes, the above-mentioned wheat transporters, after descending Badger Mountain Road, are required to backtrack north along Eastmont Avenue to southbound SR 28, ultimately adding several trip miles. On August 14, 2018, City Council amended Ordinance 2017-19 to establish a supporting truck route for commercial vehicles transporting agricultural commodities entering the City from the north. The supporting truck route connects to the designated SR 28 truck route by way of Eastmont Avenue and 9th Street NE (Exhibit A). Freight Study In 2014, the Wenatchee Valley Transportation Council (now known as the Chelan-Douglas Transportation Council [CDTC]) facilitated a freight study (Wenatchee Valley Urbanized Area Freight Study) for the Wenatchee Valley. The study objective was based on a local agency/CDTC collective decision that a “…systematic approach was needed for addressing freight mobility issues in the region. The Metropolitan Transportation Plan (MTP) and local agency Comprehensive Plans provide some discussion and policy direction to improve truck freight, but there is no region-wide plan or priorities.” The above-mentioned study recommended Eastmont Avenue, Highline Drive, and 3rd Street SE all being part of a freight route associated with the City of East Wenatchee. In addition, the study recommended Valley Mall Parkway, 9th Street NE, 5th Street NE, 6th Street NE, and 4th Street SE all being part of a supporting freight system (Exhibit B). According to the Office of the Washington State Auditor’s BARS Cash Manual, ER&R funds are: “…established to provide equipment rental services within a local government. [ER&R funds] increase government efficiency by giving the government a way to allow expensive equipment and supplies to, in essence, be rented to the government’s various departments. ER&R funds are internal service funds and should operate on a cost reimbursement basis (without generating a profit). Their rental equipment can include items such as computers, police and fire vehicles, heavy road equipment and specialized high voltage equipment.” RCW 35.21.088 According to RCW 35.21.088, cities with populations over 8,000 are legally required to have an ER&R fund for operating street departments. However, best practices expand ER&R funds to provide services to other departments including Public Works admin, Stormwater Utility, and Police. Rate Setting Equipment rental rates are established based on information regarding historical cost, purchase date, expected life, and anticipated replacement cost. City vehicle/equipment replacement programs are developed (Exhibits A-C) and will be enhanced over time. For example, the City’s ER&R program is currently based on replacement cost. Eventually, integrating historic maintenance and fund operation costs will enhance the program in terms of increasing fund sustainability. ER&R Memorandum September 8, 2020 Page 2 of 2 City Vehicle/Equipment Replacement Programs To satisfy 35.21.088 RCW and adhere to best practices, the City’s Public Works Department established initial vehicle replacement programs. These vehicle replacement programs were developed through collaboration amongst applicable departments (Finance, Street, and Police). Due to starting vehicle replacement programs from the scratch, there are substantial costs associated with funding deferred rental payments. These deferred rental payments are referred to as “seed money.” Seed monies are necessary to replace vehicles that have reached the end of their useful life within the near-term. Once seed money is no longer necessary, vehicle replacement programs will be self-sustaining. Police Department The Police Department has 20 active vehicles in their fleet. Sixteen (16) patrol and four (4) administrative vehicles. The current vehicle replacement program associated with the Police Department is characterized by establishing a useful life of seven (7) years for patrol cars (e.g., Officers, Sergeants) and nine (9) years for administrative cars (e.g., Chief, Detectives). Exhibit A outlines the Police Department vehicle replacement program. Street Department The Street Department has the most complex and costly vehicle replacement program (Exhibit B). The useful life for each vehicle was established by the Street Manager on a case by case basis due to wide age ranges among the fleet. Typically, based on consulting comparable agencies, pickup trucks have a useful life of 15 years, dump trucks/snowplows 20 years, and specialty equipment varies based on usage. Stormwater Utility The Stormwater Utility has three (3) vehicles in its fleet, two (2) street sweepers and one (1) administrative vehicle. Exhibit C outlines the vehicle replacement program for the Stormwater Utility.
