Call to Order, Roll Call and Pledge of Allegiance.
1. Consent Items:
a. Date: 08/18/2020 Checks: 54214-54266, in the amount of $165,512.95, and voided
checks: 54126; 54212; 54213.
b. 08/18/2020 Council Meeting Minutes.
c. 08/27/2020 Council Workshop Meeting Minutes.
Motion by Councilmember Tidd to approve consent items as presented.
Councilmember Raab seconded the motion. Motion carried (7-0).
2. Citizen Requests/Comments. None.
3. Presentations.
a. 2020 Childhood Cancer Proclamation. Councilmember Magdoff read the
Proclamation for the record.
4. Department Report. None.

5. Mayor’s Report.
a. Mayor Crawford provided a COVID-19 report.
b. Councilmember Magdoff shared information regarding CARES Act funding. She and
Councilmember Tidd participated in the distribution of funds to small businesses. 17
small businesses applied for the grant. Comments were made of businesses that
remain uninformed of the funds available and outreach possibilities. The small
business owners were appreciative of the grant money received. CARES Act funds
are still available for more businesses to apply.
Community Development Director Lori Barnett shared that businesses applied that
are a block outside the city limits. These applications have not been denied and will
be considered if not enough businesses within the city limits apply.
c. Mayor Crawford shared that Jennifer Rayson has been appointed as the Civil Service
Commissioner No. 2, replacing Art Murison.
d. Mayor Crawford introduced Anna Graef who is the new Deputy City Clerk and
started with the City on August 31, 2020.
e. Mayor Crawford announced that Project Development Manager Tom Wachholder
has been honored by the Wenatchee World as one of the 30 under 35 young leaders
in our community.
f. Mayor Crawford also shared that Councilmember Magdoff has been awarded the
Core Certificate of Municipal Leadership through the Association of Washington
Cities.
6. Action Items.
a. Project Development Manager Tom Wachholder presented the 4th Street SE
Stormwater Trunk Line Project (2020-01). This project proposes to extend the
stormwater trunk line from South Jarvis Ave. to the eastern extent of the new
apartment complex which is being proposed.
Comments provided by Councilmember Magdoff, Councilmember Hepner and the
Mayor.
Motion by Councilmember Magdoff to award the 4th Street SE Stormwater Trunk
Line construction bid to KRCI in the Amount of $232,755.00. Councilmember
Hepner seconded the motion. Motion carried by (7-0).
7. Council Reports & Announcements.
a. Councilmember Magdoff reported that the Housing Authority received 1.6M funding
from the Washington State Department of Commerce for the purchase and
rehabilitation of the Bavarian Village Apartments in Leavenworth.
