Consent Items: a. Data Access Subscription Use Agreement – Devin Poulson Vouchers: b. Date: 08/04/2020, Checks: 54102 - 54148, in the amount of $152,461.63 Minutes: c. 7/16/2020 Council Workshop Meeting Minutes d. 7/21/2020 Council Meeting Minutes e. 7/30/2020 Council Workshop Meeting Minutes Motion to approve agenda, vouchers, and minutes from previous meetings. 2. Citizen Requests/Comments. The “Citizen Comments” period is to provide the opportunity for members of the public to address the Council on items not listed on the agenda. The Mayor will ask if there are any citizens wishing to address the Council. When recognized, please step up to the microphone, give your name and mailing address, and state the matter of your interest. If your interest is an agenda item, the Mayor may suggest that your comments wait until that time. Citizen comments will be limited to three minutes. 3. Public Hearings. The Mayor will call the Public Hearing to order and state the ground rules, the purpose of the hearing, and the action that the hearing body may take on the matter, and will address the appearance of fairness doctrine, and will state the manner in which the hearing will proceed. Staff will first give a report, followed by testimony of experts and/or the applicant, followed then by public testimony. All speakers must speak into the microphone and clearly state their names and addresses. All comments should be addressed to the hearing body, should be relevant to the application, and should not be of a personal nature. Public testimony may be limited to three minutes, unless further time is granted by the Mayor. If there are is a large number of speakers, a representative may be appointed to speak on behalf of the group. ** Zoom Online Meeting – Any member of the public wishing to comment during the public hearing must contact the City Clerk by phone at 509-886-6103 or 509-670-4078 on or before 5:00 p.m. on 8/4/2020, to make arrangements to speak during the live Zoom public hearing. a. A second public hearing for consideration of the use of Community Development Block Grant (CDBG) funds to be included in the Community Development & Housing Consolidated Plan for 2020-2024 and Annual Action Plan for 2020. 4. Second Reading of Ordinance 2020-09, granting a non-exclusive Franchise to WANRack, LLC to construct, install, operate, maintain, repair, or remove fiber optic cables within the public ways of the City of East Wenatchee – Devin Poulson, City Attorney. Motion by City Council to adopt Ordinance 2020-09, granting a non-exclusive Franchise to WANRack, LLC as presented. b. The first reading of Ordinance 2020-11, updating excavation permit performance bond requirements and the title of the responsible city official by amending Section 12.04.080 of the East Wenatchee Municipal Code – Sean Lewis, Deputy Prosecuting Attorney. First Reading. c. Resolution 2020-21 – A Resolution of the City of East Wenatchee declaring certain property (4-vehicles) owned by the City as surplus to the needs of the City – Tom Wachholder, Project Development Manager. Motion by City Council to approve Resolution 2020-21, declaring 4-vehicles as surplus to the needs of the City. d. Washington State Department of Transportation Traffic Signal Maintenance Agreement Spending Limit Increase – Josh Toftness, Street Manager. Motion by City Council to Authorize the Mayor to increase the existing WSDOT/City Traffic Signal Maintenance Agreement spending limit by $100,000, establishing an updated amount not to exceed $276,460.35 e. Public Works Board Pre-Construction Loan Contract Amendment B: Extending the 10th Street NE improvements design and right of way acquisition project completion date to March 31, 2021 – Tom Wachholder, Project Development Manager. Motion by City Council to Authorize the Mayor to sign a Public Works Board Pre- Construction Loan Contract (Contract No. PR18-96103-051) Amendment B as presented. 8.
