Consent Items: a. Data Access Subscription Use Agreement – Sean Lewis b. Wakeen & Associates Mediation Services Agreement. c. Date: 7/21/2020, Checks: 54035-54095, in the amount of $397,674.97, and Voided Check #53997. d. June 2020 Payroll Certification. e. 7/7/2020 Council Meeting Minutes. Motion by Councilmember Johnson to approve the consent items as presented. Councilmember Sterk seconded the motion. Motion carried (7-0). 2. Citizen Requests/Comments. None. 3. Public Hearing. a. A first public hearing was held for the consideration of the use of Community Development Block Grant (CDBG) funds to be included in the Community Development & Housing Consolidated Plan for 2020-2024 and Annual Action Plan for 2020. Notification 72 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to the meeting (28 CFR 35.102-35.104 ADA Title 1.) 7/21/2020 City Council Meeting Agenda Page 2 of 3 Public Hearing Continued: Community Development Director Lori Barnett stated that she forgot to put the Chelan Douglas Housing Authority Rehab Project on the Agenda Bill. The project cost was approximately $59,000 and was used for converting 18-seasonal units to year- round housing units on their property at Heritage Glen. Mayor Crawford opened the meeting at 6:05 p.m. The Mayor read the ground rules and explained the public hearing process. The meeting closed at 6:07 p.m., no public comment was received. 4. Presentations. None 5. Department Report. a. Finance Department Report for June 2020 by Josh DeLay, Finance Director. b. Public Works Department Report by Tom Wachholder, Project Development Manager. Comments provided by Councilmember Hepner and Councilmember Tidd. 6. Mayor’s Report. a. Mayor Crawford reported that the City remains at phase 1.5, and the Governor is not accepting requests to move phases at this time. City Hall remains closed to the public until phase 3 of the Governor’s Safe Start Plan. The city staff is wearing face masks and PPE. b. Mayor Crawford notified the Council that Maria Holman has been temporarily filling the interim HR position while the Mayor decided what she wanted to do with the HR position. After evaluation and discussion, Maria has agreed to permanently take the role of part-time HR and part-time City Clerk. The Clerks position is a full-time position, the City will be posting a Deputy Clerk position to provide the support needed and back-up to the Clerk. Comments provided by Finance Director Josh DeLay and Councilmember Sterk. c. Mayor Crawford notified the Council that Councilmember John Sterk has requested to step down from his assignment with the Chelan-Douglas Health District due to time constraints. Due to the current environment and things going on with the COVID-19, the Mayor will be filling this position and the transition be effective August 1, 2020. d. Mayor Crawford thanked Mayor Pro-Tempore Hepner for covering during her absence.
