Date: June 2, 2020 I. Summary Title: Selection of consultant for services related to the Increasing Residential Building Capacity Commerce Growth Management Services Grant for selected actions from E2SHB 1923. II. Background/History: In 2019 the state Legislature passed Engrossed Second Substitute House Bill (E2SHB) 1923 encouraging cities planning under the Growth Management Act (GMA) to adopt actions to increase residential building capacity. Commerce is providing grant funds for cities to address the activities included in the bill: A. Authorize at least one duplex, triplex, or courtyard apartment on each parcel in one or more zoning districts that permit single-family residences unless a city documents a specific infrastructure or physical constraint that would make this requirement unfeasible for a particular parcel. B. Authorize a duplex on each corner lot within all zoning districts that permit single-family residences. C. Allow the division or redivision of land into the maximum number of lots through the short subdivision process provided in chapter 58.17 RCW. A major component of the work will be graphic illustrations and design standards that will be developed to help blend duplexes, triplexes, and courtyard apartments into our single-family district. One of the major objections that residents have regarding potentially allowing multiple dwelling units in single-family districts is changing the character of the neighborhood. We hope to address that issue with design standards and guidelines that will blend them into the surrounding neighborhood. It will be important to have public support for these changes. The grant provides $15,920 for a consultant and City out-of-pocket expenses such as advertising and materials for workshops or other forms of public outreach. Using the MRSC Roster, request for proposal (RFP) notices and details were emailed to the agencies listed on the table below on May 7, 2020. The RFP deadline for submittal was May 27, 2020. Makers Architecture and Urban Design, LLP were the only firm submitting a proposal. The estimated cost for the work is $13,970. Makers recently completed a major overhaul of the Wenatchee residential code and has completed several projects for Douglas County. TASK 3 - PRELIMINARY CONCEPTS Following the code audit, the consultant team will develop rough regulatory concepts in collaboration with staff. This will consist of both new/revised code language and updates to the Design Standards and Guidelines document. The updated permitted use standards and locations will be a major focus. As discussed in the Approach section, other issues of feasibility will also be addressed, alongside potential organization improvements. Code issues will include permitted uses, dimensions, parking, landscaping, planned unit development standards, and others identified by the consultant team and staff. Key site planning and building design issues will be pedestrian and vehicular access, parking layout, open space, solar access, building massing, materials, and façade details. As concepts come into focus, they will be prepared for public review alongside supporting graphic development in Task 4. PRELIMINARY SCOPE OF WORK 06/02/2020 Council Meeting Agenda Packet Page 32 of 40 CITY OF EAST WENATCHEE — INCREASING RESIDENTIAL BUILDING CAPACITY 14 TASK 4 - HOUSING GRAPHIC SUPPORT Based on the importance of graphics and visuals identified in the RFP, we suggest this task item to emphasize the need for continuous graphic support throughout the project. Graphic development will occur in parallel with Tasks 3-7. Graphics will be developed for several purposes: »Support new/revised zoning code language, such as definitions and any needed mapping. »Support new design standards and guidelines. »Support public outreach activities and explain the updates to decision-makers. East Wenatchee will benefit from our efficiency based on years of experience with similar housing projects. We can pull from our extensive photograph and graphics directory. Depending on need, MAKERS can provide photo examples of good and bad multiunit design, site plans, maps, diagrams, 3-dimensional views, hand sketches, and more. New graphics will be developed to the level of detail necessary to fit within the available budget. TASK 5 - PUBLIC OUTREACH ASSISTANCE To conserve the budget for the other critical tasks of this project, MAKERS will recommend staff lead public outreach activities. However, our budget includes support for assisting staff with strategic outreach needs. MAKERS will be available to provide remote assistance such as website-ready draft materials, presentation assistance, and responses to frequently asked questions. Our team can also help staff build online engagement tools, regardless of the COVID-19 situation. Ideas include: »A visual preference survey of housing types. »A survey of zoning and design standard alternatives. »A video/slideshow recording which explains the preliminary concepts. »A mapping exercise to collect input on where new types of housing are appropriate or desired. TASK 6 - DRAFT CODE AND DESIGN STANDARD UPDATES At this stage staff will provide a consolidated summary of all public comments to-date. Based on public input, the code audit, and our own expertise, MAKERS will provide a first draft of the updated code and the Design Standards and Guidelines document. The draft will be fully usable and contain all of the necessary supporting graphics developed to this point. A major consideration for the Design Standards and Guidelines document will be a reformatting to clarify the difference between standards and guidelines, which are contrasted by mandatory and voluntary provisions. We may also suggest what our firm calls the Guidard approach, in which “departures” from standards are allowed if the intent is met by a unique or creative design. Then, staff will take over the drafting process. MAKERS will be available for graphic refinements, technical advice, and reviewing staff’s additional drafts for red flags.
