Page 1 of 3 East Wenatchee City Council Meeting Tuesday, October 09, 2018 East Wenatchee City Hall 271 9th Street NE East Wenatchee, WA 98802 Minutes In attendance: Staff in attendance: Mayor Pro-Tem Chuck Johnson Devin Poulson, City Attorney Councilmember John Sterk Lori Barnett, Community Development Director Councilmember Harry Raab Tom Wachholder, Project Development Manager Councilmember Shayne Magdoff Josh DeLay, Finance Director Councilmember Timothy Detering Maria Holman, City Clerk Councilmember Matthew Hepner 6:30 p.m. Regular Meeting 1. Call to Order, Roll Call and Pledge of Allegiance. a. Motion to excuse Councilmember Crawford by Councilmember Detering. Councilmember Magdoff seconded the Motion. b. Mayor Pro-Tem Chuck Johnson held the meeting in Mayor Lacy’s absence. 2. Consent Items: a. 10/02/2018 Shy-Ann Engagement Agreement in the amount of $700.00 for the Events Department. b. October 09, 2018, Checks: 50837-50838; 50847-50901; Voided Checks: 50797; 50810; 50819, in the amount of $415,160.47. c. Payroll Certification for September 2018. d. 09/25/2018 Council Meeting Minutes. Motion by Councilmember Sterk to approve consent items. Councilmember Detering seconded the motion. Motion carried (5-0). 3. Citizen Requests/Comments. a. None b. Presentations. c. Make a Difference Day 2018 Proclamation was read by Mayor Pro-Tem Chuck Johnson and presented to Margie Kerr and Laurel Helton. d. 10 Year Public Service Award, Jeremy Lovold, Maintenance Worker. Department Report. a. Community Development Report regarding a Complete Streets Policy provided by Lori Barnett, Community Development Director. A Complete Street Workshop meeting is scheduled for Thursday, October 16, 2018. Information will be brought before Council for adoption. b. Ms. Barnett also spoke regarding the Regional Council Meeting on October 15, 2018, 9:00 a.m. in Waterville and requested an elected official be available for that meeting regarding Sales and Use tax dollar distribution. 5. Mayor’s Report. a. Mayor Pro-tem reported that an acceptance letter was sent to the Secretary of State for a Digital Imaging Grant that was awarded to the City in the amount of $3,300.00. City Clerk Maria Holman provided staff report. Comments provided by Councilmember Magdoff, City Attorney Devin Poulson, Councilmember Hepner, and Councilmember Detering. Motion by Councilmember Magdoff to accept the award and authorize the Mayor to sign the contract with Washington State. Councilmember Detering seconded the Motion. Motion carried (5-0). 6. Action Items. a. Appointing a member to the Greater Wenatchee Regional Events Center Public Facilities District Board, four-year term 2019-2022. City Attorney Devin Poulson suggested that the Council appoint Mayor Lacy. Comments provided by Councilmember Detering and Councilmember Hepner. Motion by Councilmember Detering to Appoint Mayor Lacy to the Greater Wenatchee Regional Events Center Public Facilities District Board. Councilmember Hepner seconded the motion. Motion carried (5-0). b. 5th St. NE Improvements Project Services During Construction, Supplemental Agreement No. 2, between the City of East Wenatchee and Forsgren Associates, Inc. Project Development Manager Tom Wachholder presented the staff report. Motion by Councilmember Detering to approve the Supplemental Agreement No. 2 with Forsgren Associates, Inc. in an amount not to exceed $5,300.00. Councilmember Magdoff seconded the motion. Motion carried (5-0). 7. Council Reports & Announcements. a. None.
