By creating an AIA, the City seeks to reduce levels of chronic public inebriation and illegal activity associated with alcohol sales or consumption by asking business engaged in off-premises liquor sales to voluntarily stop selling products associated with chronic public inebriation in the AIA. 2.4. City data, input from business owners, and input from residents supports a finding that the geographic area identified in section 1 of this ordinance has increased levels of chronic public inebriation and suffers from its effects, such as increased crime, blight, and use of social and public safety services. These effects City of East Wenatchee Ordinance 2015-06 Page 1 of5 negatively affect the health, safety, and welfare of the nearby businesses and residents. 2.5. The homeless population accounts for the majority of those chronically and publically inebriated. 2.6. By establishing an AIA, the City seeks to reduce public chronic inebriation through restrictions on the sale of certain products associated with chronic public inebriation. 2.7. The majority of business owners within the affected area favor the City creating an AIA 2.8. If, after six months, the City's efforts to voluntarily reduce chronic public inebriation and illegal activity associated therewith in the AIA are unsuccessful, the City may request mandatory restrictions on the sale of certain products in the AIA from the Washington State Liquor Control Board. 2.9. The City Council of East Wenatchee ("City Council") finds it is in the best interests of the City and its citizens to establish an AIA. The area described in section 4 of this ordinance as an AIA is appropriate as a part of the City's effort to reduce chronic public inebriation and the illegal activity associated with the sale and consumption of alcohol, and as one element in the City's efforts to reduce homelessness. 3.
