The City Council of the City of East Wenatchee do ordain as follows: Section 1: Exhibit: The attached Exhibit A to this ordinance includes the monthly base salary schedule within a seventeen-step salary plan for non-bargaining/non contract employees; the monthly base salaries to be paid to temporary part-time employees based upon an hourly rate and actual hours worked; and the monthly salaries to be paid to the officials of the City of East Wenatchee. Section 2: Salaries. The monthly base salaries to be paid to the officials and employees of the City of East Wenatchee reflected in the attached Exhibit A, with the exception of bargaining unit and contract employees, during the year 2015, shall be as follows: Legislative Department Mayor 4,895.61 Councilmembers 550.00 (600.00 effective 1/1/2016) Executive Secretary (.5FTE) 2,783.91 Municipal Court Court Administrator 5,497.27 City Clerk Department City Clerk 5,710.56 Finance Department City Treasurer 8,087.72 Accounting Asst (.5FTE) 2,783.91 Civil Service Chief Examiner/Secretary Law Enforcement Department Police Chief Asst Police Chief 66.00 per meeting as needed Additional assignments at $16.50 per hour 8,774.30 7,391.49 Community Development Department Community Development Dir 6,691.43 City Engineer Department City Engineer 7,487.14 Section 3: Severability. If a court of competent jurisdiction declares any provision in this Ordinance to be contrary to law, such declaration shall not affect the validity of the other provisions of this Ordinance. Section 4: Publication. The City Council directs the City Clerk to publish a summary of this Ordinance. The summary shall consist of the title of this Ordinance Section 5: Effective Date. This Ordinance becomes effective five days after the date its summary is published. Section 6: Short Title. This Ordinance shall be known as the 2015 Salary Ordinance and may be cited as such. Because the "Manual" refers to availability of a higher rate in the case when the employee's experience, training or proven capabilities warrant a higher salary, some consideration could be given for this factor, and had in 2013 and 2014. As in 2014, the step schedule has been increased for 2015 by the amount of a COLA of 1.9% (1.2% in 2014), as reflected in the Bureau of Labor Statistics September 2013 thru September 2014 CPI(W) for the West Urban Geographical Region. The City Council has established this CPI as appropriate for COLA measurements for City staff.
