ORDINANCE NO. 2010- No
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON
AUTHORIZING THE CITY TO PAY ITS CLAIMS OR OTHER
OBLIGATIONS BY CHECK, CONTAINING A SEVERABILITY CLAUSE,
AND ESTABLISHING AN EFFECTIVE DATE.
1. Recitals
a. Preamble. The City of East Wenatchee ("City") is a non -charter code City duly
incorporated and operating under the laws of the State of Washington; and
b. The City Council of East Wenatchee ("City Council") finds that it is in the best
interests of the City and its citizens to allow the City to pay its claims or other
obligations by check.
C. Allowing the City to pay by checks is a more convenient process for the City in
handling its banking needs and in handling the needs of the customers, merchants,
and suppliers with whom the City deals.
2. Authority. RCW 35A.40.020 authorizes the City Council, by ordinance, to adopt a
policy that allows the City to pay its claims or other obligations by check.
THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO ORDAIN AS FOLLOWS:
Section 1: Payment of claims or obligations of the City. The City Council authorizes the
City to pay its claims or obligations by check. PROVIDED, the City shall not
issue a check when the applicable fund is not solvent at the time payment is
ordered, but a warrant shall be issued therefor.
Section 2: Qualified public depository. The City Council designates Banner Bank as the
qualified public depository whereon the City must draw its checks. Banner Bank
is located at 255 Rock Island Road, East Wenatchee, Washington.
Section 3: Authorized Signatories. The City Council authorizes the following City Officers
and/or City employees to sign checks on the City's behalf: the Mayor,
Treasurer/Finance Director, Accounting Assistant, and the City Attorney. Two
signatures are required on all checks.
Section 4: Severability. If a court of competent jurisdiction declares any provision in this
Ordinance to be contrary to law, such declaration shall not affect the validity of
the other provisions of this Ordinance.

Section 5: Publication. The City Council directs the City Clerk to publish a summary of this
Ordinance. The summary shall consist of the title of this Ordinance
Section 6: Effective Date. This Ordinance becomes effective five days after the date its
summary is published.
