The City of East Wenatchee (CITY) desires to supplement the agreement entered into
with SCJ Alliance dated March 20, 2017, to provide Professional Engineering Services
for the Design and Construction Management of the 2017 Small Stormwater
Improvement Project.
The parties desire to modify said agreement as follows:
1. Amend Scope of Work
a. Phase 10 — Civil Engineering Consulting to Include an Additional Task:
Task 3 — Inspection Services $5,000
2. Amend Contract Paragraph 4 — Total Compensation: "The City will pay SCJ
Alliance $34,490 [for] performing the services set forth in paragraph 3. This
amount is the full compensation for all work performed; for all services rendered;
and for all labor, materials, supplies, and equipment, and incidentals necessary
to complete the services set forth in paragraph 3."
All other provisions in said agreement remain in full force and effect except as expressly
modified by this supplement.

Scope Overview
SCJ Alliance (SCJ) was tasked with the design and construction support of the 2018 Small
Stormwater Improvement project for Astor Court and Ashland Avenue. The original
contract agreement between SCJ and the City of East Wenatchee (City) had SCJ
supporting construction activities and the City providing field inspection services and
construction documentation.
When construction activities started, City staff availability decreased due to a Public Works
management vacancy. SCJ fulfilled the field inspection services and full construction
administration for the City during the construction phase. The project was completed on
time and resulted in zero change orders. All modifications to the design were resolved in
the field in a collaborative relationship between SCJ/City and the contractor.
SCJ completed all construction field inspection and construction documentation for the
project including material reviews, inspections, contract payment, and final construction.
The additional work completed by SCJ for the additional inspection services resulted in an
additional $5,000 in fee.
This amendment will add a new Task 3 — Inspection services to the existing Phase 10 — Civil
Engineering Consulting.
Original Contract Amount:
Phase 10 — Civil Engineering Consulting $17,000 T&M
Phase 20 — Geotechnical Services $6,050 T&M
Phase 30 — Survey $5,940 T&M
Phase 99 — Expenses $500 T&M
