Proclamation of Civil Emergency
On February 29, 2020, the Governor of the State of Washington proclaimed that a
State of Emergency exists in all counties in the State of Washington due to the
outbreak of COVID-19; and
On March 12, 2020, the Chelan -Douglas County Health Department declared, "At
least l2 of Washington State's 39 counties are now reporting COVID-19 cases and
our Health District shares a border with four of them, including the two most
affected counties in the nation. There are almost certainly cases already in our
communities, though they may be mild or non -symptomatic cases which are
invisible yet still able to infect others. We do not yet have lab -confirmed cases."
On March 13, 2020, President Trump issued a "Proclamation on Declaring a
National Emergency Concerning the Novel Coronavirus Disease (COVID-19)
Outbreak"
The City of East Wenatchee (City), under the leadership of the Mayor, has
implemented measures within City operations, services, and facilities to follow
current recommendations to slow the spread of COVID-19.
This incident is a threat to life and public health, which constitutes an
emergency, and demands ongoing and further emergency action; and
Public health, safety, and welfare are at risk such that further effort is needed
to continue and expand operations to reduce the threat; and
All available resources are committed to this event; and
The City may require supplemental assistance; and
The severity of this event may go beyond the capability of local resources; and

The provisions of RCW 38.52.070, East Wenatchee Municipal Code 9.12.010,
and other applicable law grant authority to the Mayor as contemplated in this
proclamation; and
The existing conditions warrant the proclamation of the existence of a civil
emergency.
NOW, THEREFORE, I, JERRILEA CRAWFORD, Mayor of the City of East
Wenatchee, do hereby proclaim that a civil emergency exists due to the COVID-19
pandemic, emergency operations are ongoing and in effect, and this necessitates
the utilization of emergency powers granted under RCW 38.52.070, EWMC
9.12.010, and all applicable law.
This proclamation shall remain in full force and effect until terminated by issuance
of a subsequent written order.
