WHEREAS the City of East Wenatchee and the Washington State Council of County and City
Employees, Council 2, AFSCME representing Local 846-W City of East Wenatchee Municipal Employees
are currently working under the 2017-2019 Collective Bargaining Agreement (CBA) and;
WHEREAS a Regular Part -Time Employees is defined in the above referenced document as "an
employee who regularly works less than forty hours a week. Those benefits normally paid and/or
provided to regular employees by the City will be paid and/or provided to regular part-time
employees on a prorated basis. For example, a regular part-time employee who works 20 hours per
week will receive 50% of the City paid benefits, and 100% mandated benefits per State and Federal
Law and;
WHEREAS Article 14.1 of the above referenced document states "The City recognizes the following
days as paid holidays for regular, full and part-time employees covered by this Agreement: New Years
Day, Presidents Day, Memorial Day, Fourth of July, Labor Day, Veterans' Day, Thanksgiving Day, Day
after Thanksgiving, Christmas Day and Two Floating Holidays" and;
WHEREAS Article 15.2 of the above referenced document states "Vacation leave with pay is computed
at the same rate according to the time actually worked allowed to eligible regular part-time employees
and;
WHEREAS Article 16.1 of the above referenced document states "A regular employee accumulates sick
leave at the rate of eight hours for one full month's service" and;
WHEREAS it has been recently determined the City calculates benefit awards for Regular Part -Time
Employees according to time actually worked for all above referenced benefits (Holiday, Vacation, Sick
Leave) and;
WHEREAS the above reference CBA specifically states "...a regular part-time employee who works 20
hours per week will receive 50% of the City paid benefits, and 100% mandated benefits per State and
Federal Law" and "Vacation leave with pay is computed at the same rate according to the time actually
worked allowed to eligible regular part-time employees".
WHEREAS on November 20, 2019 the parties have met and conferred regarding CBA language
interpretation.
THEREFORE BE IT AGREED a regular part-time employee who works 20 hours per week will receive
50% of the City paid benefits (Sick Leave, Holidays). Vacation leave with pay shall be computed at the
same rate according to the time actually worked allowed to eligible regular part-time employees and;
IN WITNESS WHEREOF, the parties indicate their agreement to abide by the terms and conditions set
forth above by their signatures set forth below.
