HomeMy WebLinkAbout9/19/2017 - City Council - City Council Meeting Minutes - Nick Gerde, Finance Director DRAFT Council Workshop Meeting Minutes Tuesday, September 19, 2017, 5:30 PM Location: Council Chambers The meeting was called to order by Mayor Lacy at 5:30 PM. Those in attendance included Mayor Steve Lacy; Councilmembers Wayne Barnhart, Chuck Johnson, Tim Detering, Jerrilea Crawford, John Sterk, Sandy McCourt, and Harry Raab; City staff Lori Barnett, Community Development Director, Maria Holman, City Clerk, Greg Pezoldt, City Engineer, and Nick Gerde, Finance Director. One public citizen, Shayne Magdoff, also attended. Councilmember Wayne Barnhart was the moderator for the meeting and followed the agenda that had been distributed prior to the meeting, as follows: 1. Multi-year Cash Flow Analysis for Financial Planning Purposes Primary Assumptions: Finance Director Gerde distributed cash flow schedules including operating revenue, operating costs, resulting net cash flow, capital and street project revenue, capital and street project expenditures and net cash flow. The schedule included the years 2017 estimated actual results and forecasts for each of the years 2018 thru 2023. Gerde provided an explanation of the sources and development of operating revenue and expenditures, and some of the dynamics of how they change over time. An explanation of the capital revenue and expenditures was also provided, noting that the source of information is the 2017 Transportation Improvement Plan provided to WSDOT each year. Discussion ensued. Mayor Lacy pointed out that he had prompted development of the information for the express purpose of providing NICK A. Discussions included the annual levels of cash flow, the Gateway Project, Public Works Facilities, 10th Street NE Reconstruction, Kentucky Avenue Reconstruction and others. City Engineer Pezoldt provided an explanation of projecting grant revenue for specific street projects from the primary sources of the State TIB or the Federal STP. 2. Annexations: Councilmember Detering had asked for this agenda item discussion. Both he and Councilmember Barnhart voiced their advocacy for the geographical area of Kentucky Avenue South to the River, and west-Northwest back to 3rd St. SE. Discussion ensued about the economic motivations, composition of residential developments, business areas in that area, and timing sooner than later. Mix of residential and business mix and the need for analysis of streets was also discussed. Lori Barnett provided information on the annexation factors and processes to accomplish an annexation. Mayor Lacy provided an historical view of the City’s annexation history. Consensus was to begin sooner than later on the initial analysis stage of considering an annexation. 3. City Hall Security – Staff requested this agenda item in response to a feeling that prior plans had not been accomplished and appeared stalled. Councilmember Barnhart re-stated the availability of our insurance carrier to provide an evaluation and assist in developing a plan for increased security. Mayor Lacy provided a plan to include a working group including himself, the insurance representative, one City staff person and one Councilmember. Consensus was achieved. 4. After prompting from Councilmember Barnhart, no other items were identified for discussion at this meeting. The meeting was adjourned at 6:55 PM. Respectfully submitted Nick Gerde, Finance Director
