ROLL CALL Mayor Steven C. Lacy Councilmember Harry Raab Councilmember Frank Collings Councilmember Wayne Barnhart Councilmember Tim Detering Councilmember Chuck Johnson Councilmember Sandra McCourt — Excused Councilmember George Buckner EMPLOYEES IN ATTENDANCE Community Development Director Lori Barnett City Attorney Devin Poulson City Clerk Dana Barnard Public Works Director Greg Pezoldt Finance Director Nick Gerde Police Chief Randy Harrison Officer James Marshall Officer Eldon Chowning PUBLIC COMMENT(S) Karen Russell, President of the Wenatchee Valley Museum and Cultural Center Board, thanked City Council, Staff, and everyone involved for helping create the proposed Contract for regionalization of the Museum. She stated they have successfully hired a very experienced gentleman from Albuquerque, NM to be the new Director of the Wenatchee Valley Museum and Cultural Center. Linda Belton, Executive Director with Small Miracles - a Wenatchee Valley non-profit organization with a mission to ensure that no child is hungry in our community said this is a project which provides funding, resources, and awareness to make sure kids in Eastmont School District and the Wenatchee Valley do not go without food when school is out. She asked the City of East Wenatchee to be involved by getting the word out, and educating families. She noted that the lunches start at 12:00 noon during the summer months. The East Wenatchee sites are Rock Island Community Park, Kenroy Park, Clovis Point Intermediate School, Lee Elementary, Grant Elementary, and the Douglas County Community Park at Shelter 1. The meals are state mandated sack lunches having five components in every lunch to be considered nutritious. She said this year they will be teaming up with the Wenatchee School District who will be prepping all the meals, using the Farm to School Program that will ensure fresh produce, and support local farmers. Linda said the State reimburses them for a portion ofthe lunches, but they fund raise most of the year to make up the difference. Councilmember Detering said he is the President of the Board of Directors for the Small Miracles UProgram. He said the program has been so successful in East Wenatchee that the State asked if they could take on Wenatchee as well, so this is a program that is rapidly expanding, and reaching out. CITY OF EAST WENATCHEE COUNCIL MINUTES APRIL 28, 2015 Linda Belton stated kids that are on free and reduced lunch during the School year make the program possible, but it is open to any child from 1-18 years of age. She said this year they are expanding even further to include hungry parents as well. MAYORS REPORT Mayor Lacy noted there is a Transportation Benefit District (TBD) meeting prior to the City Council meeting on May 12, 2015 at 6:00 p.m. Mayor Lacy said that May 13, 2015 is the Peace Officers Appreciation Luncheon and Peace Officer Awards — Memorial Ceremony being held on the lower floor in the Orchard Exhibit Room at the Wenatchee Convention Center at 11:15 a.m.-1:30 p.m., sponsored by the Greater Wenatchee Sunrise Lions Club. He said this is a great opportunity to pay tribute to those who have sacrificed their lives, and recognize a member of each law enforcement agency in the valley for exemplary service for the past year. Mayor Lacy said on Thursday, April 30, 2015 at 4:00 p.m. the Welcome for the Japanese Delegation will be held at Pybus Market in Wenatchee, following that, there will be a Welcome Dinner for the Delegation at the Wenatchee Valley Museum and Cultural Center at 6:00 p.m. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner, to approve the Consent Calendar as presented. The motion carried, 6-0. 1. Consideration of Minutes — Regular Session, April 14, 2015 2. Consideration of Payables i. 2015 Payables — As of this date, April 28, 2015, Council does approve check numbers 43243, and 43263 through 43324 in the total amount of $131,677.95. No payables checks were voided. ORDINANCE(S) 15-03-01 Second reading of Ordinance 2015-06 establishing an Alcohol Impact Area to mitigate problems with chronic public inebriation and other illegal and deleterious activities linked to the consumption of high alcohol content beverages within a specific geographic area of the city. Presented by: Devin Poulson, City Attorney Devin said he invited the owners of the five businesses that sell alcohol for off -premise consumption to attend the meeting, none were present. He said the Alcohol Impact Area would encompass an area from the Douglas County PUD to the north and Third Street S.E. to the south, and include Highway 28 and Valley Mall Parkway. He said this is the initial phase in which businesses within the new "alcohol impact zone" will first be asked to voluntarily curtail the sale of 10 alcoholic beverages, then after six months if the voluntary ban has not alleviated the problem, the city can petition the state Liquor Control Board to make it mandatory. If it is mandated, the businesses would be required to stop selling those drinks or risk losing their liquor license. CITY OF EAST WENATCHEE COUNCIL MINUTES APRIL 28, 2015 Devin listed the products that we will ask licensee's to give up selling voluntarily: Anheuser Busch Inc — Hurricane, Anheuser Busch Inc. — Natty Daddy, City Brewing Co. — Earthquake, Colt 45 — Blast, Five Star Brewing Co. — High Gravity, MillerCoors — Olde English 800, and Steele Reserve, Pabst Brewing Co. — Schlitz High Gravity, and United Brand Co. — Joose, and Stack High Gravity. Council Action: A motion was made by Councilmember Detering, second by Councilmember Raab, to approve Ordinance No. 2015-06 creating an Alcohol Impact Area. The motion carried, 6-0. Ordinance No. 2015-06 An Ordinance of the City of East Wenatchee creating an Alcohol Impact Area. RESOLUTION(S) 15-04-05 Resolution No. 2015-09 authorizing the Mayor to sign a JOINT AGREEMENT BETWEEN THE CITY OF WENATCHEE, THE CITY OF EAST WENATCHEE, AND THE WENATCHEE VALLEY MUSEUM AND CULTURAL CENTER Presented by: Steven C. Lacy, Mayor Council Action: A motion was made by Councilmember Buckner, second by OCouncilmember Barnhart, to approve Resolution No. 2015-09; and to further authorize the Mayor to sign the proposed joint Agreement. The motion carried, 6-0. Resolution No. 2015-09 A resolution of the City of East Wenatchee, Washington authorizing the Mayor to sign a JOINT AGREEMENT BETWEEN THE CITY OF WENATCHEE, THE CITY OF EAST WENATCHEE, AND THE WENATCHEE VALLEY MUSEUM AND CULTURAL CENTER COUNCIL REPORT(S) Councilmember Johnson asked that a question and answer be recorded in the minutes, and asked that Greg Pezoldt, nor anybody in the Staff, take this as anything personal. Question: He said he was asked if the City of East Wenatchee, Greg Pezoldt and Staff, the County, or anyone else Greg knows of, have ever made a deal much more enjoyable or advantageous to Mr. Clyde Ballard, 19t' and Baker Street, then what was offered to the Wenatchee Golf and Country Club. Answer: Greg Pezoldt, Public Works Director/City Engineer, said to his knowledge the only work done on that project had been done prior to 2008 by Douglas County. He said in looking at the preliminary Plans it looks as though the impacts are shared pre -equally between the Golf Course and the Ballard property. He said our project, which has / nothing to do with the work done previously by the County, is not that far along, there is nothing on paper, no ideas, and no discussions have taken place with either party. CITY OF EAST WENATCHEE COUNCIL MINUTES APRIL 28, 2015 Mayor Lacy noted that the Transportation Improvement Board (TIB) invited us to appear before their board if we were not going forward with the Baker Avenue Project jointly with Douglas County to explain the reasoning for that decision. He said from a financial point of view it does not make sense in terms of the amount of contribution we would have to make from our Capital Budget on that project, so we are going forward with notifying the TIB to communicate to them our decision to not go forward with the project jointly with Douglas County. Councilmember Detering inquired about the status of the Purchase and Sale Agreement for the Gateway Project. Mayor Lacy stated that the Agreement has been signed, and closing is scheduled for September 30, 2015. He said he is waiting to hear from the Department of Transportation (DOT) on the study they are engaged in with respect to the traffic patterns in that area. Councilmember Raab asked if the Department of Transportation (DOT) has been informed of the new apartment complex going in on 9t' Street, because there will most likely be a lot more traffic. Community Development Director Lori Barnett said it was discussed with regards to the traffic analysis. Councilmember Johnson reminded Council of the Association of Washington Cities (AWC) 2015 Annual Conference being held June 23-26, 2015. ADJOURNMENT 7:10 p.m.
