PUBLIC COMMENT(S)
Greg Pezoldt, Public Works Director, said we received a Federal Surface Transportation Program (STP)
grant through the Chelan Douglas Transportation Council (CDTC) for the Highline Drive Project earlier
in the year for $743,900, and we just received a Transportation Improvement Board (TIB) grant for the
Highline Drive/Grant Road to 31d Street SE Project in the amount of $1,891,566. Therefore the City will
not have to contribute any funds to the Project. Mr. Pezoldt noted that the design and right-of-way
acquisition for the Highline Drive Project will be done in 2016, and construction done in 2017.
Mr. Pezoldt said we also received a Fiscal Year (FY) 2017 Arterial Preservation Program grant through
the Transportation Improvement Board (TIB) in the amount of $569,250 for repaving a portion of IIffi
Street from Valley Mall Parkway to Baker Street, and 19t" Street from Highway 28 to Eastmont Avenue.
BUDGET ISSUES
Nick Gerde, Finance Director — Report from the November 19, 2015 Budget Committee Meeting
Finance Director Nick Gerde noted that the 2016 budget has been revised. He reviewed the following
additions to the Community Development Department Budget;
• Office Supplies — An increase for Code Compliance from $1,800 to $2,100, and Planning from
$500 to $1,000.
• Professional Services — The Community Development Block Grant (CDBG) Annual Action Plan,
increasing Revenue and Expenditure from $8,074 to $18,074 each.
• Fuel Consumed — A new City car for the Planning Department to be used more often, which will
increase the Fuel Consumed budget from $100 to $250.
Mr. Gerde said the first reading of Ordinance No. 2015-23 is on the agenda for this meeting.

DEPARTMENT REPORT(S)
Nick Gerde, Finance Director — Financial Report for the month of October 2015
Finance Director Nick Gerde distributed and reviewed the Financial Report for October 2015, which
included a brief narrative of financial results for the ten months of 2015; Financial schedules of Revenue,
Expense and Changes in Fund Balances for the month and ten months ending October 2015; a Monthly
Revenue Report and Monthly Expenditure Report for October 2015.
Mayor Lacy requested that newly elected Councilmember Sterk get a copy of the new Preliminary
Budget, so he can become familiar with that.
MAYOR'S REPORTS
Mayor Lacy congratulated Councilmember's McCourt, Raab, Detering, and Sterk for their re-election and
election beginning January 1, 2016.
Mayor Lacy gave a reminder of the City Christmas Lighting Ceremony being held on December 3, 2015
at 6 p.m. He also noted that the Budget Committee meeting being held on December 3, 2015 will be
cancelled.
Mayor Lacy said City Staff are discussing issues regarding the possible offer by Douglas County to sell
its 2nd Street property to the City of East Wenatchee. He added it will require more due -diligence before
any recommendations are made. Councilmember Detering said that if Mayor Lacy forms an Official
Committee to look into the purchase of County property he would be interested in participating. Mayor
Lacy said that as soon as we are in a position to involve any Elected Officials he will do that.
Mayor Lacy said it is encouraging news that we received two new Transportation Improvement Board
(TIB) grants for the Highline Drive Project, and for repaving portions of 11`i' and 19t' Street. He said he
will have a discussion with Jeff Wilkens and the Department of Transportation (DOT) about how this
additional TIB grant funding could affect the City, DOT, and STP's abilities going forward, and possibly
change the outcome or timing of the Valley Mall Parkway/9"' Street NE and SR 28/9 h Street NE Project.
CONSENT CALENDAR
Items listed below were distributed to Councilmember's in advance for study and were enacted in one
motion.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner,
to approve the Consent Calendar as presented. The motion carried, 7-0.
1. Consideration of Minutes — Regular Session, November 10, 2015
2. Consideration of Payables
i. 2015 Payables — As of this date, November 24, 2015, Council does
approve check numbers 44659 through 44662, 44682 through 44684,
and 44687 through 44739 in the total amount of $461,949.94. No
payables checks were voided.
PUBLIC HEARING
15-11-04 A Public Hearing for the purpose of fixing the 2016 Final Budget, which has been filed
with the City Clerk. A copy thereof will be furnished to any taxpayer by
contacting the City Clerk's office. Any taxpayer may appear and be heard for or
against any part of the budget.

Mayor Lacy opened the Public Hearing at 6:57 p.m. Hearing no comments Mayor Lacy
closed the Public Hearing at 6:57 p.m.
ORDINANCE(S)
15-11-05 First reading of an Ordinance of the City Council of the City of East Wenatchee,
Washington, fixing and confirming the salaries and compensation to be paid to
certain officials and employees of the City of East Wenatchee during the year 2016.

Mayor Lacy read the first reading of Ordinance No. 2015-21.
Mayor Lacy said salaries and compensation are in line with our Labor Contracts, and
they involve a 2.5% increase for those who are not compensated through a Union
Contract, unless their Contract does not call for an increase in this budget year, in which
case there would not be an increase.
15-11-06 First reading of an Ordinance of the City Council of the City of East Wenatchee,
Washington, adopting the annual budget of the Greater East Wenatchee Stormwater
Utility City for the fiscal year commencing January 1, 2016.

Mayor Lacy read the first reading of Ordinance No. 2015-22.
Greg Pezoldt reviewed some highlights of the Stormwater Utility 2016 Budget, and
recommended not elevating to second reading due to a small error in the Revenues Total
amount, which has been corrected, but does not reflect in the packet. He said the amount
in the packet, $2,779,859, should be over $2.8 million, and will be corrected in the next
Council meeting packet.
15-11-07 First reading of an Ordinance of the City Council of the City of East Wenatchee,
Washington, adopting the annual budget of the City for the fiscal year commencing
January 1, 2016.

Mayor Lacy read the first reading of Ordinance No. 2015-23.
Councilmember Johnson asked Mayor Lacy to explain what a Second Reading is for the
prospective Councilperson.
Mayor Lacy said City Policy requires us to look at and consider things twice with a first
and second reading to give the Council an opportunity to review it, suggest changes, etc.
before they decide to pass it. He said a motion by a Councilmember can be raised to
second reading and passed at any time, but the Policy also gives him the opportunity to,
without objection, elevate to second reading.

ACTION ITEMS)
15-01-08 Authorization for the Mayor to enter into a contract with Flooring America for
installation of new carpet in the Public Library.
Presented by: Greg Pezoldt, Public Works Director
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Johnson, to approve the quote from Flooring America in the amount of
$7,028.83; and to further authorize the Mayor to sign any required Contract or
Agreement with Flooring America. The motion carried, 7-0.
COUNCIL REPORT(S)
Councilmember Raab expressed his concerns regarding a Proposal by Waste Management to stage a
garbage site in Entiat that would transfer garbage containers from rail to trucks for final transport to the
Landfill near East Wenatchee. He requested that the City of East Wenatchee support Entiat in their
opposition to the Proposal.
Mayor Lacy said the City of Wenatchee has authorized Mayor Kunz to write a letter to Snohomish
County Officials specifically calling attention to Wenatchee's opposition to the Proposal by Waste
Management. He said it is the prerogative of the City Council and other Legislative bodies to take
positions on things like this if they choose. Mayor Lacy said he would be happy to, on behalf of the City
Council and the City of East Wenatchee, sign such a letter, and would ask Legal Counsel to draft one.
Council Action: A motion was made by Councilmember Raab, second by Councilmember Johnson, to
have the City take a position, by letter, opposing the Proposal of Waste Management for the intent of
garbage transfer in the City of Entiat. The motion carried, 7-0.
Mayor Lacy said an Employee Appreciation Luncheon will be held December 15, 2015 at 12 p.m., and
asked Councilmembers to give all donations for the Luncheon to Councilmember McCourt.
At 7:30 p.m. Mayor Lacy called a five minute Executive Session regarding Potential Litigation, with
action to be taken after.
Council reconvened at 7:35 p.m.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart,
to authorize a settlement offer to David Waller for an Insurance Claim against the City of East Wenatchee
in the amount of $1,725. The motion carried, 7-0.
