LACY, PRESIDING AUGUST 25, 2015 6:30 P.M. ROLL CALL Mayor Steven C. Lacy Councilmember Harry Raab Councilmember Frank Collings Councilmember Wayne Barnhart Councilmember Tim Detering Councilmember Chuck Johnson Councilmember Sandra McCourt - Absent Councilmember George Buckner EMPLOYEES IN ATTENDANCE City Attorney Devin Poulson City Clerk Dana Barnard Finance Director Nick Gerde Public Works Director/Engineer Greg Pezoldt Assistant Police Chief Dan Reierson Clerical Assistant Shawn Murison AUGUST 25, 2015 PRESENTATIONS) Jim Russell, member of the Wildfires and Us Advisory Committee, gave a presentation regarding a request for funds to support the "Wildfires and Us" Project in the North Central Washington Wenatchee Valley Museum & Cultural Center. Mr. Russell said the Wildfires and Us Advisory Committee is requesting support from Regional organizations to achieve the goal of a museum exhibit to explain and educate people about the science behind wildfires. Mr. Russell said the traveling exhibit will be designed based on the Museum's wildfire exhibit, including photographs and videos of current wildfire disasters. He noted that the open house for the traveling exhibit at the Museum will start September 1, 2015, and be displayed until November 21, 2015. He said the overall budget for the exhibit, public programming, and summit is $95,000, and they have funding commitments from a number of sources throughout the community, as well as matching grant funds, which leaves them with a fundraising goal of $46,000. He noted a "Wildfires and Us" summit will be held at the Performing Arts Center (PAC) on November 9, 2015, to summarize the state of knowledge about wildfire issues in the region, create an opportunity for questions and dialogue about the issues, build partnerships and a unified call for action, and provide program booths to resources and assistance, and awareness program and publications. Council Action: A motion was made by Councilmember Detering, second by Councilmember Buckner, to donate $1,500 towards the effort for the Wildfire and Us Advisory Committee to support the "Wildfires and Us" Project in the North Central Washington Wenatchee Valley Museum & Cultural Center. The motion carried, 5-1 (Johnson) CITY OF EAST WENATCHEE COUNCIL MINUTES AUGUST 25, 2015 PUBLIC COMMENTS Dan Jennings, property owner, 1435 N. Ashland Avenue, East Wenatchee, asked if the City had done anything to resolve the ongoing problem at 1451 N. Ashland Avenue with the garbage dumpster, located on the City right-of-way. Mayor Lacy asked Staff to contact Waste Management revoking our permission for the dumpster to be in the City right-of-way, to locate proper placement of said dumpster, and if they are unable to do so, then to remove the dumpster permanently. MAYOR'S REPORT Mayor Lacy gave an update on his trip to Misawa, Japan, and said there were some minor issues regarding transportation, miscommunication, and the parade cancellation due to weather. He noted that Misawa presented five Wenatchee Relief Fund donation Certificates, totaling $10,300, which was raised from the citizens of Misawa for the Wenatchee Sleepy Hollow fire relief, and will be sent by wire and administered through the Community Foundation of North Central Washington. Mayor Lacy said there will be a Transportation Benefit District (TBD) Board meeting September 8, 2015, at 6 p.m. prior to the City Council meeting. DEPARTMENT REPORT(S) Public Works Director Greg Pezoldt gave an update regarding the letter the City sent to the Regional Library requesting consideration of moving everything out of the library so the carpet could be replaced. Greg said that Librarian, Sandy Purcell, noted there are some volunteers available for moving all the books and furniture out of the library. However, they did not commit to the shelfing itself, so our crew could move those out. He added that he would like to complete this project in the first part of November 2015. Finance Director Nick Gerde reviewed the Financial Report for the month of July 2015. BUDGET ISSUES Finance Director Nick Gerde distributed and reviewed the Budget Committee Meeting Agenda, being held August 27, 2015 at 5:30 p.m. He noted that the bulk of discussions will surround Department Head participation in developing the budget. Councilmember Johnson noted that he will be able to attend the Budget Conunittee meeting. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner, to approve the Consent Calendar as presented. The motion carried, 6-0. 1. Consideration of Minutes — Regular Session, August 11, 2015 2. Consideration of Payables and Payroll i. 2015 Pa, a� — As of this date, August 25, 2015, Council does approve check numbers 44025 and 44076 through 44140 in the total CITY OF EAST WENATCHEE COUNCIL MINUTES ACTION ITEM(S) AUGUST 25, 2015 amount of $111,382.28. Payables checks 44074 and 44075 were voided. ii. 2015 July Payroll — As of this date, August 25, 2015, Council does approve check numbers 43849 through 43868, 43931 through 44024, and direct deposits on 7/16/2015 and 8/3/2015 in the total amount of $389,971.73. No payroll checks were voided. 15-08-03 Approval of a Professional Services Agreement for Archaeological Services for the French Avenue Project. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Johnson, second by Councilmember Detering, to approve a Professional Services Agreement for Archaeological Services for the French Avenue Project; and to further authorize the Mayor to sign the Agreement with Plateau Archaeological Investigations LLC, not to exceed $4,275. The motion carried, 6-0. 15-08-04 Approval of the selection of RH2 Engineers as the most qualified consultant and authorize city staff to negotiate a Consultant Agreement that determines the scope of work and cost of the design of the French Avenue Project. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Detering, second by Councilmember Barnhart, to approve the selection of RH2 Engineers as the consultant; and to further authorize city staff to negotiate a Consultant Agreement that determines the scope of work and cost of the design of the French Avenue Project. The motion carried, 6-0. 15-08-05 Approval of the selection of PACE Engineers as the most qualified consultant and authorize city staff to negotiate a Consultant Agreement that determines the scope of work and cost of the design of the Valley Mall Parkway LID Parking Lot Project. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Detering, second by Councilmember Raab, to approve the selection of PACE Engineers as the consultant; and to further authorize city staff to negotiate a Consultant Agreement that determines the scope of work and cost of the design of the Valley Mall Parkway LID Parking Lot Project. The motion carried, 6-0. COUNCIL REPORT(S) Councilmember Detering noted that the Chamber of Commerce meeting for August has been cancelled. He said there is an Advisory Committee meeting on August 26, 2015, regarding coordination of utilities and infrastructure at the North end area near the Odabashion Bridge, and a Master Plan for doing Environmental Impact Studies is in the process.
