Lacy Councilmember Sandra McCourt - excused Councilmember Wayne Barnhart Councilmember Tim Detering Councilmember Chuck Johnson Councilmember George Buckner Councilmember Harry Raab Councilmember Frank Collings EMPLOYEES IN ATTENDANCE Community Development Director Lori Barnett City Attorney Devin Poulson City Clerk Dana Barnard Finance Director Nick Gerde Public Works Director/Engineer Greg Pezoldt Clerical Assistant Shawn Murison Assistant Police Chief Dan Reierson 0 PUBLIC COMMENT(S) Dr. Nathan Scott, East Wenatchee, gave his prospective on fireworks, and expressed his concerns regarding how he was treated by a Douglas County Deputy Sheriff for parking in a bike lane on the July 4t' holiday after 10 p.m. He added that the City of East Wenatchee should take legal steps, with proper documentation prior to placing a ban on fireworks. Mayor Lacy gave a review of steps taken regarding the ban on fireworks and how the decision was made. He also noted that bike plans are supported by all members of the Chelan -Douglas Transportation Council by including bike lanes in new street projects. He noted the City Council may consider whether or not to pass a provision stating that parking is allowed during certain times. Councilmember Detering suggested developing location opportunities in East Wenatchee where people could gather to enjoy the regional fireworks display. Councilmember Johnson said he fully supports Mayor Lacy's decision with regards to encouraging people to not let off fireworks this year. Mayor Lacy suggested that Council consider revisiting the fireworks ordinance, to include a provision to ban fireworks in emergency situations. He noted that any changes to the ordinance would not take effect for one year from the date of adoption. Councilmember Raab said he has no objection to adding an emergency provision. However, he would like us to take the same stand that other Cities are taking regarding a ban on fireworks. CITY OF EAST WENATCHEE COUNCIL MINUTES JULY 14, 2015 M MAYORS REPORT City Hall Campus Infrastructure Mayor Lacy said the next Budget Committee meeting has been scheduled for July 30, 2015 with the City Hall Campus Infrastructure as the primary issue to be discussed. He noted that it is an open public meeting. Mayor Lacy said several options have been brought up by Staff, with regards to changes at the City Hall Campus. Public Works Director Greg Pezoldt will submit a proposal including some of those suggestions, and out of that there will be a solid recommendation for spending. Mayor Lacy said he will lead a 26 member delegation to Misawa on August 14, 2015, which will also include the Apple Blossom Royalty, and the Applarian Chancellor and spouse. He said the young Ambassadors will be introduced at the August 11, 2015 City Council meeting. DEPARTMENT REPORT(S) Nick Gerde, Finance Director — Financial Report for the month of June 2015. Finance Director Nick Gerde reviewed the Financial Report for the month of June 2015, noting that they should pay attention to the expenditure report, as cash balances have never been this high. He distributed and reviewed a draft of the Financial Plan to City Councilmembers, and said it will be discussed at the Budget Committee meeting. He asked Council to review the document and let him know of any comments or suggestions by the first Council meeting in August, so it can be placed on the Council Agenda for approval. Nick noted that there was an invoice for the City Hall Sidewalk Project that was not in the payables for this meeting, as we did not have a W9 on file for Smith Excavation as a vendor, which delayed the processing. He asked Council for permission to prepay this invoice. No objections were heard. Lori Barnett, Community Development Director — Aerial Photo Project Community Development Director Lori Barnett said that she and Greg have been working on a project that they have been talking to the County about for the last 4-5 months. She provided a brochure from Pictometry called "Aerial Intelligence for County Government" that is like nothing we have ever seen before, not only is it a high resolution aerial photo it has an aerial oblique, which means you can actually look at the building, do measurements from the building, and the resolution is based on how much you want in an area. She said the County is proposing to have the aerial photo flown for the entire County at 9" pixels, and 4" pixels for the urban area. This will give us a very high resolution photo that will help us when we are doing planning, and analyzing what is out there on the ground floor. Lori said they have put together a partnership that includes East Wenatchee, Storm Water Utility, Water District, Sewer District, PUD, RiverCom, the Assessor's Office, Transportation and Land Services Office, Elections, and Port. She said a majority of the expense will be paid by the County out of their various departments. She said the option they are looking at is to do one flight in 2015 for $164,000, with payments made for three years. The next flight would be scheduled for 2018 giving us two aerial flights over a six year period. She said if they can get all partners to agree they would like to schedule this in the fall after the leaves come off the trees, so they can get most of the resolution all the way down to the ground level. She noted the impact to each partner would be about $5,500 per year for three years for the first aerial CITY OF EAST WENATCHEE COUNCIL MINUTES DULY 14, 2015 photo, and the next one would be $6,800 per year for three years for the second photo flown in 2018, which is spread out over a six year period. Mayor Lacy said, without objection from Council, the City intends to participate in this project based on the number of participants. However, this will require a Budget Amendment, as no funds were appropriated for it this year. No objections were heard. Community Development Director Lori Barnett submitted a draft of the 2015-2019 Community Development & Housing Consolidated Plan and 2015 Annual Action Plan to Council along with a memorandum. She encouraged Council to review the document, and noted that a public hearing will be held on July 28, 2015, and August 11, 2015, to receive comments regarding the 2015-2019 Consolidated Plan and 2015 Annual Action Plan. Greg Pezoldt, Public Works Director — 2015 Construction Projects Status Report — July 2015 Councilmember Detering expressed concerns about the delays on certain projects, and asked if it had to do with inadequate staff for the amount of work the City is trying to accomplish. Greg said any delays to get the plans and specifications to the Department of Transportation (DOT) were not hindered at all by City Staff, our reviews are done promptly and given back to the consultant, so he does not believe there is a man power shortage within the City in the Public Works Department. Mayor Lacy said he is surprised about the delay on the Valley Mall Parkway Preservation Project, but it is due to a DOT requirement that came late in the game, and has nothing to do with City Staff. Councilmember Raab asked who makes decisions about round -a -bouts on 9ffi Street, and who determines if there will be a traffic signal or a round -a -bout. Greg said DOT will give a recommendation, and the City has the final determination on what will be built. He noted there will be engineering justifications for whatever recommendation DOT gives us. Councilmember Detering asked about the Gateway Project property, and when the tenant is required to vacate the property. City Attorney Devin Poulson said it was approved by Council for the tenant to be out by August 31, 2015. Councilmembers asked about painting City Hall this summer, or exploring other options such as aluminum siding, so that it does not need repainted in another ten years from now. Councilmember Johnson said he has brought it up several times about painting, and now it needs it again, so he would like to encourage staff to explore other options. Greg said a requirement of the Baker Project is fixing a fish barrier at the Sand Canyon crossing, which would cost about $400,000, and would be part of our project, so he has asked the Land and Water Resource Program Manager Tom Wachholder to explore the grant opportunities that would help us fund that portion of the project. He said Tom has been making a lot of phone calls and has talked to people from the Fish & Wildlife Department, and it turns out that they have a lot of different elements within that Agency. The Fish Habitat people are the ones pushing for the improvement of that fish passage, but the U actual fish people are saying they don't want fish in that creek. Community Development Director Lori Barnett said there is a site line, the water is coming from the Irrigation District the whole time the irrigation is on, and once that shuts off Sand Canyon is fed from a CITY OF EAST WENATCHEE COUNCIL MINUTES JULY 14, 2015 series of streams, and because it is Wenatchee river water little fish come through on the syphon, but the isolated fish populations that are coming from the irrigation water and thriving and living above that area are not coming from the Columbia river. Mayor Lacy does not recommend we spend $400,000 there to do an improvement on a fish barrier. No objections were heard. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. ACTION ITEMS) Q 15-07-01 Letter of Agreement between the City of East Wenatchee and Teamsters Union Local No. 760 to establish a workweek for Police Department Union Employees. Presented by: Devin Poulson, City Attorney Council Action: A motion was made by Councilmember Johnson, second by Councilmember Detering, authorizing the Mayor to sign the Agreement with Teamsters Union Local No. 760 to establish a workweek for Police Department Union Employees. The motion carried, 6-0. i COUNCIL REPORT(S) Councilmember Detering said he attended an Association of Washington Cities (AWC) convention titled "Keep Current with the TIB", led by Steve Gorcester, Director of the Transportation Improvement Board. He noted that changes are being made in a couple areas that he thought could be key to the City, such as; how they are going to be doing project scoring in each category, the projects will be picked based upon which project has the highest score for each of those categories, not just the highest composite score, and they are no longer limiting the projects you can submit to, you can now submit for residential Streets if they meet the scoring. He suggested applying for the TIB grants for 10t' Street, because we have been struggling to get funds for it. Councilmember Johnson said that when the AWC convention first planned on coming to the Wenatchee Valley they anticipated 323 City Representatives in attendance, and the final figure was 468, so it was substantially well attended. He said he participated in an Education Committee, which had a discussion afterwards about how the convention went, and most of it seemed to be very positive. He said the attendees were effusive in their praise of the Wenatchee Valley, including East Wenatchee.
