ROLL CALL Mayor Pro Tempore Wayne Barnhart Councilmember George Buckner Councilmember Frank Collings Councilmember Harry Raab Councilmember Tim Detering Councilmember Sandra McCourt Councilmember Chuck Johnson EMPLOYEES IN ATTENDANCE Police Chief Randy Harrison City Clerk Dana Barnard Community Development Director Lori Barnett City Attorney Devin Poulson Finance Director Nick Gerde Public Works Director/Engineer Greg Pezoldt Executive Secretary/Accounting Assistant Teresa Allen QClerical Assistant Shawn Murison DEPARTMENT REPORT(S) Greg Pezoldt, Public Works Director, gave a report on the Baker Avenue and Highline Drive projects, noting the City's cost of the projects, funding strategies for Highline and how it would impact the Baker Avenue Project, and timing to complete the projects. He asked Council for direction on which project they felt was the higher priority for completion. Following discussion related to Mr. Pezoldt's report, Council agreed by consensus to have Mr. Pezoldt work with an Engineer and Finance Director Nick Gerde to put together a plan to complete both projects and bring it back for approval of the Council. MAYORS REPORT Mayor Pro tempore Barnhart noted that Mayor Lacy is not able to attend the Hispanic Chamber of Commerce Banquet and asked if a Councilmember would be willing to attend the event. Councilmember Detering said he would attend the Banquet being held on June 19, 2015. BUDGET ISSUES Nick Gerde, Finance Director, reviewed the minutes from the May 21, 2015 Budget Committee meeting in which they discussed the Gateway Project and made a decision to come up with a plan for the entire property rather than just the service station area, projects within and around the City Hall campus, and a budget amendment ordinance. Mr. Gerde said he would like to add to the discussion regarding the Highline and Baker Avenue noting that there are several choices the Council can consider to complete both projects. In order to enable a logical financial evaluation, both projects need to be evaluated in terms of when they start and finish, and CITY OF EAST WENATCHEE COUNCIL MINUTES JUNE 9, 2015 determination of costs incurred over the project life. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Collings, to approve the Consent Calendar as presented. The motion carried, 7-0. 1. Consideration of Minutes — Regular Session, May 26, 2015 2. Consideration of Payables i. 2015 Pa, a� — As of this date, June 9, 2015, Council does approve check numbers 43521 thru 43567 in the total amount of $62,206.74. No payables checks were voided. ORDINANCE(S) 15-06-01 First reading of an Ordinance of the City of East Wenatchee, Washington amending Ordinance Number 2014-15 which set the City of East Wenatchee 2015 Budget. Presented by: Nick Gerde, Finance Director Mayor Pro tempore Barnhart elevated the Ordinance to a second reading, without objection. Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt, to approve Ordinance No. 2015-15 amending Ordinance No. 2014-15 which set the East Wenatchee 2015 budget. The motion carried, 7-0. Presented by: Devin Poulson, City Attorney Mayor Pro tempore Barnhart elevated the Ordinance to a second reading, without objection. Council Action: A motion was made by Councilmember Detering, second by Councilmember Johnson, to approve Ordinance No. 2015-16 lowering the penalty for consuming alcohol in public from a misdemeanor to an infraction by amending section 9.04.030 of the East Wenatchee Municipal Code. The motion carried, 5-2. (McCourt, Raab) 01) CITY OF EAST WENATCHEE COUNCIL MINUTES JUNE 9, 2015 Ordinance No. 2015-16 Ordinance of the City of East Wenatchee lowering the penalty for consuming alcohol in public from a misdemeanor to an infraction by amending section 9.04.030 of the East Wenatchee Municipal Code. ACTION ITEMS) 15-06-04 Approval of a Beer Garden Agreement with Clearwater Steakhouse and Saloon allowing them to use part of the City's right-of-way. Presented by: Devin Poulson, City Attorney Council Action: A motion was made by Councilmember Detering, second by Councilmember Collings, authorizing the Mayor to sign the agreement allowing the Clearwater Steakhouse and Saloon to use part of the City's right-of-way during the Parkway Pile -Up event. The motion carried, 6-0. City Attorney Poulson said he has an unscheduled item relating to the City website. He said there has been hesitation by citizens to use the City's website to input personal information, as the website does not have a security certificate. He noted that the City's Website provider could purchase the security certificate and integrate it into the City's Website for a cost of $1,000. He said an agreement for this service would be included on the next Council agenda. RESOLUTION(S) 15-06-03 A Resolution of the City of East Wenatchee, Washington adopting a Six -Year Transportation Improvement Program for 2016-2021. Presented by: Greg Pezoldt, Public Works Director. Council Action: A motion was made by Councilmember Collings, second by Councilmember Buckner, adopting the Six -Year Transportation Improvement Program for 2016-2021. The motion carried 7-0. COUNCIL REPORT(S) Councilmember Johnson said he appreciates what Councilmember Barnhart brought up at the last meeting regarding some of the structures, equipment, and the area on the north side of the City Hall campus. He said he would like to see more effort put into making the front of City Hall more beautiful with a nice lawn, flowers, etc. Councilmember Detering said since our job is to set the strategic direction of the City he would like Council to consider having another retreat or meeting in the fall to discuss considering a cohesive annexation policy regarding what type of criteria we need to look at, review the homeless and indigent problems we have been having, and business recruitment.
