ROLL CALL Mayor Steven C. Lacy Councilmember George Buckner — Excused Councilmember Frank Collings Councilmember Harry Raab Councilmember Tim Detering Councilmember Wayne Barnhart Councilmember Sandra McCourt Councilmember Chuck Johnson EMPLOYEES IN ATTENDANCE Community Development Director Lori Barnett City Attorney Devin Poulson City Clerk Dana Barnard Public Works Director/Engineer Greg Pezoldt Police Chief Randy Harrison Clerical Assistant Shawn Murison OPUBLIC COMMENT(S) Sally Brawley, Director, Eastmont Metro Parks & Recreation, announced an open invitation to participate in the Bike Rodeo being held at the Eastmont Aquatic Center parking lot on May 30, 2015 from 9:00 - 10:30 a.m. She noted that this is an educational event that teaches bicycle and road safety, and will include an obstacle course, free helmets and goodie bags, as well as bike and helmet inspections. Ms. Brawley gave an update regarding the Pool Restoration Project, which included several repairs and updates to the locker rooms. She said they have received estimates on a splash pad, and a meeting is scheduled for June 2, 2015, to discuss several ideas including the possibility of a dog park. MAYORS REPORT Mayor Lacy said he met with Dave Schwab, Veterans Group, who inquired about allowing a Veteran's Memorial to be included in the design of the Gateway Project. Mayor Lacy said he will have a discussion with the Budget Committee about expanding the Gateway area to include a Memorial. Councilmembers also discussed other areas that could be possible locations for the Memorial. Mayor Lacy noted that former Councilmember Larry Frack has passed away. Councilmember Barnhart suggested sending a memorial. City Attorney Devin Poulson said that City Council has rejected that idea in the past. Councilmembers agreed by consensus to participate in sending a private memorial, with Councilmember Barnhart taking care of the arrangements. Mayor Lacy noted that the Wenatchee Valley Museum & Cultural Center Board was looking for an (� attorney to serve on the Board. Therefore, he has appointed Stuart Smith, an East Wenatchee Attorney to serve on the Wenatchee Valley Museum & Cultural Center Board, representing the City of East Wenatchee. CITY OF EAST WENATCHEE COUNCIL MINUTES May 26, 2015 Mayor Lacy said that during the Budget Committee meeting held on May 21, 2015, they discussed the Space Needs Assessment. He said he would like Councilmembers to review the document to ensure a more thorough discussion can be had about what the assessment found, and whether we are still in need of space in these areas or whether we need to reevaluate the issues. This will allow the City to plan for growth needs and funding. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Detering, second by Councilmember Johnson, to approve the Consent Calendar as presented. The motion carried, 6-0. 1. Consideration of Minutes — Regular Session, May 12, 2015 2. Consideration of Payables 3. Contract with Davis Shows Northwest for the Wings and Wheels Festival. PUBLIC HEARING(S) 15-05-04 A public hearing to accept testimony regarding Amendment #1 to the " City of East Wenatchee 2014 Annual Action Plan" in accordance with the requirements of the U.S. Department of Housing and Urban Development Regulations at 24 CFR Part 91 and the ® City's Citizen Participation Plan. Dilly and Lauren S. Reynolds to waive public improvements on N. Devon Avenue associated with a 2-lot residential short plat. Presented by: Lori Barnett, Community Development Director Mayor Lacy opened the public hearing at 6:53 p.m., hearing no public comments Mayor Lacy closed the public hearing at 6:53 p.m. ACTION ITEMS) 15-05-06 Consideration of a request by Sam E. Dilly and Lauren S. Reynolds to waive public improvements on N. Devon Avenue associated with a 2-lot residential short plat. Presented by: Lori Barnett, Community Development Director Council Action: A motion was made by Councilmember Barnhart, second by Councilmember McCourt, to approve waiving public improvements on N. Devon Avenue associated with a 2-lot residential short plat. The motion carried, 6-0. CITY OF EAST WENATCHEE COUNCIL MINUTES May 26, 2015 1 5-05-07 Approval of a Supplemental Agreement No. 2 with R 42 Engineering for the 3`d Street Storm Water Retrofit Project. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Detering, second by Councilmember Collings, to approve Supplemental Agreement No. 2 with RH2 for the P Street Storm Water Retrofit Project. The motion carried, 6-0. ORDINANCE(S) 15-03-08 First reading of Ordinance No. 2015-14 adopting proposed text amendments to the East Wenatchee Code, Title 17 — adopting regulations on marijuana related uses; permitting production, processing and retailing of marijuana as regulated pursuant to Washington State Initiative No. 502 in certain commercial and industrial zoning districts; and prohibiting medical cannibas collective gardens in all zoning districts of the City. Presented by: Lori, Barnett, Community Development Director Mayor Lacy elevated Ordinance No. 2015-14 to a second reading, without objection. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart, to approve Ordinance No. 2015-14 adopting proposed text amendments to Title 17, and adding a new Chapter 17.60 to the East Wenatchee Code. The motion carried, 6-0. Ordinance No. 2015-14 An Ordinance of the City of East Wenatchee amending the East Wenatchee Municipal Code in Section 17.08.063, Section 17.66.050, and adding a new Chapter 17.60 adopting regulations on marijuana related uses; permitting the production, processing and retailing of marijuana as regulated pursuant to Washington State Initiative No. 502 in certain commercial and industrial zoning districts; prohibiting medical cannabis collective gardens in all zoning districts of the city; repealing Ordinance No. 2014-01; entering legislative findings; providing for severability; and establishing an effective date. RESOLUTION(S) 15-03-09 A Resolution of the City of East Wenatchee, Washington, adopting Amendment #1 to the "City of East Wenatchee 2014 Annual Action Plan" in accordance with the requirements of the U.S. Department of Housing and Urban Development Regulations at 24 CFR Part 91 and establishing an effective date. Presented by: Lori, Barnett, Community Development Director Council Action: A motion was made by Councilmember Detering, second by Councilmember Barnhart, to approve Resolution 2015-11 adopting Amendment #1 to the "City of East Wenatchee 2014 Annual Action Plan". The motion carried, 6-0. ■ CITY OF EAST WENATCHEE COUNCIL MINUTES May 26, 2015 15-03-10 A Resolution appointing a designated representative and an alternate to the Chelan -Douglas Transportation Council. Presented by: Steven C. Lacy, Mayor Mayor Lacy said he would like to retain the position as the designated representative and appoint Councilmember Johnson to serve as the alternate to the Chelan -Douglas Transportation Council. No objections were heard. Council Action: A motion was made by Councilmember Detering, second by Councilmember Barnhart, to approve Resolution 2015-10 appointing a designated representative and an alternate to the Chelan -Douglas Transportation Council. The motion carried, 6-0.
