Mayor Lacy called the Joint workshop/meeting to order at 4:40 p.m.
Commissioner Ken Stanton called the Joint workshop/meeting to order at 4:41 p.m.
A joint workshop with the Douglas County Board of County Commissioners to review proposed
amendments to the Greater East Wenatchee Area Comprehensive Plan (map and text), and
amendments to the East Wenatchee Municipal Code (text and map).

PUBLIC COMMENTS
Jim Huffman, Commissioner, Port of Douglas County, 2600 Cascade Ave, East Wenatchee, feels sewer is
a key component to the whole process of developing around the Odabashion Bridge, and development has
not occurred due to the lack of infrastructure. He said extending sewer services to assure that the Urban
Growth Area (UGA) has sewer from the standpoint of public health and safety is important.
Bob Rankin, 2373 Mountain View Dr., East Wenatchee, expressed concerns regarding the four lots per
acre density minimum, and suggested there be an adjustment if someone wanted less than four acres.
Greg Wright, 580 7ffi St NE, East Wenatchee, said the minimum lot density would raise standards to make
it more difficult, harder, and expensive for affordable housing. He said the best thing to do is to eliminate
it, because we have a UGA, we have been going through the process and that has been working, so why
ad another hoop, regulation, or one more difficult thing, because this isn't going to help us fill in the UGA
it is going to prevent properties from being developed.
Norman Nelson, Northwest Geodimensions, 15 N Chelan Ave, Wenatchee, gave examples of why the
Minimum Density will not work, presented two exhibits, and reviewed sizes of some lots built by
Northwest Geodimensions, which would not be able to be built in East Wenatchee with the Minimum
Density Code.
Hank Lewis, 711 Briarwood Dr., East Wenatchee, said this process has taken a lot of time and effort from
the County and City, and he has never met a perfect development code in thirty years of being in the

business. He encouraged them to modify the minimum lot density and said he recognizes that
development codes are not perfect, but problems could be changed if they start to occur.
Paul Mayers, 1037 W Moreland Dr., Wenatchee, said a lot of the public did not know this was happening,
he thinks it is important to adopt the changes in the Urban Growth Boundary. He feels the minimum lot
density needs to be looked at, and if sewer lines are put in the Urban Growth Boundary development will
occur, but if we require a minimum lot density it will hurt many, and help very few.
Norma Jessup, 910 N Gale Ave, East Wenatchee, said this has impacted her recently when her son put an
offer on a property for sale at Perry and Grant Road that he wanted to put single family residences on, but
now it is R-M Zoning, a minimum of twelve residences per acre, and she does not understand how this
could happen in that area.
Mayor Lacy opened discussion regarding a decision on the ordinances proposed.
1. City Council Consideration of the East Wenatchee Planning Commission recommendation
regarding the proposals as contained in the ordinances listed below.
2. Douglas County Board of County Commissioners Consideration of the Douglas County
Planning Commission recommendation regarding the proposals by enacting the ordinances
provided by Douglas County Land Services Staff.
ORDINANCE(S)
1. Ordinance 2015-07 An Ordinance adopting and amending the Greater East Wenatchee Area
Comprehensive Plan (GEWA), map and text, including Chapters 1-8 and Chapter 10 and adding a
Combined Capital Facilities Plan as Appendix B. This proposal includes area -wide map amendments
changing the land use designations for various properties including an expansion of the urban growth
area boundary for East Wenatchee. The proposal is part of the 2014 annual comprehensive plan
review and update process for the City and Douglas County in accordance with the requirements of
the Growth Management Act.

Council Action: A motion was made by Councilmember Detering, second by Councilmember
Johnson, to approve all aspects of Ordinance No. 2015-07 amending the Greater East Wenatchee Area
Comprehensive Plan (GEWA), map and text, as presented. The motion carried, 5-0.

An Ordinance of the City of East Wenatchee adopting and amending the Greater
East Wenatchee Area Comprehensive Plan (GEWA), map and text, including

Council Action: A motion was made by Councilmember Johnson to approve Ordinance No. 2015-11
amending the East Wenatchee Municipal Code, and adding a new Section 17.72.270 to establish
minimum Density Standards. The motion failed for lack of a second.
6. Ordinance 2015-12 An Ordinance amending the East Wenatchee Municipal Code and adding a new
Section 17.72.260 Required Use of Public Sanitary Sewer Systems.

Council Action: A motion was made by Councilmember Detering, second by Councilmember
Collings, to approve Ordinance No. 2015-12 amending the East Wenatchee Municipal Code and
adding a new Section 17.72.260 Required Use of Public Sanitary Sewer Systems. The motion carried,
3-2.

Mayor Lacy suggested Council move that we remand Ordinance No. 2015-11 to the Planning
Commission for further consideration of the Minimum Density Standard.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember
Q Collings, to remand Ordinance No. 2015-11 to the Planning Commission for further consideration of
the Minimum Density Standard. The motion carried, 5-0.

Peter Becker, Vice President, Time Value Investments — Investment Objectives and Returns
Finance Director Nick Gerde introduced Peter Becker, who distributed and reviewed a Time Value
Investments (TVI) Public Funds Investment information portfolio that included a Local Government
Investment Pool (LGIP) table, LGIP Holdings pie chart, examples of what is available, and a "Delivery
Versus Payment" diagram showing how a bond is purchased.
PUBLIC COMMENT(S)
The following business owners and managers expressed concerns regarding Powerhouse Ministries
located on Valley Mall Parkway, and the type of clientele and issues that it has brought to East
Wenatchee businesses.
Dave Gellatly, owner of the professional building at 101 11th St NE, East Wenatchee
Dr. James Burnham, tenant at 101 1 Ph St NE, East Wenatchee
Mimi Vimont, Beautiful Hot Yoga, 920 Valley Mall Parkway, East Wenatchee
Mayor Lacy stated the City is trying to get a handle on the situation, but it will take time.

Nick Gerde, Finance Director — February 2015 Financial Report
Mr. Gerde reviewed Page 9 of the packet containing a brief narrative of monthly fluctuation comments on
cash flow, revenue, expenses, and changes in fund balances. He stated there is a new Contract for the
Library Fund, which will allocate our joint expenses of operating the library more ratably and predictably.
CONSENT CALENDAR
Items listed below were distributed to Councilmembers in advance for study and were enacted in one
motion.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, to
approve the Consent Calendar as presented. The motion carried, 5-0.
1. Consideration of Minutes — Regular Session, March 10, 2015
2. Consideration of Payables
i. 2015 Pa, a� — As of this date, March 24, 2015, Council does approve
check numbers 43075 through 43117 in the total amount of $231,642.28.
Payables check 42992 was voided.
ii. 2015 February Payroll — As of this date, March 24, 2015, Council does
approve check numbers 42878 through 42899, 42946 through 42967,
0 43025 through 43039, and direct deposits on 2/18/2015 and 3/3/2015 in
the total amount of $392,749.44. Payroll checks 42902 through 42945
were voided.

15-03-01 Ordinance 2015-06 — Review and discussion of an ordinance establishing an Alcohol
Impact Area to mitigate problems with chronic public inebriation and other illegal and
deleterious activities linked to the consumption of high alcohol content beverages within
a specific geographic area of the City.
Presented by: Devin Poulson, City Attorney
Mr. Poulson stated this was a draft Ordinance, and would present it for first reading at the
next City Council meeting.
Mr. Poulson also noted that the next Council packet will be sent electronically to each
Councilmembers tablet, and no paper packets will be distributed except to
Councilmember Raab who has opted out of the use of a tablet.

15-03-02 Consideration of a recommendation from the East Wenatchee Events Board regarding an
application for a Tourism Promotion Grant submitted by the Eastmont Metropolitan
Parks District for funding to replace scoreboards.

Council Action: A motion was made by Councilmember Detering, second by
Councilmember McCourt, to accept the recommendation from the East Wenatchee
Events Board to split costs with the Eastmont Community Park to replace and install four
scoreboards on the Youth Baseball Complex, not to exceed $12,000. The motion carried,
5-0.
15-03-03 Consideration of a contract to address a request of the Wenatchee Youth Circus (WYQ
for $3,000 in funding to support their program.
Presented by: Charlie Brown, President, Wenatchee Youth Circus
Council Action: A motion was made by Councilmember Raab, second by
Councilmember Johnson, to approve funding of $3,000 to support the Wenatchee Youth
Circus bringing their program to East Wenatchee on the weekend of July 4, 2015. The
motion carried, 5-0.
15-03-04 Consideration of a contract with DIVCO to continue maintenance of the heating and
cooling system at all City offices.

Council Action: A motion was made by Councilmember Detering, second by
Councilmember Raab, to approve the Service Agreement with DIVCO in the amount of
$2,766 plus tax per three months, and to be in force for three quarters or until a new
contract is bid and accepted. The motion carried, 5-0.

Councilmember Johnson,. to approve Resolution No. 2015-07; and to further authorize
the Mayor to execute an amendment to the Comprehensive Solid Waste and Recycling
Collection and Disposal Agreement between the City of East Wenatchee and Waste
Management of Washington, Inc. The motion carried, 5-0.

15-03-06 Ordinance 2015-05 — First Reading of an ordinance establishing an Investment Policy for
the City of East Wenatchee.

Mayor Lacy elevated the Ordinance to a second reading, without objection.
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Johnson, to adopt an Investment Policy by enacting Chapter 4.46 of the
East Wenatchee Municipal Code. The motion carried, 5-0.

Councilmember Johnson reminded Council of the AWC Convention in Wenatchee on June 23-25, 2015.
He said they will be getting the information from City Clerk Dana Barnard, and if interested they need to
sign up quickly. He noted if they sign up in advance there is a discount available.
