He also noted several events/shows happening in 2015. He submitted the Economic Impact Report, and attendance figures to City Attorney Devin Poulson for review. Mayor Lacy thanked Mr. Miller, and said he was impressed with his enthusiasm for the job he does. BUDGET ISSUE(S) Nick Gerde, Finance Director — Budget Report Finance Director Nick Gerde said the first Budget Committee meeting for 2015 is scheduled for February 19, 2015 at 5:30 p.m., in which they will discuss the French Street project, Multi -year Financial Plan scheduling, and Drug Fund money. Mr. Gerde distributed and reviewed an updated summary of the Financial Report for December and the year ending 2014, which included a brief narrative for December 2014; Financial schedules of Revenue, Expenses, and Changes in Fund Balances for the month and twelve months ending in December 2014; a Monthly Revenue Report for December 2014, including actual to estimated revenue by line item; and a Monthly Expenditure Report for December 2014, including actual to budgeted expenditures by line item. CITY OF EAST WENATCHEE COUNCIL MINUTES FEBRUARY 10, 2015 MAYOR'S REPORT Mayor Lacy stated that contact has been made with Mr. Heer regarding purchase of the 9th Street property for the Gateway Project, and a meeting has been scheduled for February 11, 2015 at 2 p.m. to discuss the appraisal reports. He noted that he would report back to Councilmembers at the next meeting. Steven C. Lacy, Mayor - Newsletter Mayor Lacy said the City puts out two newsletters per year at a cost of approximately $4,500 for each publication. He said the City received a request from RiverCom to put a report in the January newsletter regarding the Public Safety Answering Point for Chelan and Douglas Counties. Since then, there have been requests from other agencies wishing to include information in the newsletter. He said he has concerns about other jurisdictions utilizing our newsletter for ballot issues, and is recommending that this not be allowed. Council Agreed by consensus. Councilmember Johnson suggested implementing a Policy to establish ground rules for other jurisdictions wanting to submit reports and articles for the newsletter. Mayor Lacy noted that KPQ radio has reserved a regular time slot for him to discuss issues pertaining to East Wenatchee. This time slot will be at 8:30 a.m. on the morning following each Council meeting. He noted that if Council had anything they wanted him to mention, to let him know in advance. CONSENT CALENDAR Items listed below were distributed to Councilmembers in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Detering, second by Councilmember Johnson, to approve the Consent Calendar as presented. The motion carried, 7-0. 1. Consideration of Minutes — Regular Session, February 10, 2015 2. Consideration of Payables i. 2015 Payables — As of this date, February 10, 2015, Council does approve check numbers 42729 through 42731, and 42754 through 42813 in the total amount of $120,852.21. No payables checks were voided. ii. 2014 December Payroll — As of this date, February 10, 2015, Council does approve check numbers 42408, and 42425 through 42485, and direct deposits on 12/17/2014, and 12/30/2014 in the total amount of $409,465.00. No payroll checks were voided. ACTION ITEMS) Mayor Lacy moved Action Item #3 of the agenda, 15-02-01, to the end of the meeting following Council Reports. 15-02-02 Transportation Improvement Board Fuel Tax Grant Agreement for the Baker Avenue Project. Presented by: Greg Pezoldt, Public Works Director CITY OF EAST WENATCHEE COUNCIL MINUTES FEBRUARY 10, 2015 Greg stated that if the item is approved it states to the Transportation Improvement Board that the City is accepting the Project. Mayor Lacy clarified that if this project is approved, the project could potentially cost the City $1,000,000 in matching funds, rather than $430,000, as previously mentioned. Council Action: A motion was made by Councilmember Detering, second by Councilmember McCourt, to authorize the Mayor to sign the Transportation Improvement Board (TIB) Fuel Tax Grant Agreement for the Baker Avenue Project. The motion carried, 6-1. (Raab) RESOLUTION(S) 15-01-09 A Resolution of the City of East Wenatchee, Washington establishing a Grant Management Policy. Presented by: Nick Gerde, Finance Director Council Action: A motion was made by Councilmember Collings, second by Councilmember Buckner, to approve Resolution No. 2015-05 adopting the City of East Wenatchee Grant Management Policy. The motion carried, 6-1. (Johnson) RESOLUTION NO.2015-05 A Resolution of the City of East Wenatchee, Washington adopting the City of East Wenatchee Grant Management Policy. ORDINANCES) 15-01-10 Second reading of an Ordinance of the City of East Wenatchee revising the way the City regulates business licenses by amending Chapter 5.04 of the East Wenatchee Municipal Code. Presented by: Devin Poulson, City Attorney Devin stated that there is one amendment to the Ordinance, which changes the transition date of Washington State Department of Licensing (DOL) issuing the City's business licenses to 2017 rather than 2016, due to the fact that all Cities of the State are transitioning to DOL for business licensing services, making the 2016 timeline unrealistic. Mayor Lacy suggested that Ordinance No. 2015-04 be put back on the agenda in two weeks for passage, with the noted change included in the final draft. No objection was heard. COUNCIL REPORT(S) Councilmember Johnson encouraged Councihnembers to sign up for the Association of Washington Cities (AWC) 2015 Annual Conference being held in Wenatchee June 23-26, 2015. CITY OF EAST WENATCIIEE COUNCIL MINUTES FEBRUARY 10, 2015 Mayor Lacy recused himself from the meeting at 7:20 p.m., and turned it over to Mayor Pro Tem Barnhart to conduct the next item, and adjourn the meeting thereafter. ACTION ITEMS) 15-02-01 Settlement Agreement with Lacy & Kane. Presented by: Greg Pezoldt, Public Works Director Greg said we received a settlement proposal that he feels is fair, which is based on an actual project estimate provided from Mitchell Trucking & Paving. He said outside Legal Counsel for this issue has recommended the City get a Hold Harmless Agreement from Lacy & Kane. Councilmember Johnson recommended passing the Settlement Agreement. with the condition that a Hold Harmless Agreement is signed and received by the City prior to any exchange of moneys. Greg agreed, as he does not want to bring this proposal back to Council at a later point in time. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Detering, to accept the settlement agreement in the amount of $16,829.00 with the condition that a Hold Harmless Agreement is signed and received by (� Lacy & Kane prior to payment. The motion carried, 7-0. COUNCIL REPORT(S) Councilmember Johnson — Minutes from the Solid Waste Advisory Committee meeting, and the Solid Waste Council meeting held on November 6, 2014. Councilmember Collings — Minutes from the Board of Health Chelan -Douglas Health District meeting held on December 15, 2014. Councilmember Buckner — Minutes from the North Central Washington Economic Development District (NCWEDD) Board and Membership meeting, and the Plug -In NCW Meeting & Planning Retreat held on January 14, 2015.
