The following introduced themselves, gave a brief background of their experience, and expressed their
desire to be selected to fill the vacant Council Position.

EXECUTIVE SESSION
At 6:55 p.m. Mayor Lacy called a twenty minute executive session regarding appointment of elected
office.
Council reconvened at 7:15 p.m.
Council Action: A motion was made by Councilmember Detering, second by Councilmember Raab, to
appoint Jearrilea Crawford to Council Position No.4. The motion failed for lack of a majority vote, 3-3.
(Johnson, McCourt, Barnhart) Mayor Lacy declined to break the tie.
Council Action: A motion was made by Councilmember Barnhart, to appoint Christine Johnson to
Council Position No.4. The motion failed, for lack of a second.

Council Action: A motion was made by Councilmember Detering, second by Councilmember Barnhart,
to appoint Jearrilea Crawford to Council Position No 4. The motion carried, 4-2. (Johnson, McCourt)
Mayor Lacy thanked all the applicants, and noted there will be positions up for election in 2017.
DEPARTMENT REPORT(S)
Public Works Director Greg Pezoldt reviewed the November 2016 Construction Report. Further
discussion occurred regarding the Greater East Wenatchee Storm Water Utility. Further discussion
occurred regarding Baker Avenue Project, how the Storm Water fees are distributed and the Greater East
Wenatchee Storm Water Utility Budget.
Community Development Director Lori Barnett submitted and gave an update regarding the Planning
Commission recommendations for potential amendments to Chapter 17.73 Open Space Standards, noting
that they would like to initiate a repeal of Chapter 17.73 in its entirety. Since this would be a major
departure from goals in the comprehensive plan and expansion of the urban growth area, she asked for
direction from Council regarding the recommendation. Chapter 17.73 allows a developer an option to pay
the city, county, or Metropolitan Park District (EMPD) an amount equal to what it would cost to construct
the open space/recreation facility in lieu of actually providing the on -site facility. She explained that the
EMPD was concerned with their ability to manage the receipt and tracking of the funds. She asked if
Council would be willing to have the City provide the services with an Interlocal agreement. Council
agreed by consensus
Council Action: A motion was made by Councilmember Detering, second by Councilmember Johnson,
Q to remand this issue back to the Planning Commission with direction from the City Council not to repeal
Chapter 17.73, and adopt the proposed amendments submitted by staff. The motion carried, 6-0.
Ms. Barnett gave an update on the Planning Commission recommendation regarding medical marijuana to
ban cooperatives and make changes to individual Home Grows allowed subject to certain criteria. This
would be consistent with draft regulations prepared by Douglas County, Chelan County and the City of
Wenatchee.
Ms. Barnett gave a brief overview of the recently completed Wenatchee Urban Area Housing Needs
Assessment & Market Demand Study.
Ms. Barnett reviewed the Community Development Block Grant Program - 2015 Consolidated Annual
Action Performance Evaluation Report (CAPER) which describes how the City used the Community
Development Block Grant program funds. She noted a public hearing would be held at the next Council
meeting to receive citizen comments on the 2015 Draft CAPER, and a resolution to adopt this at the next
Council meeting.

Finance Director Nick Gerde submitted and reviewed the Financial Report for October 2016.

November 9, 2016.
MAYOR'S REPORT(S)
Mayor Lacy reported that Teresa Allen has passed her Professional Human Resources (PHR)
Certification. He said her position will be upgraded with a new job description and comparable pay. He

added this will give the City better awareness on human resource issues. He congratulated her on the
accomplishment.
Mayor Lacy introduced the new Police Chief tonight, he said Chief Randy Harrison has had a change of
plans, and will be continuing with the City.
Mayor Lacy said Mark Peterson offered for purchase to the City, some blown up photos of the original
Veedol landing. He said Mark's mother observed the Veedol landing in 1931 and took photos. We
anticipate displaying them in the rotunda to add to the City theme display, he noted the total cost was
$600.
Mayor Lacy said we will be planning the Employee Appreciation Luncheon for December and said he
will be asking for help from City Councilmembers.
Mayor Lacy said it has been discussed that we do not have a process for regular consideration of
Councilmember salaries like we do for all other employees. He asked Council if they would like to
consider a policy to look at the Councilmember salaries on a regular basis.
CONSENT CALENDAR
Items listed below were distributed to Councilmember's in advance for study and were enacted in one
motion.
City Clerk Dana Barnard noted an amendment to the minutes regarding the date that Councilmembers
will have an opportunity to listen to applicants applying for the vacant Council position will be changed
® to November 22, 2016.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Sterk, to
approve the Consent Calendar as amended. The motion carried, 6-0.
Consideration of Minutes — Regular Session, November 8, 2016
Consideration of Payables
i. 2016 Pa ay bles — As of this date, November 22, 2016, Council does
approve check numbers 46918 through 46989 in the total amount of
$140,426.31. Payables check 46867 was voided.
ii. 2016 October Payroll — As of this date, November 22, 2016, Council
does approve check numbers 46750 through 46765. 46832 through
46833, 46837 through 46855, 46907 through 46919, and direct
deposits of $61,284.39 and $57,683.85 in the total amount of
$394,932.48. No payroll checks were voided.
PUBLIC HEARING
16-11-06 A public hearing for the purpose of fixing the 2017 Final Budget, which has been filed
with the City Clerk. A copy thereof will be furnished to any taxpayer by contacting the
City Clerk's Office. Any taxpayer may appear and be heard for or against any part of the
budget.
Mayor Lacy opened the public hearing at 8:36 p.m. Hearing no comments, Mayor Lacy
closed the public hearing at 8:36 p.m.

16-11-07 First reading of an Ordinance of the City Council of the City of East Wenatchee,
Washington fixing and confirming the salaries and compensation to be paid to certain
officials and employees of the City of East Wenatchee during the year 2017.
Mayor Lacy elevated the Ordinance to second reading without objection.
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember McCourt to adopt the ordinance fixing and confirming salaries and
compensation to be paid to certain officials and employees of the City of East Wenatchee
during the year 2017. The motion carried, 6-0.
Ordinance No. 2016-22
An Ordinance of the City of East Wenatchee, Washington fixing and confirming the
salaries and compensation to be paid to certain officials and employees of the City of
East Wenatchee during the year 2017, containing a severability clause, and
establishing an effective date.
16-11-08 An Ordinance of the City Council of the City of East Wenatchee, Washington, adopting
the annual budget of the City for the fiscal year commencing January 1, 2017.
