BUDGET ISSUES) FinanceDirector Nick Gerde reviewed the 2017 Preliminary Budget Summary, 2017 Preliminary Budget Report, and the Estimated 2016 Budget ending balance. He also submitted and reviewed the minutes from the Budget Committee meeting held on October 20, 2016. He noted that the City needs a fail-safe line of credit to ensure we have adequate capital available, and he is in the process of deciding what the scope of the budget is for that. Councilmember Barnhart inquired if the City is bringing in a consultant for the Sewer District feasibility study. Mayor Lacy said that has not been established yet, and feels that the City should get answers from a reliable third party first. He said there is an idea to put money in the budget to hire a consultant, which would be Council's decision, and he will bring this before Council in 2017. City Attorney Devin Poulson reviewed the number of Sewer District assumptions by Cities that have taken place in the State of Washington noting that Bellevue has done three, Rosehill tried it in 1991, and Liberty Lake tried it in 2004 and it was declared null and void. Mayor Lacy said before Council passes the budget he will bring it up. Finance Director Nick Gerde said the budget will be distributed to the public in the second week of November 2016. He noted that the next Budget Committee meeting will be held November 17, 2016. Councilmember Detering indicated he is unable to attend that Budget Committee meeting, and asked for an alternate. Councilmember Raab volunteered to attend in his place. CITY OF EAST WENATCHEE COUNCIL MINUTES OCTOBER 25, 2016 MAYOR'S REPORT(S Mayor Lacy noted that the employee evaluation process was to be finished in August and September, that did not happen, and it is being finalized this week. Mayor Lacy said the Wenatchee Valley Museum will be requesting funding from the City, he does not know the details yet, and has a meeting on November 10, 2016. He noted that Councilmember Johnson will be involved in this, and he will have a discussion with Mayor Kunz about it as well. Mayor Lacy gave an overview from the Public Facilities District meeting, and gave an overview of the Town Toyota Center's budget and funding. Mayor Lacy reviewed the process for hiring a new Police Chief. He said there have been six applications submitted, and he has been getting more familiar with our Police Department issues to discuss and address those situations with applicants during interviews. Councilmember Barnhart requested a report of numbers pertaining to newly hired and terminated employees of the City on an annual basis. Mayor Lacy said it may be possible once a year to give an overview of those numbers. Mayor Lacy said Councilmember's will have an opportunity to listen to applicants applying for the vacant Councilmember position on November 22nd. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Councilmember Detering requested an amendment to the minutes regarding Council Action on Action Item 16-10-08 in the minutes from the October 11, 2016 Council meeting to say "to set aside the decision on this for further review" instead of "to delay the decision on this for further review". Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, to approve the Consent Calendar as amended. The motion carried, 5-0. 1. Consideration of Minutes — Joint Special Public Meeting, October 10, 2016 2. Consideration of Minutes — Regular Session, October 11, 2016 3. Consideration of Payables and Payroll i. 2016 Pa,, a� — As of this date, October 25, 2016, Council does approve check numbers 46766 through 46831, 46748 and 46749 in the total amount of $417,568.39. Payables checks 45784, 46502 and 46730 were voided. ii. 2016 September Pam — As of this date, October 25, 2016, Council does approve check numbers 46578 through 46593, 46667 through 46688, 46734 through 46747, and direct deposits of $61,020.87 and $63,030.00 in the total amount of $414,960.38. No payroll checks were voided. CITY OF EAST WENATCBEE COUNCIL MINUTES OCTOBER 25, 2016 PUBLIC HEARING 16-10-08 A public hearing regarding property taxes to be proposed in the 2017 East Wenatchee budget. Presented by: Nick Gerde, Finance Director Mayor Lacy opened the Public Hearing at 7:20 p.m.; hearing no comments he closed the Public Hearing at 7:20 p.m. ORDINANCE(S) First Reading — Options A and B 16-10-09 (A) An Ordinance of the City of East Wenatchee authorizing the regular property tax levy, and authorizing any increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State Law. (B) An Ordinance of the City of East Wenatchee authorizing the regular property tax levy to be collected in 2017, an increase of 0.953 percent in the regular property tax levy, and authorizing any increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State Law. Presented by: Nick Gerde, Finance Director Mayor Lacy read the first reading of the proposed Ordinance, and said he is not inclined to raise this to a second reading tonight. Finance Director Nick Gerde reviewed each option, and stated that Council needs to choose Option A or B. Councilmember Barnhart suggested having the County Assessor give a presentation on Banked Capacity. Mayor Lacy said that would be a good idea, as the question about Banked Capacity comes up every year. He said Council needs to know exactly what the affects will be, and how taking Banked Capacity will affect the people of East Wenatchee. He said he will follow up on this, and report back to Council. 16-10-10 An Ordinance of the City of East Wenatchee setting the penalty for riding a bicycle on a sidewalk in the City's business district by amending Chapter 10.24 of the East Wenatchee Municipal Code. Presented by: Devin Poulson, City Attorney Mayor Lacy elevated Ordinance No. 2016-18 to a second reading, without objection. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Detering, to authorize the Mayor to sign Ordinance No. 2016-18. The motion carried, 5-0. CITY OF EAST WENATCBEE COUNCIL MINUTES OCTOBER 25, 2016 Ordinance No. 2016-18 An Ordinance of the City of East Wenatchee setting for the penalty for riding a bicycle on a sidewalk in the City's business district by amending Chapter 10.24 of the East Wenatchee Municipal Code. RESOLUTIONS) 16-10-11 A Resolution of the City of East Wenatchee, Washington authorizing the Treasurer/Finance Director to submit vouchers requesting payment for projects utilizing federal and other funding sources. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Detering, second by Councilmember Barnhart, to approve Resolution No. 2016-13 authorizing the Treasurer/Finance Director to submit vouchers requesting payment for projects. The motion carried, 5-0. Resolution No. 2016-13 A Resolution of the City of East Wenatchee, Washington authorizing the Treasurer/Finance Director to submit vouchers requesting payment for projects utilizing federal and other funding sources. OCOUNCIL REPORT(S) Councilmember Barnhart said he likes the Valley Mall Parkway parking lot project, and feels it is a great addition to the downtown, and a job well done. The following reports/minutes were submitted in writing prior to the City Council meeting. • Councilmember Johnson — Minutes from the Douglas County Solid Waste Advisory Committee meeting, and the Douglas County Solid Waste Council meeting held on August 4, 2016. ADDITIONAL ITEMS) Countywide Solid Waste Programs 2015 Quarterly Report by Jurisdiction on the Enhanced Community Recycling Program, and Contracted Commodities Recycled (By Pound). EXECUTIVE SESSION At 7:41 p.m. Mayor Lacy indicated that he would hold a ten minute Executive Session, with action to follow. City Attorney Devin Poulson noted the Executive Session would be regarding Potential Litigation. Council reconvened at 7:51 p.m. Council Action: A motion was made by Councilmember Detering, second by Councilmember Barnhart, to authorize the Mayor to negotiate a Settlement Agreement.
